Compare data centre sites against the needs of a specific workload, not a generic idea of an ideal location. First rule out candidates that cannot meet required latency or deliver power by the necessary date; then compare network resilience, full energy costs, expansion potential and local feasibility. A nearby grid line, low headline electricity rate or short map distance to users does not prove that a site will work.
Start with the workload and the places it serves
Before evaluating locations, document where users and data sources are, what the application can tolerate in latency, how much capacity it needs, when it needs that capacity, and how demand may grow. Also establish whether workloads can move between regions or must remain near particular users, data or systems.

The trade-off depends on the workload. AI training and some inference can be less sensitive to proximity than traditional services, while real-time inference and enterprise applications may depend more heavily on user proximity and network performance. The International Energy Agency discusses data centre demand and AI in its 2025 Energy and AI report; CBRE’s site-selection guidance also identifies workload and location considerations.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Translate those needs into requirements that can be checked for every candidate: a latency ceiling for specified endpoints, required megawatts and delivery date, connectivity and resilience needs, and a growth horizon. There is no universal acceptable latency figure or best geography; the appropriate thresholds depend on the application and its users.

Use hard requirements to make the first shortlist
Apply the same definitions and evidence standard to every site. First screen out candidates that miss a non-negotiable requirement, such as the workload’s latency ceiling or the date power must be available. Only then compare costs and strategic flexibility among sites that remain feasible. This two-stage approach is a practical way to apply the criteria below, not a published universal scoring formula.
- Workload fit: geography of users and data sources, plus measured latency to required endpoints.
- Power: confirmed available capacity, connection dependencies, dated delivery milestones, reliability and resilience, and expansion capacity.
- Economics: total delivered energy cost, charges and taxes, exposure to volatility, and any hedging or sustainable-supply strategy.
- Connectivity: fibre and carrier access, exchanges and cloud on-ramps, route diversity, and measured network performance.
- Site feasibility: land, cooling and water, hazards, permitting, environmental and community constraints, construction readiness, and phased expansion.
Score the axes separately before applying project-specific weights. A single combined score can hide a fatal constraint: a low-cost site should not rank as viable if power arrives too late or latency exceeds the application’s limit.
Verify power delivery and timing at the site
Power means deliverable capacity on a usable schedule, not a nearby transmission line or a regional estimate. Ask the utility and project counterparties for site-specific evidence covering available capacity, interconnection dependencies, required upgrades, milestones and the date the requested megawatts can actually be delivered. Treat a connection request or broad regional capacity figure as a lead to verify, not confirmation.

ASHRAE’s AI Data Center Energy Performance Framework: Site Planning says: “Prioritize power availability and grid capacity early in site selection, as utility constraints and interconnection timelines are now primary drivers of feasibility and schedule risk.” Its guidance makes power availability and grid constraints central feasibility and schedule considerations.
Grid risk is not merely theoretical, but global estimates should not be mistaken for a forecast about an individual project. The IEA’s 2025 Energy and AI report estimates that around one-fifth of global data-centre buildout in its Base Case is at risk of delay because of grid bottlenecks. That figure describes the IEA’s Base Case, not a site-specific delay probability.
Compare the full energy cost, not a headline rate
Estimate the energy cost that applies to the actual site and operating arrangement. Include the applicable energy price, reservation and grid-access charges, taxes, and exposure to market volatility. Consider how much long-term price visibility the project needs, whether hedging is available, and whether sustainable supply is relevant to its requirements.

CBRE identifies these elements as part of long-term power economics in its data centre site-selection guidance. A quoted energy rate alone is not enough to establish that one location will be cheaper: the applicable charges, terms and risk can change the comparison.
Measure network performance where it matters
Compare validated performance to the users, data sources, peers and services the workload actually depends on. Consider fibre availability, carrier choice, access to exchanges and cloud on-ramps, route diversity, and measured latency to relevant endpoints. Set pass/fail thresholds from the application’s requirements rather than adopting a generic millisecond target.
Geographic distance is only a rough screening clue. It does not establish real-world latency, route quality or resilience. A site that appears close to users may have poor routing or limited carrier choice; a more distant site may have useful network paths. CBRE’s site-selection guidance and Site Selection Magazine’s data centre site-selection overview discuss connectivity considerations.

Test whether the site can grow and be built
A site that works for an initial phase may not support the planned facility later. Check whether land, utility capacity and network access can expand in step with demand, and whether cooling options and water availability suit both the initial design and future phases. Assess water stress as well as nominal availability.
Include natural hazards, permitting, environmental requirements, community acceptance and construction readiness in the comparison. These factors can affect whether a technically attractive site is buildable on the required schedule. ASHRAE recommends planning early for resource constraints, expansion, hazards and permitting; CBRE also addresses planning certainty and sustainability in its site-selection guidance.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesPut market concentration in context
Established hubs remain attractive, but popularity does not make a market suitable for every workload or guarantee that an individual site has capacity. The IEA’s 2025 Energy and AI report says 15% of global data-centre capacity under development is concentrated in the ten largest markets by installed capacity; the comparison uses announced projects and describes 2024 market data. It is evidence of concentration in development, not a forecast that any of those markets will meet a particular project’s needs.

Build an evidence-backed decision record
For each candidate, record the requirement, the evidence, its source and date, and whether it is confirmed or still uncertain. Keep measured network results distinct from estimates, and utility commitments distinct from requests or regional data. Record unresolved dependencies alongside the score so decision-makers can see what must be verified before committing.
The final shortlist should show which sites meet hard requirements, how feasible candidates compare on cost and flexibility, and which uncertainties could change the ranking. That makes the choice defensible without pretending that a universal ranking exists.
