There is no universal cost or performance winner between repowering an onshore wind farm and building at a new site. Compare each option’s expected net generation, complete project cash flows, grid and land requirements, permitting risks, and schedule under the same market, financing, and valuation assumptions. Include continued operation or retirement of the existing plant if either is a live alternative.
What exactly are you comparing?
Repowering can mean refurbishing or upgrading components on existing turbines, replacing some components, or dismantling old turbines and installing new ones at the same or a nearby site. A new-build project develops a separate greenfield site. These are not single, fixed designs: compare feasible project configurations rather than treating each label as one standard-cost option.

For an existing wind farm, continued operation and retirement can also be relevant baselines. The U.S. National Renewable Energy Laboratory (NREL) assessed greenfield development, full and partial repowering, and continued operation as distinct cases in its financial analysis. Its 2014 study is a decision framework based on conceptual projects and case studies, not a current cost quote or a universal result. Read NREL’s financial feasibility analysis.

| Comparison factor | Repowering an existing site | New-build at a greenfield site |
|---|---|---|
| Wind resource and layout | Uses an existing site; assess its long-term resource against the output possible with the proposed turbine and layout. | Assess the new site’s long-term resource and proposed layout; a better resource can make it competitive. |
| Grid and infrastructure | May reuse a grid connection or other infrastructure, subject to capacity, condition, rights, and upgrade needs. | Requires its own grid and infrastructure assessment and development. |
| Land and development | Uses an existing wind site, but changed turbine dimensions, positions, or output can affect land rights and approvals. | Requires development of a separate site, including land, grid, and permitting work. |
| Existing plant | May involve dismantling, component replacement, or continued use of some equipment. | Does not replace turbines at the existing site; compare against what happens to that plant. |
These are screening distinctions, not guaranteed savings or disadvantages. The actual design, contracts, site, and jurisdiction determine what is feasible.

How do you compare expected energy production?
Compare modeled net generation over the same time horizon, not turbine counts or nameplate capacity alone. For both alternatives, use long-term wind-resource evidence and a layout-specific production assessment. Account for hub height and rotor effects, availability, wake losses, and curtailment where applicable. Record the assumptions consistently so a difference in forecast output is not simply a difference in modeling.
Newer turbines can generate more electricity per turbine and may allow a project to use fewer turbines, but the outcome depends on the technology and site. A 2020 European Commission Joint Research Centre (JRC) study of observed repowering in Denmark and Germany reported new turbines in its sample at twice the height and three times the rotor diameter of old turbines, with nine times the swept area, six times the nominal power, and nine times the electricity. It also reported a capacity-factor increase of 7.1% per turbine or 9.7% on a production basis. Those are results from that study’s sample and wind-regime analysis, not multipliers to apply to another project’s forecast. See the JRC study and its scope.

Energy production is not the same as revenue. Apply the relevant offtake or power-price assumptions to each project’s expected output, considering any differences in timing, curtailment exposure, or contract terms that apply to the specific projects.
Which costs and revenues belong in the comparison?
Build a cash-flow model for each feasible alternative using the same valuation date, analysis horizon, financing assumptions, and revenue basis. Include development and construction costs, turbines and balance of plant, dismantling where relevant, grid works, operations and maintenance, financing, applicable taxes or incentives, power sales, and residual or decommissioning value where relevant.

- Repowering: Test the cost of removing old equipment, replacement or refurbishment scope, any grid or infrastructure work, and the operating costs and expected performance of the resulting plant.
- Greenfield: Include the new site’s development, land, grid, construction, permitting, and expected operating costs, alongside its modeled production and revenues.
- Continued operation: Where relevant, compare the cost and expected performance of keeping the existing plant running, rather than assuming that replacement is the only alternative.
Reusing a connection or infrastructure can reduce some repowering costs, and newer technology may reduce operations and maintenance costs or raise load factors. Neither is automatic: confirm technical capability, condition, contractual rights, and upgrade requirements before crediting a saving. NREL identifies technology progress, site quality, power prices, equipment durability and reliability, and infrastructure reuse as factors that can change the financial decision.
Use net present value (NPV) or another investment measure suited to the owner’s decision, applying it consistently. A model’s output is only as useful as its assumptions; a higher nameplate capacity or more electricity per turbine does not, by itself, establish which project creates more value.

