If you do not know which program has it open, search for the file in Resource Monitor or Microsoft Sysinternals Process Explorer, then close the identified application. Avoid forcing an individual file handle closed: that can disrupt the program using it.
Why Windows says a file is in use
An application can keep a file unavailable for an operation such as deleting, moving, or renaming it while it has the file open. Windows file access depends partly on the sharing mode requested by the application; incompatible access can produce a sharing violation. Microsoft documents how applications open files and how sharing modes affect access in Creating and Opening Files.
A file cannot be deleted until all open handles to it are closed. Applications should close files when they no longer need them, and Windows closes an application’s open files when that application terminates. That does not make forced termination a safe first step: unsaved work may be lost. See Microsoft’s guidance on Closing and Deleting Files.
Close the likely application first
- Save your work in open applications.
- If you recently opened or edited the file, switch to that application and close the file. If you are unsure which document it is, save your work and exit the likely application normally.
- Retry the move, rename, or delete operation.
Closing the application normally gives it a chance to release the file cleanly. If the warning remains, identify the process holding the file rather than guessing which program to close.

Find the program using the file
Search in Resource Monitor
- Open Start, type
resmon.exe, and launch Resource Monitor. - Select the CPU tab.
- Expand Associated Handles.
- Search for the file’s name or part of its path in the search box.
- Check the results for the process associated with the file.
This workflow is described in Microsoft Q&A community answers, not in the official documentation surfaced for this procedure. The search may not find every lock; if it returns no useful result, try Process Explorer.
Search with Microsoft Sysinternals Process Explorer
- Download and run Microsoft Sysinternals Process Explorer.
- Use its Find function to search for the file name or path.
- Review the matching process to identify the application with the open handle.
Microsoft documents Process Explorer’s ability to search for processes with particular handles. Its page lists version 17.14, published September 10, 2026; that is the version and date shown on the page, not a guarantee that later downloads will show the same version.

Release the file safely
Close the identified application
Once you know which application owns the handle, switch to it, save any work, and close the file or exit the application normally. Then retry the operation. If the process is an application you did not expect to be using the file, check whether another window or background task from that application is still open.
If Windows Explorer is using the file
If the identified process is Windows Explorer, save any open Explorer work before closing or restarting Explorer. This is an escalation option, not the first step; retry the file operation after Explorer has restarted.

If the application is unresponsive
Ending the identified process through Windows process-management controls is a last resort. It may release the file when the application terminates, but unsaved work can be lost. Do not confuse ending a process with closing a process handle: Microsoft’s CloseHandle documentation states that closing a process handle does not terminate the associated process.

- Search again for the file name or path and check for another process that also has it open.
- Consider whether an application or service may be reopening the file after you close it.
- After saving work, restart Windows and retry if you cannot identify or release the lock another way.
- Avoid forcibly closing an individual file handle as a routine fix. The application may depend on that handle and can be left in an inconsistent state.
Windows also documents IFileIsInUse, an interface that an application can implement to provide information about which app is using a file and support actions such as closing the file or switching to the app’s window. It is not a universal control available for every application.
