To compare cement stocks, first choose listed companies with similar markets and business mix, then assess valuation, debt, operating performance and returns together. For Indian-listed producers, that means comparing like-for-like consolidated financials and dated market multiples—not treating a low P/E or EV/EBITDA as a standalone buy signal.
How do I compare cement stocks?
Start by defining the market, comparison date and peer group. Cement companies can face different delivered economics and pricing conditions across regions, so a producer with a different geographic footprint, product mix or scale may not be a clean peer. The 10 April 2026 Motilal Oswal sector report, for example, discusses price and operating-spread trends alongside company valuation measures; its figures are a dated analyst snapshot, not live market data. For a consistent Indian-listed comparison, use each issuer’s latest consolidated filing and note its fiscal period, currency, accounting basis, share count and whether figures are audited. JSW Cement says its FY 2025–26 audited standalone and consolidated statements were prepared under Indian Accounting Standards. Compare consolidated figures with consolidated figures unless you have a specific reason to use standalone accounts. JSW Cement Integrated Annual Report 2025–26
Build a comparison around these axes rather than ranking stocks on one multiple:
#1 Best Overall
- Equity valuation: trailing and, if available, forecast P/E, with the earnings period identified.
- Enterprise valuation: EV/EBITDA, using a consistent enterprise-value calculation and EBITDA definition.
- Balance-sheet risk: gross debt, cash, net debt, net debt/EBITDA, interest costs, maturities and cash generation.
- Earnings quality and momentum: volume, realisations, product mix, utilisation, margins, EBITDA per tonne and exceptional items.
- Capital efficiency and growth: consistently defined returns such as ROE, expansion requirements and expected capacity additions.
Keep the metric period explicit: trailing 12 months, latest fiscal year or forecast year. The 10 April 2026 sector matrix presents P/E, EV/EBITDA, EV per tonne, ROE and net debt/EBITDA, including future-year estimates; those estimates should not be presented as current actuals. Motilal Oswal, Cement: Story in charts (10 April 2026)
Should I compare P/E or EV/EBITDA?
Use both as complementary measures, not substitutes. P/E compares a share’s price with earnings per share. The U.S. Securities and Exchange Commission defines it as “Price per share / Earnings per share.” P/E is intuitive, but it reflects financing costs, taxes and share count as well as operating performance. If earnings are negative, unusually low or temporarily elevated, the ratio may be difficult to interpret. The SEC also notes that “As a general rule, desirable ratios vary by industry.” SEC, Beginners’ Guide to Financial Statements
EV/EBITDA compares enterprise value—including equity value and net debt—with EBITDA, a measure before interest, taxes, depreciation and amortisation. It can make comparisons across different capital structures more informative, but EBITDA is not cash flow: it does not capture capital expenditure, working-capital needs or debt repayment. Company adjustments can also differ. Cement-sector analysis commonly displays EV/EBITDA alongside P/E and net debt/EBITDA. Motilal Oswal, Cement: Story in charts (10 April 2026)

