How to Choose Between Change.org and Other Petition Platforms

Choose a petition platform by campaign goal: compare discovery, what happens after a signature, geographic proof, data and privacy, and cost.

Choose a petition platform by what your campaign needs to happen after someone signs—not by the biggest audience number on a homepage. Change.org is designed around public petitions, discovery and engagement with decision-makers. A cause- or country-focused site may put you closer to a particular community, while an advocacy CRM such as Action Network is more useful when you need to manage an existing supporter list and keep people involved over time.

Before you launch, compare likely reach, signature delivery, geographic information, access to signer data, privacy controls and cost. These services do different jobs, so there is no universally best platform.

Start with the campaign’s main job

Write down the outcome you need from the platform. Are you trying to attract people who do not already know your campaign, mobilize a community you can reach elsewhere, show that constituents support a policy change, or manage supporters across future actions? The answer points to different platform features.

  • Starting without an audience: Public discovery may matter. Change.org emphasizes petition visibility and tools for contacting decision-makers, though discovery is not a guarantee that a campaign will find supporters.
  • Organizing a known community: A cause- or country-specific platform may suit a campaign whose likely supporters already gather around a particular issue or geography.
  • Demonstrating local support: Check whether the platform captures useful location information and how signatures can be delivered to the relevant decision-maker.
  • Building an ongoing campaign: If you already have supporters to contact by email, at events or through fundraising, an advocacy CRM may matter more than public petition discovery.

Change.org says it “does not create, endorse, or manage the campaigns on the platform.” The platform hosts campaigns; organizers remain responsible for their campaign’s content and for deciding how to act on support.

Compare platform roles, not just names

Platform or category Potential fit What to verify
Change.org Public petition hosting, discovery and decision-maker engagement. Current discovery and notification features, eligibility, geographic coverage, export fields and terms. Change.org’s published audience figures vary and are not independently reconciled.
MoveOn, 38 Degrees, Care2/The Petition, or Avaaz A campaign seeking a community organized around a particular cause or geography. Whether the active audience matches your campaign and what the platform currently offers. Change.org’s descriptions of these alternatives are vendor-authored positioning, not independent evaluations.
iPetitions Organizers who expect to handle distribution and pressure tactics themselves. Current hosting features, data terms and what support the service provides. Its fit here reflects Change.org’s comparison guide.
Action Network or another advocacy CRM Organizers who need petition tools connected to ongoing supporter management. Available integrations, export options, consent requirements and current pricing or terms. Action Network describes signature and traffic tracking and list downloads.

These are starting points for evaluation, not independent rankings. Read the platform’s own current feature and privacy information before relying on a particular function.

Ask what happens after a person signs

A signature is only useful if it supports the next campaign action. Platforms may offer discovery, notifications, outreach or geographic information; in other cases, the organizer must export a list and deliver it independently. Confirm what the exact platform, campaign type and geography support now.

Change.org’s alternatives guide, published June 4, 2026, describes search visibility after five signatures, decision-maker notification at 10, and outreach emails for local petitions reaching 100 signatures in 30 days. These are Change.org’s stated thresholds, not a guarantee for every petition. Check current eligibility and implementation before basing a launch plan on them.

Macroclo Extra Large 11x17 Clipboards, Plastic Black Drawing Boards, Horizontal Clip Board, Vertical Layout. Suitable for Watercolor, Sketching, Painting. Art & Drafting Supply

Action Network’s petition product page says organizers can see who signs, track traffic sources and download a list for delivery. That makes it a different kind of tool from a public petition host: it can support organizer-led outreach to an existing list, rather than serving only as a place to publish a petition.

Check signer data and privacy before launch

Change.org’s Help Center article, updated June 4, 2026, says an account requires a name—which may be a pseudonym—email address and password. To support a petition, a person must provide a location; the article says a postcode and city or town may be used instead of a full street address. Signers can uncheck the option to display their name and comment publicly.

The same help article says petition starters can download the signer’s registered name, approximate location and postcode, country, signing date and any comment, and that no other personal information is shared with the starter. Treat this as Change.org’s description of its process, not as a general rule for petition sites. For a sensitive campaign, review the current privacy policy and the specific export flow before publishing.

Compare other platforms on the same practical questions: what information is collected, what organizers can export, what appears publicly, how consent works and whether data can be used for later campaign communication. A platform’s own comparison table is not an independent privacy audit.

Do not choose by audience numbers alone

Change.org’s pages report different audience figures: its comparison guide lists 589M+ users, its alternatives guide published June 4, 2026 says 577 million people are taking action, and its Help Center says more than 500 million people use the platform as of 2026. These are Change.org claims presented with different wording and contexts. The sources do not explain a common measurement method or reconcile the figures, and they do not establish a comparable, independently verified reach figure for every alternative.

So the figures do not support a definitive answer to “Which petition site has the most users?” A large stated audience is not the same as likely reach for your campaign. Consider whether your issue and geography fit the platform, how people will discover the petition, and what action you can take with the resulting signatures.

Confirm cost and terms directly

Change.org’s Help Center says starting and signing petitions are free. Its comparison guide also describes optional chip-in prompts and promoted petitions. Those statements do not settle every possible campaign cost or current platform term, so check the live details before launch. Compare any alternative on the same basis, including whether promotion, data access or other features require payment.

Change.org states that it is a public benefit corporation owned by the Change.org Charitable Foundation. This is the organization’s own description; it does not, by itself, determine whether the platform fits a campaign’s goals or data needs.

A practical selection checklist

  1. Define the outcome. Decide whether you need new public supporters, mobilization within a known community, evidence of local support, delivery to a decision-maker, or long-term supporter management.
  2. Map the route from signature to action. Verify discovery, notification, outreach, location fields and delivery responsibilities for your platform, campaign type and geography.
  3. Inspect the data and consent details. Find out what signers provide, what organizers can see or export, what can be displayed publicly and how later contact is handled.
  4. Check the real cost and current terms. Review fees, optional prompts, promotion and any conditions that affect your intended use.
  5. Choose for the work you need done. A public petition host, a community-focused campaign platform and an advocacy CRM can be alternatives—or complementary tools at different stages.