How should you assess grid, land, permits, and community impacts?
Check whether the proposed project can actually be built as modeled. For repowering, determine whether the existing connection can accommodate changed output and whether its capacity, rights, condition, or required upgrades constrain the design. For a greenfield project, assess the new site’s grid access and development needs. In both cases, examine land rights and the physical footprint of the proposed layout.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteCompare the approvals required for the actual turbine dimensions and positions, including applicable setbacks, noise and visual constraints, environmental impacts, and construction impacts. An existing permit or prior community acceptance does not establish that larger or differently positioned turbines are allowed. Rules and legal outcomes are specific to the jurisdiction and project.
Best Value
Social acceptance and environmental considerations belong in the comparison alongside technical, economic, and regulatory factors. The U.S. Department of Energy’s summary of IEA Wind Task 26 research emphasizes that they can be missed when analysis focuses only on on-site technical and economic factors. Read the DOE summary.
What historical evidence can—and cannot—tell you
Published examples show why repowering can merit evaluation, but none supplies a project-level winner or a current universal cost ranking:
- The International Energy Agency (IEA) reported that repowering accounted for more than 10% of onshore wind spending in the United States and Europe in 2017–2019. This is a historical spending share, not a cost comparison for a particular project. See the IEA’s 2020 power-sector investment report.
- In its 2020 report, the IEA cited more than 10 GW of Indian wind turbines below 1 MW at good-resource sites and said generation at those sites could more than quadruple with the latest turbines. This is a dated, India-specific illustration of potential, not a forecast for other fleets. See the IEA’s 2020 report.
- A European Commission staff working document published in 2021, reporting JRC fleet-age data for 2020, said 18% of the EU onshore fleet was older than 15 years and 3% older than 20 years. Fleet age alone does not show which projects are economically or technically suitable for repowering. See the European Commission document.
- For Denmark in 2012–2019, the DOE summary of Task 26 research reports that 38% of wind projects were classified as repowering. In 2019, repowering accounted for 86% of gross added capacity and 87% of added turbines. Across Danish greenfield and repowered projects together, the summary reports a 1.3 GW overall capacity gain with 109 fewer turbines; repowered projects contributed 576.8 MW in net additions over the period. These historical national figures describe Denmark, not the likely outcome at another site. See the DOE summary.
The IEA’s Renewables 2020 reported a global average onshore-wind electricity cost of USD 53/MWh in 2019. It is a dated global average, not a current bid or a project-specific cost benchmark. See the IEA’s 2020 wind report. NREL’s 2014 analysis used a 20–25-year operating or contract-life window as an assumption or typical case; it is not a universal required lifetime. Treat these figures as context, not substitutes for current project inputs.
How do you make the decision robust?
- Set a common basis. Fix the valuation date, analysis horizon, financing, revenue assumptions, and investment metric before comparing alternatives.
- Model feasible designs. For each alternative, use a realistic layout, production estimate, cost scope, grid solution, and permitting path.
- Include the existing plant’s alternatives. Where appropriate, test continued operation and retirement alongside full or partial repowering and greenfield development.
- Run sensitivities. Test changes in wind resource, energy prices or offtake, capital and grid costs, schedule, equipment performance, and discount rate. Identify which assumptions change the ranking and which are most uncertain.
- Verify decision-critical inputs. Obtain current, location-specific information on the turbine inventory, site, connection and rights, costs, offtake, financing, and permitting before making a project-level recommendation.
The NREL model can help frame the alternatives and sensitivities, but its 2014 U.S.-oriented assumptions should not be treated as current costs or returns. The available evidence supports a consistent comparison method—not a blanket claim that repowering is cheaper, faster, or more profitable than new-build.
