Choose a method whose authentication protocol binds the sign-in to the legitimate website or communication channel—not one that merely adds another code or prompt. NIST recognizes WebAuthn/FIDO2 verifier name binding and channel-binding methods such as PIV/CAC smart cards using client-authenticated TLS as phishing-resistant. Then check that your identity provider, workforce devices, security policy, and recovery process support the method before enforcing it.
What makes MFA phishing-resistant?
Phishing resistance is a property of the authentication protocol. NIST defines it as preventing an impostor verifier from obtaining authentication secrets or valid authenticator outputs without relying on the user to notice the deception. In practical terms, the authentication is cryptographically tied to the legitimate verifier or communication channel, so an attacker cannot simply collect the result on a fake site and relay it.

NIST recognizes two approaches: verifier name binding and channel binding. WebAuthn/FIDO2 is an example of verifier name binding; PIV/CAC smart cards using client-authenticated TLS are examples of channel binding. NIST describes channel binding as more resistant to misissued or misappropriated verifier certificates, while both approaches meet its phishing-resistance definition. See NIST SP 800-63B, Authentication and Authenticator Management.
A manually entered one-time password, SMS code, or other relayable out-of-band output may be MFA, but it is not phishing-resistant under this definition: an impostor can ask for the code and forward it to the real service. Do not treat the label “MFA” as proof that a method resists phishing.

Compare the methods that fit your workforce
| Method | How it provides phishing resistance | What to evaluate |
|---|---|---|
| Platform passkeys or platform authenticators | WebAuthn/FIDO2 can bind authentication to the legitimate verifier. | Supported devices and browsers; whether credentials are synced or device-bound; management, recovery, and assurance requirements. Microsoft lists platform passkeys and Windows Hello for Business among Entra deployment options. See Microsoft Entra passwordless deployment. |
| Roaming FIDO2 security keys | WebAuthn/FIDO2 verifier name binding. | Compatibility with your identity provider, operating systems, browsers, connectors, and policy; spare-key provisioning; enrollment and replacement. Do not assume every key model works in every environment. |
| Certificate-based authentication or smart cards | Client-authenticated TLS using PIV/CAC is a NIST channel-binding example. | Whether your organization already manages certificates and hardware, and whether the relevant infrastructure, applications, and support teams are ready. Deployment details depend on your environment. |
Synced passkeys can make credentials easier to use across devices and may help with recovery, but the account-linked sync system and its recovery model need an explicit enterprise risk review. NIST discusses additional restrictions for federal enterprise use of syncable authenticators; those restrictions should not be mistaken for a universal company requirement. See NIST guidance on syncable authenticators.
Choose against six company requirements
Protocol and sign-in flow
Confirm that the actual sign-in method and flow use verifier name binding or channel binding. A product name, a “passwordless” label, or a second factor alone does not establish that a particular configuration is phishing-resistant.

Devices and work settings
Map operating systems, browsers, built-in authenticators, remote access, frontline devices, and shared or kiosk workstations. A method that works on managed laptops may not cover a shared workstation or every worker’s device. Test the real device mix, including the paths used to reach important applications.
Identity-provider controls
Verify credential registration, sign-in policy enforcement, reporting, and recovery support in your actual identity provider. Conditional Access and licensing details in Microsoft’s deployment guidance apply to Entra ID, not to all identity platforms. Microsoft says registration and passwordless sign-in do not require a license, while it recommends at least Entra ID P1 for the full set of deployment capabilities, including Conditional Access enforcement and activity reporting. Recheck current licensing and product requirements before planning an Entra rollout.

Control and assurance
Determine whether your policy or contractual obligations require device-bound credentials, managed authenticators, attestation, certificates, or other controls. Higher-control environments may prefer managed credentials or certificate and smart-card approaches. Syncable credentials may offer convenience, but their sync and recovery arrangements need to satisfy your organization’s risk and assurance policy.
Recovery and resilience
Plan for lost, damaged, replaced, or unavailable authenticators before rollout. CISA recommends registering multiple authenticators or combining a roaming authenticator with a platform authenticator to reduce lockout risk. Make sure the recovery route has secure identity proofing and help-desk controls; a weaker recovery path can undermine a strong primary factor. See CISA SCuBA Hybrid Identity Solutions Guidance.

Operational effort
Compare enrollment and support effort, lost-device handling, spare-key supply, credential replacement, and deprovisioning. Pilot with distinct workforce groups before broad enforcement so the rollout reflects real work patterns, rather than only the experience of office-based employees.
Roll out the requirement without causing lockouts
- Inventory people and sign-in paths. Include administrators, standard employees, remote and frontline workers, guests, shared devices, and automation. Microsoft recommends identifying stakeholders and roles for an Entra deployment; treat that as vendor-specific guidance and apply the same inventory discipline to your own identity platform.
- Validate support and policy dependencies. Check device and application compatibility, registration steps, licensing, enforcement controls, and reporting in the identity provider you use. Confirm that each group can register and use the selected method through its real sign-in path.
- Register recovery methods first. Where policy allows, enroll a second authenticator or combine platform and roaming authenticators. Microsoft recommends Temporary Access Pass for time-bound onboarding or recovery in Entra environments. Test recovery and replacement procedures before making the new method mandatory.
- Pilot enforcement, especially for administrators. Test the policy with representative users and administrator accounts, and confirm that administrators have registered and can use the required method. Microsoft warns that enforcing phishing-resistant authentication for Entra administrators before they register an eligible method can risk tenant lockout. Follow the equivalent safeguards for your provider.
- Make credentials part of the account lifecycle. Include enrollment in onboarding, update access when roles change, and remove or replace credentials during offboarding and device replacement. Microsoft describes lifecycle workflows for these stages in its phishing-resistant MFA guidance.
- Handle automation separately from human MFA. Identify scripts and services that currently rely on user accounts. Where appropriate, migrate them to workload identities or evaluate managed workload identities and certificate-based authentication for the specific scenario. Do not assume a human MFA enrollment flow is suitable for a non-human account.
What not to count as a substitute
SMS codes, manually entered OTPs, and relayable out-of-band prompts can add a factor but do not meet NIST’s phishing-resistance definition. They may remain part of a broader authentication policy where appropriate, but they are not equivalent alternatives when the requirement is specifically phishing-resistant MFA. For the protocol criteria, consult NIST SP 800-63B.
