How to Compare AI Models for Accuracy, Speed, Cost, and Privacy

A practical method for comparing AI models on your own workload: measure quality, speed, cost per completed task, and data handling separately.

Compare AI models on a representative sample of your own tasks—not with one universal leaderboard score. Keep prompts, inputs, tools, settings, and measurement conditions consistent; measure task quality, latency, throughput, and completed-task cost separately; then check the data terms for the exact endpoint and features you plan to use.

What makes a model comparison fair?

A comparison is useful only when it reflects both your workload and the conditions under which you expect to run it. A model that performs well on a public benchmark may not perform as well on your documents, code, questions, or multimodal inputs. Likewise, a fast response in one region or test window does not establish how the service will behave under your production load.

Before testing, define the tasks, quality threshold, response-time target, expected usage, and sensitivity of the data involved. For each candidate, record the model and version, provider, endpoint, region, date, and relevant settings. Use the same test examples, prompts, tools, decoding settings, and measurement window wherever possible.

NIST emphasizes that AI characteristics require different evaluation approaches and that context matters. Its AI measurement guidance treats accuracy, privacy, reliability, robustness, safety, and other characteristics as distinct questions rather than parts of a single score.

How to measure accuracy and task quality

Start with the kinds of tasks your application actually receives. A representative test set might include ordinary cases, difficult cases, and the edge cases that matter most to users. Set acceptance criteria before seeing the results; otherwise, it is easy to move the goalposts toward a preferred model.

  • For questions with verifiable answers, score correctness against an answer key or trusted reference.
  • For coding or document tasks, define what counts as a successful result, such as passing specified checks or including required information.
  • For subjective or consequential outputs, include human review and make the rubric explicit.

Report the number and types of examples tested, the scoring method, and uncertainty where possible. A benchmark score describes performance on its tested items; it does not by itself show how well a model generalizes to a different workload. NIST’s AI 800-3 report distinguishes benchmark accuracy from generalized accuracy and discusses uncertainty estimation. Its February 2026 announcement says there is no one-size-fits-all formula for quantifying AI performance.

Held-out examples can make the comparison more credible, especially if they were not used to tune prompts. Blind evaluation can also reduce the risk that a model or evaluation process benefits from exposure to test answers. NIST’s AITE program describes a sequestered testbed using blind data and common data, metrics, and scoring to mitigate train/test contamination. That is a design aim, not proof that every public benchmark is free of contamination.

Which speed metrics should you compare?

“Speed” can refer to several different things. Choose the metric that matches the experience or capacity you need, and report it by name.

  • Time to first token or byte: how long a user waits before any response begins.
  • Total response time: how long the full request takes to finish.
  • Generation rate: output tokens per second once generation is underway.
  • Throughput under concurrency: how much work the service handles when multiple requests arrive at once.

For a fair service comparison, hold prompt length, requested output length, streaming behavior, region, concurrency, and test interval steady. Repeat requests and report a distribution or percentile rather than relying on one run. An independent published measurement methodology distinguishes edge time-to-first-byte probes from model quality, throughput, and price; its observations should not be treated as a universal or permanent ranking across providers, regions, and dates.

How to estimate the cost of a completed task

Token prices are inputs to a cost estimate, not the whole answer. Estimate what it costs to reach an acceptable result on a representative task. Include input and output tokens, cached-token or other feature charges where applicable, retries, and the frequency with which a model meets your quality threshold. A lower rate per token can still produce a higher bill if a model needs longer answers or repeated corrections.

A dated example shows why the workload and method matter. In its May 1, 2026 evaluation, NIST CAISI reported developer-provided uncached prices of $1.74 per million input tokens and $3.48 per million output tokens for DeepSeek V4 Pro, compared with $0.75 and $4.50 for GPT-5.4 mini. For the seven benchmark comparisons in that evaluation, DeepSeek V4 was less expensive on five; across the comparisons, it ranged from 53% less expensive to 41% more expensive. These are historical prices and task-specific results, not current universal recommendations. NIST explains the comparison basis and exclusions in its CAISI evaluation.

How to compare privacy and data handling

Check the precise product, endpoint, settings, and features—not just the provider or model name. “Not used for training” does not mean “not retained.” Review whether prompts and outputs can be used for training, what abuse-monitoring logs contain, how long data is retained, whether application state persists, and how files, caches, or conversations are handled. Also check deletion controls, data location, subprocessors, and contractual terms relevant to your deployment.

  • OpenAI: The API data controls documentation says API data is not used for training by default and describes abuse-monitoring logs and application-state retention, including endpoint-specific conditions.
  • Anthropic: Its API data usage documentation says standard API inputs and outputs are deleted within 30 days, subject to exceptions, and separately describes feature-specific handling.
  • Google: The Gemini API terms and data-use documentation says paid-service data is not used to improve products, while also describing circumstances involving logging, stored state, files, and cached context.

Policies and product behavior can change. Confirm that the controls you need apply to the exact endpoint and features enabled, and review the provider terms both when selecting a service and before deployment.

A practical comparison workflow

  1. Define the decision. List real tasks, minimum acceptable quality, response-time targets, expected usage, and data sensitivity.
  2. Record the candidates. Note each model/version, provider, endpoint, region, date, and relevant configuration.
  3. Build a representative test set. Set scoring rules in advance and hold examples out from prompt tuning where practical.
  4. Run controlled tests. Keep inputs, prompts, tools, settings, and measurement conditions consistent. Track task success, initial and full latency, throughput, failures, and cost.
  5. Report what the results mean. Include sample size and uncertainty where possible, and distinguish observed test performance from expected performance on other tasks.
  6. Check data terms. Record training use, retention, application state, and the controls available for the exact features you intend to use.
  7. Choose for your constraints. Weigh the results against your actual quality, speed, cost, and privacy requirements; no universal winner follows from the cited evidence.

What to put in your comparison report

A compact report should let another person understand what was tested and whether the results apply to the intended use. Record the candidate configurations and date alongside the results, then keep the four evidence types distinct:

  • Quality: task success or correctness, rubric, sample size, and uncertainty.
  • Speed: the named latency or throughput metric, test conditions, and distribution or percentile.
  • Cost: estimated expense per completed acceptable task, including relevant retries and feature charges.
  • Privacy: training use, retention, state and file handling, and applicable controls or terms.
