Review several months of records, group expenses in ways that help you make decisions, include savings and occasional costs, then adjust the categories when the totals do not match your take-home pay or account history.
Start with your real spending, not an ideal budget
Have you ever looked at a monthly bank statement and been surprised by your spending? The first step is to build a record of what happened, rather than what you think should have happened. The Consumer Financial Protection Bureau (CFPB) puts it plainly: “Don’t edit your spending to reflect what you ‘could’ or ‘should’ be spending.” See its spending assessment guidance.

Review several months of checking and credit-card transactions so you can see ordinary bills as well as costs that do not arrive every month. Add receipts and cash purchases, which may not appear in account history. A notebook, spreadsheet, paper tracker, or account tool can all work; the important part is recording spending accurately.
If a longer review feels daunting, start by tracking for two weeks or a month to spot habits, as the CFPB suggests in its spending-tracker guide. Then check multiple months for irregular expenses that a short snapshot can miss.

Choose categories that answer useful questions
There is no universally correct category list or ideal number of categories established by the CFPB or FDIC. A useful category system is a map of your household’s spending: it should make costs understandable and help you decide what to change, save for, or leave alone.
The CFPB’s spending tracker provides examples such as housing and utilities, groceries and supplies, health, transportation, education and childcare, phone, debt payments, pets, and other spending. It also distinguishes eating out and entertainment. You can adapt that as a starting point:

Combine or split categories according to the decisions you need to make. For example, combine housing and utilities if one total is enough for your planning; split utilities out if you want to watch electricity costs. Combine groceries and eating out for a quick view of food spending, or separate them if you want to change restaurant spending. These are practical choices, not official category rules.
Make occasional expenses and savings visible
A single month can make spending look lower than it is if you leave out annual or seasonal costs. Scan several months of records and account for items such as insurance, medical care, school clothes or tuition, family support, gifts, charitable giving, travel, and recreation. Keep an “other” category for costs that do not fit neatly, but give recurring or significant costs a clearer home when that helps you plan for them.

You can place an upcoming annual bill in its own category or use a savings category that makes the future cash need visible. The CFPB recommends including regular contributions to an emergency fund or other savings goals in spending plans. The FDIC also presents savings alongside income and expenses as a typical budget component. See the CFPB’s expense guidance and the FDIC’s budgeting and shopping material.
Use needs, obligations, and wants when it helps
Some households find it useful to distinguish obligations and needs from wants, especially when deciding where to make adjustments. CFPB examples of needs or obligations include housing, utilities, healthcare, and childcare; examples of wants include a gym membership, cable, or buying coffee rather than making it at home. The FDIC likewise describes budgeting as a way to track needs, wants, priorities, and savings goals.

These examples are prompts, not universal labels. Household circumstances differ: an expense’s importance can depend on work, health, caregiving, and other obligations. Use the distinction if it clarifies choices, and avoid treating a category label as a judgment about the person spending the money.

- Add each category: Use your recorded expenses and planned savings contributions to calculate the monthly picture.
- Compare with take-home income: Check whether the amounts leave a plausible remainder after your regular costs and savings.
- Check against account history: If the budget predicts more money left than you typically have, inspect the records and estimates rather than forcing the total to balance.
- Correct the gaps: Look for cash purchases, annual bills, shared expenses, bill timing, or transactions assigned to the wrong category, then update the amounts.
Refine the system only when it improves decisions
A category may be too broad if it hides a pattern you want to understand—for example, a combined food total may not show how much goes to restaurants. It may be too detailed if tracking its subcategories takes effort without changing any decision. There is no evidence-based category count to aim for; prioritize accurate records and categories you can maintain.
Revisit the system when your costs or priorities change. If the totals do not fit your income or account history, the answer may be a missing expense, an unrealistic estimate, or a category structure that obscures what is happening. Revise the map to match the evidence and the questions you need your budget to answer.
