Choose Halloween face paint labeled for use on skin, check its directions and ingredient list, and keep it away from the eyes unless the specific product and color are permitted for that area. There is no independent head-to-head test here to establish a universal “best”; the right choice depends on your design, the label’s restrictions, and how the paint is applied and removed.
What to look for in Halloween face paint
Halloween makeup is a cosmetic, and a product meant for crafts or other surfaces is not a substitute for paint intended for skin. The U.S. Food and Drug Administration (FDA) says color additives must be approved for their intended use; permission can differ by body area. That is especially important around the eyes. FDA guidance on novelty makeup and its color-additives fact sheet explain these restrictions. “FDA approved” should not be read as a blanket endorsement of a particular finished product.

- Intended use: Look for explicit directions identifying the product as face or skin makeup.
- Eye-area restrictions: Read warnings carefully. The FDA says the fluorescent cosmetic colors it lists are not allowed near the eyes. Do not assume a color is suitable for eyelids or the area around the eyes just because it is sold as face paint.
- Ingredients and directions: Check that an ingredient list is available and readable, and follow the product’s application and removal instructions.
- Color and finish: Choose shades and finishes that suit your design, but do not treat appearance alone as evidence of safety or performance.
The FDA says it has no premarket approval requirement for cosmetics as finished products, while color additives do require approval for their permitted uses. Its novelty-makeup page reports recalls in March 2005 and May 2009 after reports including rash, irritation, itching, and minor swelling; it gives no count or rate, so those reports do not establish how likely a reaction is with a particular product.
A water-based option to consider
Snazaroo describes its face paints as water-based and says they wash off with soap and water. The company offers classic, sparkle, and metallic finishes. Its U.S. site also says its products undergo volunteer patch testing for sensitive skin and toxicologist assessment under EU and U.S. cosmetic regulations. Patch-test unfamiliar paint before Halloween
The FDA advises trying an unfamiliar product on a small area of the arm for a couple of days before applying it to the face, particularly for people with allergies. Apply paint more carefully
- Wash your hands before applying makeup, and do not share makeup with another person.
- Follow package directions and warnings; avoid using products that are not intended for skin.
- Keep paint away from the eyes unless the product’s labeling and the color’s permitted use allow it. Take particular care with fluorescent colors.
- Store makeup away from excessive heat or moisture, as advised by the American Academy of Pediatrics (AAP).

Follow the specific product’s cleanup directions. For Snazaroo, the manufacturer says soap and water remove its water-based paints; do not assume another product has the same formula or cleanup method.
