Then test shortlisted products against your integrations, control, governance and operating requirements.
Start with the job, not the category label
The categories overlap. A workflow builder may connect services and automate steps; a low-code platform may also build applications or agents; and a no-code tool may still rely on integrations, configured logic and administrative controls. Microsoft’s Power Platform documentation illustrates this overlap: its product family covers agents, apps and automations, alongside AI Builder, connectors and governance capabilities. Write down the outcome you need before comparing products. For example, “move an approved invoice into our finance system and flag exceptions for review” is a more useful starting point than “find an AI workflow builder.” It makes the required data sources, actions, AI role and human checkpoints visible.
Match the platform to the primary job
- Connect existing apps: Check whether the product can trigger actions and pass data among the particular business apps you use.
- Build an internal application: Evaluate its app-building capabilities, data model and the amount of logic your team must configure or code.
- Automate desktop work: Confirm that desktop automation is supported for the applications and operating conditions involved.
- Create an AI model or agent: Determine whether you need a model to process information inside a flow, or an agent that can make choices and take actions.
- Combine jobs: Check whether a suite supports the whole process or whether you will need multiple products and clear ownership across them.
Separate AI-assisted authoring from AI inside the workflow
“AI-powered” can describe different things. AI may help a user create a workflow from a natural-language description, or it may run as a step in a workflow—for instance, processing information with a model. An agent can involve a different pattern: deciding what action to take in response to context. Those are not interchangeable capabilities, so assess the one your process actually requires.

AI that helps build the flow
Microsoft documents Copilot in Power Automate as natural-language assistance for creating flows. Its documentation says, “Copilot in cloud flows helps you create automation that streamlines your workflow.” That describes authoring assistance; it does not by itself establish that every flow action is performed by an autonomous AI agent. The same documentation includes preview-related capability notes, so check the current release state, regional availability and administrative requirements for the feature you intend to use. AI that runs as a workflow step
AI Builder is Microsoft’s option for using prebuilt or custom models with Power Apps and Power Automate. Microsoft describes it as “a turnkey solution that brings the power of Microsoft AI through a point-and-click experience.” Treat that as the vendor’s description, not an independent assessment of fit. AI that acts as an agent
Ask what decisions the agent can make, what actions it can trigger, and where a person must review or approve the result. A demonstration should use your intended task and include the exceptions that matter—not just a successful, uncomplicated path. For higher-impact actions, define a human checkpoint and a recovery path before deployment.
Compare coding control and intended users
Low-code and no-code are useful signals about how a product is meant to be built, but they are not universal technical standards. Salesforce’s vendor-authored explanation, for example, frames low-code as retaining the option to add code for complex features and integrations, while positioning no-code for simpler tools. A concrete example of a coding spectrum comes from Microsoft’s comparison of tools for building declarative agents for Microsoft 365 Copilot: it distinguishes Microsoft 365 Agents Toolkit as pro-code, Copilot Studio as low-code, and Agent Builder as no-code. The comparison is specific to those agent-building paths in the Microsoft ecosystem; it should not be generalized into a universal taxonomy. - Business-user configuration: Can the intended users build and change the solution without waiting for developers?
- Advanced control: When are formulas, scripts, APIs or custom code required?
- Handoff: Who will maintain code or logic added to a business-user-built solution?
- Complexity boundary: At what point does the workflow outgrow the visual builder or require specialist help?
Test integrations against your real systems
Connector counts or catalog breadth are not a substitute for checking the exact operations your workflow needs. List every app, data source and API involved, then confirm that the platform supports the required triggers and actions. Also check how it handles authentication, permissions and the data fields your process must exchange.

Microsoft documents both prebuilt connectors and custom connectors for tailored scenarios. That distinction is a useful comparison point: a prebuilt connector may cover your use case directly, while a custom connector or API integration may be necessary if it does not. Score each product against requirements that apply to your use case. Mark a requirement as not applicable when it does not matter; do not reward a platform for a feature you will not use.

There is no cross-vendor operational ranking established by the sources cited here. Ask each vendor to demonstrate your team’s own failure and recovery cases: what happens when a connector fails, an input is malformed, a model produces an uncertain result or an approval is delayed? Compare the evidence and effort needed to diagnose and recover, not just the happy-path demo.
Check governance and ongoing ownership
A workflow that can be built is not automatically one your organization can safely deploy and sustain. Identify who can create and publish solutions, administer access, manage environments and respond to failures. Microsoft identifies environment, security, governance, resource and settings administration as Power Platform capabilities; confirm the specific controls available in every product you shortlist. - Who owns the workflow or app after launch, and who covers support when that person is unavailable?
- Can administrators control who can build, run and change it?
- How will the team monitor errors, investigate failed runs and recover safely?
- What happens when a connected app, API, model or business process changes?
- Can the solution be deployed and maintained in a way that fits your organization’s existing practices?
Verify commercial and product details directly
Do not infer price, usage limits, hosting, security certifications or service-level commitments from a category label or a feature demo. These terms are not established on a comparable basis across vendors here. Check each shortlisted product’s official licensing, feature-availability, security and service documentation for the relevant region and plan before making a decision. If a required capability is described as preview, verify its current status before making it a dependency.
Compare vendors on evidence, not positioning
Vendor comparisons can clarify how a company wants buyers to see its product, but they are not independent benchmarks. For example, n8n positions its product for teams seeking customizable workflow automation with AI, code and custom logic, and Power Automate for low-code automation in the Microsoft ecosystem.