Before comparing either multiple, record whether EBITDA is reported or adjusted, which period it covers, and whether the company’s figures are consolidated. Cementos Pacasmayo’s SEC-hosted filing cautions that its EBITDA and Adjusted EBITDA “may not be comparable to similarly titled measures reported by other companies, including those in the cement industry.” That is a company-specific warning, but it illustrates why definitions should be reconciled rather than assumed to match. Which cement stock has the lowest valuation?
There is no reliable answer without a dated, like-for-like peer table and a clear definition of “valuation.” A stock may have the lowest trailing P/E but a higher EV/EBITDA, or look inexpensive because current earnings are temporarily strong. A stock with a higher multiple may have lower leverage, stronger earnings durability or better returns on the capital it must reinvest. The 10 April 2026 analyst matrix is historical context; it cannot identify the lowest-valued stock today. Motilal Oswal, Cement: Story in charts (10 April 2026)
For each peer, calculate or source the same set of values on the same date:
- Share price and diluted EPS for the stated trailing or forecast period; label the resulting P/E accordingly.
- Enterprise value and EBITDA for the same stated period; disclose whether EBITDA is adjusted.
- Gross debt, cash and issuer-reconciled net debt, then net debt/EBITDA.
- Volume, realisations, EBITDA or EBITDA per tonne, margins and material exceptional items.
- Returns, capacity utilisation, expansion spending and planned capacity additions.
Do not label a company “cheap” solely because one multiple is low. Check whether the earnings base is sustainable and whether the company can fund expansion while servicing its obligations.
How much debt is too much for a cement company?
No single net debt/EBITDA threshold is established here as universally safe or unsafe. Treat the ratio as one comparison point, then examine how it was calculated and whether the earnings supporting it are likely to persist. A temporarily strong EBITDA period can make leverage appear lower than it would be under weaker operating conditions.
Check these details before drawing a conclusion:
- Net-debt definition: identify which borrowings and cash balances are included, and whether leases or other obligations are counted.
- EBITDA period and adjustments: use the same period across peers and distinguish reported from adjusted amounts.
- Debt service: compare interest costs, repayment dates and maturity concentration, not only the headline leverage multiple.
- Cash generation: assess whether operating cash can cover interest, required capital expenditure and scheduled repayments.
- Earnings sensitivity: consider whether weaker volumes, prices or higher input and freight costs could reduce EBITDA.
Sector research tracks net debt/EBITDA as a valuation and balance-sheet comparison axis, but the ratio should be read with these underlying details. Motilal Oswal, Cement: Story in charts (10 April 2026)

What explains differences in cement-company earnings?
Reported earnings can diverge even among producers exposed to the same broad sector. Compare the operating drivers behind the figures, rather than attributing every change to demand or pricing alone:
- Volume: sales growth affects how much of a company’s fixed plant and distribution costs are spread across output.
- Realisation and product mix: selling prices and the share of higher-value products can alter revenue and margins.
- Utilisation: capacity use influences operating efficiency and the cost absorption of a plant network.
- Energy, logistics and other inputs: cost exposure can pressure margins even when volume or mix improves.
- Operating spread and EBITDA per tonne: these help relate operating economics to the quantity sold, but should be interpreted alongside reported totals and definitions.
Ambuja Cements’ FY 2025–26 reporting said volume, premium mix and asset utilisation supported earnings delivery, while EBITDA per tonne moderated year on year amid energy, logistics and input-cost pressures. This is Ambuja’s account of its own results, not a claim that every cement producer faced the same mix of effects. Ambuja Cements Integrated Report Annual Report 2025–26: Financial Capital
How should growth and returns affect the comparison?
A valuation multiple is easier to interpret when set against earnings trajectory and the capital needed to produce future growth. Compare ROE or another consistently defined return measure, capacity utilisation, expansion spending and expected capacity additions. Growth that requires substantial investment is not automatically valuable: consider the returns expected from that capital and whether the balance sheet can support the projects.

Also account for acquisitions, amalgamations and changes in consolidation. Ambuja’s FY 2025–26 report described a proposed amalgamation of ACC and Orient Cement. A proposed transaction can change the future peer group and reported comparisons, but it should not be treated as completed unless the company reports that it has taken effect. A practical worksheet for a peer comparison
| Comparison field | What to record | Why it belongs in the analysis |
|---|---|---|
| Company and peer rationale | Geography, product mix, scale and market exposure | Different operating conditions can make headline multiples less comparable. |
| Reporting scope | Consolidated or standalone; audited status; fiscal or trailing period; accounting basis | Prevents comparing different businesses or time windows as if they were identical. |
| P/E | Share price date, diluted EPS, trailing or forecast period | Shows equity value relative to per-share earnings, with the earnings basis visible. |
| EV/EBITDA | Enterprise value date and calculation, EBITDA period, reported or adjusted basis | Provides an operating-value comparison while exposing definition differences. |
| Debt and cash | Gross debt, cash, net debt definition, net debt/EBITDA, interest and maturities | Shows whether apparently similar valuations carry different equity and refinancing risk. |
| Operating performance | Volume, realisation, mix, utilisation, EBITDA, EBITDA per tonne and exceptional items | Explains the quality and sources of the earnings used in the multiples. |
| Returns and reinvestment | ROE or consistently defined return, expansion needs and expected capacity changes | Connects growth prospects to the capital required to achieve them. |
Date-stamp the market data and estimates. Do not combine a current share price with stale earnings or an undated forecast multiple without flagging the mismatch.
