Choose guardrails by limiting what an agent can reach and do, then enforcing those limits in the systems that authorize and execute its actions—not in the model’s instructions. Start with the smallest action set the task needs, give it task-scoped identity and permissions, check every operation at the action boundary, and require approval where the consequences warrant it.
What should an infrastructure agent be allowed to do?
Define the task before choosing controls. Inventory the tools the agent can call, the operations those tools expose, the resources and data they can reach, and any external connections they can use. Remove tools and functionality the task does not need: a read-only task should not have a tool that can also modify or delete data.

Prefer a narrowly defined operation over a general-purpose capability. If the task is to write a particular configuration file, for example, expose a constrained file-writing operation rather than an unrestricted shell. Broad tools make it harder to limit the agent’s reachable actions and to check whether a proposed operation is appropriate.
Describe the permitted action set in operational terms: which operation, against which target, with what data, and under what conditions. Treat any action outside that set as unauthorized unless an explicit policy change permits it.

How should identity and permissions be scoped?
Use the minimum privilege needed for the task, and separate read from write permissions where possible. Bind an action to the user or service identity the agent is acting for, rather than letting the agent operate under an indistinguishable, broadly privileged identity.
Where the environment supports it, issue short-lived credentials scoped to the task and expire them when the task ends. Avoid credentials that persist across unrelated jobs or grant access to resources the task does not require. OWASP’s AI Exchange guidance on least model privilege and its LLM06:2025 excessive-agency guidance emphasize reducing unnecessary capability and privilege.
Where should authorization be enforced?
Enforce authorization at the point where an action is accepted or executed: in a backend, downstream service, gateway, service mesh, or tool execution proxy. That component should independently check the operation, target, identity, permission, and any required approval before allowing the action to proceed.

A prompt can guide an agent’s behavior, but it is not an authorization control. The model may propose an action; it should not be the component that decides whether its own proposal is allowed. OWASP’s AI Agent Security Cheat Sheet puts the division plainly: “The agent can propose an action, but a policy service or execution component should independently validate scope, privilege, and approval state before execution.”
Make the enforcement point fail closed: if policy cannot be checked, identity cannot be verified, or a required approval is missing or invalid, do not execute the operation. This avoids turning an outage or ambiguous policy decision into permission by default.
When should an agent pause for human approval?
Set approval thresholds according to impact and reversibility. Lower-risk, bounded work may be allowed to run autonomously; high-impact actions should require a person to review them before execution. Define those thresholds for the environment rather than assuming one approval rule fits every operation.

Bind approval to the exact operation and target. An approval for one change should not be reusable for a different resource or a modified action. For critical operations, OWASP recommends safeguards such as step-up authentication, short-lived authorization artifacts, replay protection, and idempotency where possible. If approval or policy validation fails, the action should be denied rather than passed through.
How do the main guardrail choices compare?
| Decision | Safer default | Why it matters |
|---|---|---|
| Action scope | Narrowly named operations instead of broad, open-ended tools | Limits the operations an agent can reach and makes each request easier to validate. |
| Permission scope | Task-specific, short-lived credentials instead of broad, persistent access | Restricts which resources the agent can affect and for how long. |
| Enforcement location | Authorization at a backend or infrastructure boundary | Lets a trusted execution component check actions independently of model instructions. |
| Approval threshold | Autonomous execution for bounded, lower-risk work; human approval for high-impact actions | Matches oversight to the potential consequences of an operation. |
| Failure behavior | Deny execution if required policy or approval checks cannot be verified | Prevents an unchecked operation from proceeding when a control is unavailable. |
| Cloud surface | Controls tailored to the IaaS, PaaS, or SaaS components involved | Access-control concerns differ across cloud service models and their components. |
How should cloud guardrails reflect the infrastructure?
Map the agent’s permitted actions to the actual cloud components it can affect. NIST SP 800-210, General Access Control Guidance for Cloud Systems, published July 31, 2020, covers IaaS, PaaS, and SaaS and explains that each service model has distinct access-control concerns. A policy suitable for one exposed component may not address the access paths of another.
For each target, identify the system that ultimately protects it and ensure the agent’s operation passes through that system’s authorization checks. Include the relevant control points in the design rather than treating “cloud access” as one uniform permission boundary.

What should be monitored after controls are in place?
Validate external inputs and agent outputs before they are used in infrastructure operations. Monitor both agent activity and downstream changes, and use rate limits to constrain how quickly an unwanted action can repeat or spread.
Logs, monitoring, and rate limits support detection and response; they do not replace preventive authorization. A log can help explain what happened, and a rate limit can bound the pace of actions, but neither by itself proves that a particular operation was permitted before it ran.

How do current NIST initiatives fit into the design?
NIST’s NCCoE Agentic AI Identity and Authorization project describes an iterative effort to produce practical implementation resources, with an SP 1800-series practice guide identified as its intended ultimate deliverable. The project is work in progress; that planned guide should not be described as already published.
NIST describes AI RMF 1.0 as a voluntary framework released January 26, 2023, and under revision. As reported on NIST’s page accessed October 7, 2026, a concept note for a trustworthy AI in critical infrastructure profile was dated April 7, 2026. These framework and project materials can inform governance, but they do not replace action-level authorization in the execution path.
The AI Agent Standards Initiative describes ongoing work on voluntary guidance, interoperability, and agent authentication and identity infrastructure. It is an initiative, not a settled agent-specific standard. For implementation decisions, distinguish current published guidance from work that remains underway.
