Start by checking whether an official API or export already meets the need. Then compare code-first frameworks, browser-capable crawlers, hosted platforms, and ready-made scraper services against the same representative pages—not against a generic “best tool” list.
Start with the job, not the product
Write down what you need to collect before comparing tools. A tool that handles simple HTML pages may not work for content rendered in the browser, while a platform that automates execution may be unnecessary for a small, occasional crawl.

- Targets and fields: List the exact page types and the fields you need from each.
- Page behavior: Determine whether the required content is present in the initial HTML or appears only after JavaScript runs. Record login requirements, pagination, and other observed obstacles.
- Scale and cadence: Estimate requests or records per run, how often runs occur, acceptable latency, and how fresh the data must be.
- Quality threshold: Define what counts as a usable result and how much missing or incorrect data is acceptable.
- Output and operations: Identify the destination format or system, and whether you need scheduling, monitoring, retries, storage, or managed execution.
- Constraints: Check the target-specific terms and rules, data sensitivity, security requirements, and the locations from which collection must run.
First check whether the site offers an official API, feed, or export that satisfies the task. It may avoid building and maintaining a scraper, but confirm that it exposes the fields and update cadence you actually need.
Choose the tool category that fits
These categories involve different trade-offs, not a universal ranking. A tool’s documented features do not establish that it will extract your target correctly; test the exact pages and fields before committing.
#1 Best Overall
| Approach | Consider it when | What to verify |
|---|---|---|
| Code-first framework | You want control over requests, parsing, data validation, and integration, and can maintain the code. | Whether the target needs browser rendering; how retries, validation, monitoring, and deployment will work; and which integrations you will maintain. |
| Hosted scraping platform | You want managed execution and workflow features such as schedules, storage, or monitoring. | The exact plan’s capabilities, data handling, export options, operational limits, and total cost for your workload. |
| Scraper API or marketplace | A ready-made scraper appears to cover a bounded task or target. | Whether that specific scraper returns your required fields accurately, how often it is maintained, and how billing and data handling work. |
| Browser-rendering capability | The page’s required content depends on JavaScript execution. | Whether rendering works on your representative pages and how its added runtime and operational complexity affect the job. |
Code-first: Scrapy
Scrapy is an open-source Python framework. Its documented workflow has a spider generate requests, receive responses, parse them, yield items or follow-up requests, and send items through pipelines. That structure gives a development team control over crawling and extraction, but the team remains responsible for building and maintaining the solution. Scrapy architecture documentation
Scrapy’s official site lists separate integrations including scrapy-playwright for JavaScript-heavy pages, spidermon for data validation and alerts, and scrapy-zyte-api for managed proxy rotation and browser fingerprinting. These are ecosystem extensions, not all built-in Scrapy features; check each integration’s current scope and terms. Scrapy project site
Hosted execution: Apify
Apify’s documentation describes Actors, storage, proxies, schedules, integrations, and monitoring. Those capabilities can reduce the infrastructure a team operates itself, but compare the exact service and plan against your requirements and the cost of running an in-house crawler. Scrapy.io documents a hosted API and marketplace with tool discovery, synchronous and asynchronous runs, job polling, dataset export, schedules, and pay-per-result billing. A marketplace listing is not proof that a scraper handles your target or schema: validate its output and inspect billing semantics and data handling first. Scrapy.io documentation

When screenshots are the actual output
If the task is to capture a rendered page as an image or PDF rather than extract structured records, a screenshot API is a narrower fit than a general scraping platform. ScreenshotNeo is a website screenshot API and MCP server; its request options include element capture, JavaScript execution, custom CSS, and PDF output. Use it for page captures, not as a substitute for evaluating a data-extraction workflow.
Compare candidates on a representative workload
Do not select on a successful demo alone. Use the same sample pages, required fields, output checks, and expected run pattern for each plausible candidate. No independent comparative performance test establishes a universally best product.
Rank #4
- Build a representative sample. Include ordinary pages and known edge cases, such as pages with delayed content, missing fields, pagination, or different templates.
- Run each candidate against that sample. Record whether it reaches the pages, returns the intended data, and handles the target’s observed behavior. Keep the test within the target’s rules.
- Validate the results. Check required fields, nulls, duplicates, freshness, and schema changes. Decide how the workflow will flag bad or incomplete results rather than silently accepting them.
- Estimate the real workload. Include requests or records per run, frequency, latency, retention, and any geographic or deployment requirements.
- Compare total operating cost. Include service charges alongside development, maintenance, infrastructure, monitoring, and the effort required to fix failures. A headline starting price is not a workload estimate.
- Inspect operational and contractual fit. Read the documentation for retries, observability, exports, security, data retention, and terms applicable to your use.
- Re-test after changes. Check the workflow when the target site or vendor changes in a way that may affect extraction or execution.
Account for JavaScript and failure modes
When content depends on JavaScript, browser rendering is a capability to evaluate—not a guarantee of success. Scrapy’s project site describes scrapy-playwright as an option for JavaScript-heavy pages while retaining the Scrapy request/response workflow. Test whether the rendered page exposes the specific content you need, then include its runtime and maintenance implications in your comparison. Scrapy project site

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor every candidate, note what happens when a page changes, a request fails, a field disappears, or a run produces partial output. Check whether you can detect the problem, retry safely, and avoid treating an empty or stale result as success. The right handling depends on your data and target; do not assume a vendor’s general capability description guarantees a particular recovery behavior.

Check access rules before collecting
RFC 9309 standardizes the Robots Exclusion Protocol. It says crawlers are requested to honor robots.txt rules, but also states: “These rules are not a form of access authorization.” Robots.txt is neither permission to access a site nor a complete legal test. Evaluate the target’s terms, the data involved, your access method, geography, and intended downstream use; the protocol alone does not resolve whether a specific collection is permitted. IETF RFC 9309, Robots Exclusion Protocol (September 2022)
Use a screenshot API when the deliverable is a page image
For a task that calls for a screenshot or PDF rather than structured records, ScreenshotNeo is the alternative to try first: it removes cookie and consent banners, newsletter popups, and chat widgets before capture, and only clean shots are billed. It also offers an MCP server for AI agents and has a free plan with 1,000 screenshots per month and no card required; paid plans start at $5 for 3,000 screenshots. Those are ScreenshotNeo plan details, not evidence that it is the right tool for general web scraping.
Or skip the browser setup
Make one GET request with a URL to receive a PNG, JPEG, WebP, or PDF. For example, this cURL command saves a WebP capture of Stripe:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
See the ScreenshotNeo API documentation for the request options and response details. Cookie banners, popups, and chat widgets are removed before the shot; bot checks, blank pages, and failed loads are never billed. An MCP server lets AI agents take screenshots. The free plan includes 1,000 screenshots a month with no card, and paid plans start at $5 for 3,000. Sign up for ScreenshotNeo’s free plan.
Frequently Asked Questions
Is robots.txt permission to scrape a site?
No. RFC 9309 says robots.txt rules are not a form of access authorization; assess the target’s terms and the rules relevant to your specific use.
Does a ready-made scraper guarantee the fields I need?
No. Validate the specific scraper against representative target pages and check the returned fields, billing, and data handling before relying on it.
