Check the finished PDF page by page—fonts, linked graphics and print settings can still affect how it looks.
Export a Publisher file to PDF
- Open the .pub file in Publisher. Keep the original publication; the PDF is a fixed copy, not a replacement for an editable source.
- Open the PDF export command. In newer versions, choose File > Export > Create PDF/XPS Document > Create PDF/XPS. Depending on your version, you may instead see File > Save & Send > Create PDF/XPS Document > Create PDF/XPS or File > Publish as PDF or XPS. Microsoft also documents creating a PDF through Save As. See Microsoft’s Publisher PDF/XPS instructions.
- Select PDF and choose an output option for the intended destination (options are described below), then set a filename and publish.
- Open the exported PDF and inspect it before sharing or sending it to a printer.
Microsoft describes PDF and XPS as read-only formats designed for optimal printing quality. Exporting does not guarantee identical rendering on every system, and Microsoft says the resulting PDF/XPS cannot be changed in Publisher.

Choose the PDF output option for its destination
| Publisher option | Intended use | What to check |
|---|---|---|
| Minimum Size | Online viewing as a single page | Review the result at the size and on the screen your audience is likely to use. |
| Standard | Online distribution when recipients may print on a desktop printer | Check both screen appearance and a representative print if print quality matters. |
| High Quality Printing | Desktop or copy-shop printing | Confirm that the page size and output suit the printer. |
| Commercial Press | Commercial printing; the largest and highest-quality option described by Microsoft | Ask the print provider for its required settings or PDF specification; a preset is not a guarantee it meets every shop’s requirements. |
These are Microsoft’s stated use cases, not a universal print-shop specification. For a commercial job, get the printer’s requirements before export. See Microsoft’s PDF/XPS export guidance.
Check fonts and linked graphics before sharing
Fonts may not embed as expected
Microsoft says Publisher embeds needed fonts in PDF, but font licensing can restrict embedding. In that case, text may be output as a bitmap, or a viewer may substitute a referenced font. Check any font warnings and, when practical, open the PDF in another viewer or on another system to catch differences. Publisher’s Pack and Go guidance describes reporting fonts that cannot be embedded; the ExportAsFixedFormat API documentation explains font-embedding restrictions.

Linked graphics need attention
A PDF export should not be treated as a repair for an image that is already missing or out of date in the publication. For print handoff, Pack and Go can update linked graphics, include their files and report linked-graphic problems. Keep the linked assets with the .pub file if you may need to revise the publication.
Inspect every page of the exported PDF
- Look for clipped, reflowed or missing text and unexpected font changes.
- Check that every image appears and is current.
- Confirm page order and page size.
- Review colors and, if the work is for print, check a proof or representative print.
These checks address documented font, link and print-proof issues; no export preset promises identical results across every viewer, device or printer.

When a commercial printer needs more than a PDF
If the printer may need to correct text, fonts or other publication details, send a packaged Publisher handoff as well as—or instead of relying solely on—the fixed PDF. In Publisher, choose File > Export > Save for a Commercial Printer to open Pack and Go. The wizard can run Design Checker, update and include linked graphics, embed TrueType fonts in the publication, list fonts it cannot embed and offer a composite proof. Choose output quality for the job and follow the printer’s specifications. Microsoft advises running Pack and Go again after making changes so the handoff reflects the latest version. Its Pack and Go instructions explain the workflow.

Keep the editable source and assets
Save the original .pub publication and its linked graphics separately from the PDF. The PDF is useful as a fixed viewing or printing copy, while the Publisher file and its assets are what you need for later edits. Keep a backup in another location, such as external storage, if the publication matters; storage does not affect conversion or PDF rendering.

Publisher availability makes exporting time-sensitive
As of October 4, 2026, Microsoft’s export support page lists Publisher for Microsoft 365 and versions 2021, 2019, 2016, 2013 and 2010. It also says Publisher will no longer be supported after October 2026 and Microsoft 365 subscribers will no longer have access; it does not specify the exact day availability changes. If you still have Publisher access, export publications you need to preserve rather than assuming you can do so later. See Microsoft’s current support information.

For automated workflows, Microsoft documents Document.ExportAsFixedFormat, the API counterpart to the interface’s PDF/XPS publishing command. Its options include output intent, color and one-bit image downsampling, page range, document properties, accessibility structure tags, missing-font handling and PDF/A compliance. The documented default for DocStructureTags is True; Microsoft says structure tags improve accessibility. These are API options, not a substitute for checking the exported file.
