Open Start > Settings > Privacy & security > Location. From there, an administrator can enable or disable location for the whole device; each user can then manage location access for their account and review app-specific options. A user-level switch cannot override device-wide Location services when it is off.
Open the Location settings page
- Select Start, then Settings.
- Select Privacy & security, then Location.
These controls are part of Windows 11. Available options can vary if an organization manages the device.

Choose the right control for your goal
| Control | Scope | What it changes |
|---|---|---|
| Location services | Whole device | An administrator controls whether Windows location services are available. Non-administrators do not see this setting. |
| Let apps access your location | Current user account | Allows or blocks apps from receiving location information through the Windows location service. It cannot enable access if device-wide Location services is off. |
| App-specific access and precise-location options | Individual listed apps | Lets you review which listed apps can access location and, where offered, precise location. Windows provides coarse location by default when app access is enabled. |
These controls layer: device-wide access is the outer limit, and account and app controls can narrow access further. Turning off app access blocks location information delivered through the Windows location service; it does not guarantee that every program is unable to infer an approximate location by other means.
Turn location on or off
Change location for the whole device
On the Location page, an administrator can use Location services to turn Windows location services on or off for the device. If you are not an administrator, this control will not appear; ask an administrator to change it if appropriate.

Change access for your account
Use Let apps access your location to allow or block app access for the current account. If Windows reports that Location services is off, this account-level switch cannot turn it back on.
Review app access and precision
Review the app controls shown on the page and adjust precise-location options where available. Windows also indicates when listed apps last accessed precise location. Desktop apps may not appear in this list and may not follow the same Windows privacy controls as Store apps; check each desktop app’s own settings and privacy policy.

Set a default location
A default location can be used when Windows cannot detect a more exact one. On the Location page, open Default location > Set default, select or enter a location, then save. To remove it, clear the address and save.
Understand what location controls affect
Microsoft says: “The device location setting enables certain Windows features such as auto-setting the time zone or Find my device to function properly.” — Microsoft Support, Windows location service and privacy.

Windows may estimate location using GPS, Wi-Fi access points, cell towers, an IP address, or a default location. Some third-party software can also estimate approximate location from Bluetooth, Wi-Fi, or cellular signals even when Windows device location is off. So disabling Windows location services is not a guarantee that all location inference or tracking has stopped.
Emergency calls are an exception: Windows attempts to determine and share precise location during an emergency call regardless of location settings.

Check location activity and related permissions
See when an app is using location
When an app uses location through the Windows location service, a location icon appears in the taskbar notification area. Hover over it to see which app is using location.

Manage website access separately
Browser website permissions are separate from Windows app controls. Microsoft Edge asks when a website first requests location, and you can manage site permissions in Edge.
Review location history
Microsoft says local location-history storage and its associated settings were removed in March 2025. If you are signed in with a Microsoft account, location may still be periodically saved to the cloud; use your Microsoft account privacy controls to clear cloud location activity.
Quick Recap
Troubleshoot unavailable or managed settings
- Location services is missing: Microsoft says non-administrators do not see the device-wide control. Sign in with an administrator account or ask the device administrator to make the change.
- A setting is unavailable or the page says “Some settings are managed by your organization”: Group Policy or mobile device management (MDM) may control location settings. Contact your organization’s administrator; a local user may not be able to change a policy-managed setting. See Microsoft Learn’s Windows Privacy Compliance Guide.
- A desktop app is missing from the app list: Check the app’s own location setting and privacy policy. Windows may not govern desktop apps through the same per-app controls as Store apps. See Microsoft Support’s Windows privacy settings that apps use.
- Location override does not work on a Cloud PC or virtual desktop: Location services must be enabled on both the local and remote devices, and the remote-connection app must have permission. Enable Allow location override on the device being connected to.
