Choose CSV when they need to sort, filter, calculate on, or import the report’s tabular data. Neither format guarantees that an export contains every field you need or will behave the same way across systems, so check the export options and the work that follows.
Compare the formats by what happens after export
| Question | PDF is generally a better fit when… | CSV is generally a better fit when… |
|---|---|---|
| Who will use it? | The recipient needs to read, review, or circulate a report as a document. | The recipient needs to work with rows and fields. |
| What is the next task? | The report will be read or shared in a report-like presentation. | Data needs to be sorted, filtered, calculated on, or imported into another tool. |
| What needs checking? | Whether the system’s PDF export includes the details and presentation the reader needs. | Whether the export includes the required columns and the receiving tool interprets them as intended. |
| What can vary? | Available fields, formatting, output options, permissions, and limits depend on the product. | Available fields, formatting, output options, permissions, and limits depend on the product; some services package CSV files in a ZIP archive. |
These are practical selection rules, not promises about every contract system. The format’s general role is different from a particular product’s implementation.

Use four signals to make the choice
1. Is the next step reading or analysis?
If people mainly need to read, review, or share the report, PDF is often the more suitable starting point. If they need to manipulate records, CSV is usually more useful. Microsoft Purview audit exports, for example, are CSV; Microsoft explains how to use Excel Power Query to split JSON-formatted properties in the AuditData field into columns for sorting and filtering. That example illustrates a data workflow, not a guarantee that every CSV export will arrive ready for analysis.

Choose CSV when a downstream task depends on tabular fields, such as importing records or applying calculations. First confirm that the export contains the columns the receiving workflow requires, then check how that tool reads the file. Export support alone does not establish compatibility between every pair of systems.
#1 Best Overall
- Understand how contract provisions work
- Adapt reliable drafting precedents
- Avoid drafting errors, omissions, and ambiguities
- Make contracts more user-friendly
- Build flexibility into contracts without compromising precision
Adobe Acrobat Sign documents agreement-data exports with user-selected fields in CSV and filters by user, group, workflow, or agreement name. The feature’s availability depends on service tier, authority level, and permission scope; its help page was last updated June 17, 2026. Oracle’s Contract Management user guide also describes exporting module data to CSV, including a spreadsheet-with-headers option, and says export access is required. That guide is older, so verify its interface instructions against the version in use.
3. Does presentation or packaging matter?
When recipients need a report-like document, check whether the system offers a suitable PDF output. When they need structured data, check the CSV output and its packaging. For example, AWS DMS Schema Conversion offers a conversion assessment report as PDF or CSV; its CSV export is a ZIP archive containing CSV files stored in the configured S3 bucket. This is one database-migration service’s implementation, not a universal CSV convention or a contract-report feature recommendation.

4. Can you meet the operational and governance requirements?
Before exporting, check who is permitted to export, which records and fields are covered, any result or file-size limits, and how long a download remains available. Also make sure the export and any transfer comply with the rules that apply to the underlying records. A preferred format is not useful if the export omits results, the user lacks permission, or the download is unavailable when the recipient needs it.

Keep product limits separate from format rules
Documented limits belong to the named product and feature; they are not properties of PDF or CSV generally.
- Microsoft Purview audit search exports: Microsoft Learn documents single-search export limits of up to 50,000 records for Audit Standard and up to 1,000,000 for Audit Premium. The surfaced page does not state a publication year. Microsoft warns that results above the applicable limit may be omitted and recommends narrowing or segmenting searches. These figures do not apply to CSV exports generally.
- Microsoft Communication Compliance detailed report exports: Microsoft Learn documents a maximum download size of 3 MB for the detailed report exports described there. The surfaced page does not state a publication year. This is a feature-specific limit, not a general PDF-versus-CSV distinction.
- AWS Audit Manager download center: AWS documents that the cited CSV exports remain in its download center for seven days. After removal from that center, they remain available in the configured S3 destination bucket. The surfaced page does not state a publication year; this describes that product’s download lifecycle only.
If an export appears incomplete, check the product’s own search-result, size, and download rules before assuming the file format caused the problem.
Apply the right retention and transfer rules
Exporting a report does not by itself determine how long its underlying records must be retained. For US federal contracts within the scope of FAR Subpart 4.7, the Federal Acquisition Regulation generally requires covered contractor records to be available for three years after final payment, or for certain categories the period specified elsewhere in the subpart, whichever expires first. Contract clauses and other stated circumstances can affect the period. This is not a universal retention schedule: confirm the governing contract, record category, jurisdiction, and organizational policy.
FAR 4.703(d) says: “Contractors’ computer data retention and transfer procedures shall maintain the integrity, reliability, and security of the original computer data.” The regulation also addresses preserving an audit trail of the transfer. Apply these requirements to the records and transfer in question; choosing PDF or CSV does not replace the applicable controls.

- Name the next user and task. If the recipient will read or circulate a report, start with PDF. If they will work with records or move fields into another tool, start with CSV.
- Verify the export’s contents. Confirm that the available output includes the fields, records, and level of detail the task requires.
- Check how the receiving workflow handles the file. For CSV, confirm column interpretation and any packaging such as a ZIP archive. For PDF, confirm the report is usable for the intended review and sharing.
- Check access, limits, and availability. Confirm the user has export permission, search results are within the product’s limits, and the download will remain accessible for the required period.
- Apply records controls. Follow the applicable retention, security, and transfer rules for the contract and organization.
For example, a report prepared for people to review and circulate points toward PDF; a report whose fields must be filtered or imported points toward CSV. If both tasks matter, check whether the system supports both outputs and whether each meets its own requirements.
