Choose an Oracle Cloud implementation partner by matching its demonstrated experience to your specific Oracle product, workload, region, and project lifecycle—not by relying on a directory listing or badge alone. Define the work first, use Oracle Partner Finder to discover candidates, then compare relevant delivery records, current qualifications, the actual proposed team, scope, and post-go-live responsibilities.
Define the project before looking for partners
“Oracle Cloud implementation” can mean very different work. Oracle describes its Service Track as covering cloud-adoption stages from assessment through implementation, migration, and upgrades, as well as ongoing management, operation, and optimization. Identify which of these you need before asking firms for proposals. Oracle’s Service Track FAQ explains the program’s lifecycle framing.
- Oracle Cloud Applications: Specify the application, business processes, integrations, and any legacy systems involved.
- OCI infrastructure: Name the infrastructure services, architecture, security, and operational requirements in scope.
- Database migration: Describe the source environment, target, data validation needs, and acceptable downtime or cutover constraints.
- Integration or modernization: Identify the systems and services to connect, and whether the work includes redesign or cloud-native development.
- Managed services: State which ongoing operations, monitoring, support, or optimization activities you want after implementation.
These are distinct scopes. A firm experienced in one is not automatically qualified for another. Write down the desired outcomes, deliverables, constraints, and responsibilities your organization will retain so every candidate responds to the same brief.
Build a shortlist with Oracle Partner Finder
Use Oracle Partner Finder to discover potential partners. Oracle says the directory can be searched by partner name, category, location, and award winners. Treat a result as a lead to investigate, not as proof that a firm has the right team or experience for your project.

- Search by the relevant category and geography, and include any firms you already know by name.
- Review the specific Oracle products, services, and expertise shown for each candidate.
- Ask whether the listed expertise is current and applies to your region and proposed scope.
- Confirm which named staff will actually be assigned, their availability, and their relevant qualifications.
- Check that the candidate can provide references for work comparable to yours.
Oracle’s partner listings and program details can change. Recheck them while preparing your shortlist rather than relying on an old profile, badge, or proposal attachment.
Read Oracle qualifications as signals, not guarantees
Oracle describes an Expertise as being tied to defined qualifiers, which may include specialists, certifications, customer successes, and regional criteria. The applicable requirements depend on the track and expertise, and can change. Ask candidates to show the current Oracle qualifications that match your project and the people who hold them. Oracle’s program FAQ describes tracks and Expertise; its Cloud Solutions Provider page gives an example of a specific expertise’s qualifiers.

For example, Oracle lists implementation-specialist certifications, architecture and project-management roles, and an annual independent managed-services audit among the Cloud Solutions Provider expertise qualifiers. Those are program criteria for that expertise, not a universal buyer checklist or a guarantee of delivery quality. The requirements can vary by region and current program version, so verify their applicability rather than assuming every Oracle partner must meet them.
OCI covers a broad range of work, including analytics, data management, integration, security, migration, database migration, cloud-native applications, and DevOps. Oracle’s OCI expertise catalog is useful for identifying relevant areas, but check the status of a particular listing: some older expertise entries have retirement dates and should not be assumed current.

Send each firm the same written scope and use a consistent scorecard. Oracle’s 2017 Guide to Oracle Cloud identifies relevant experience, methodology, references, team and cultural fit, and post-implementation support as evaluation dimensions. It is a useful starting point, not a current program standard; assess project-specific requirements from current qualifications and proposals.

Do not compare headline prices without comparing what each proposal includes and excludes. The cited Oracle material does not establish current market pricing or a universal partner ranking; request comparable proposals and assess their scope and assumptions.

Test delivery claims with references and proposal questions
Ask for references that resemble your product, workload, scale, integrations, industry, and migration complexity. In a reference conversation, distinguish the partner’s role from the overall project result, and ask how the team handled risks, changes, testing, and cutover.
- Which parts of this Oracle product and workload have you delivered, and what was your firm’s role?
- Which named people will lead architecture, project management, implementation, testing, and cutover? What relevant current Oracle qualifications do they hold?
- Can you provide references for projects with comparable industry, scale, integration needs, and migration complexity?
- What are the phases, customer responsibilities, assumptions, exclusions, and change-control process?
- How will you validate data, address security, test the solution, and plan cutover and rollback for this scope?
- Which team members are local, remote, or subcontracted, and how will you preserve continuity?
- What measurable acceptance criteria and decision gates will determine readiness to go live?
Look for specific answers tied to your written scope. A polished methodology or broad portfolio is less useful if the firm cannot identify the people, decisions, and evidence relevant to your project.

Make post-go-live ownership part of the selection
Go-live does not settle who will operate, support, or improve the environment. Decide whether your organization or the partner will handle each activity, and make the handover concrete in the proposal. Oracle’s 2017 guide highlights knowledge transfer, training, documentation, and managed services; use those as prompts, then specify what your project actually requires.
- List training audiences, format, and deliverables.
- Define documentation and knowledge-transfer materials, owners, and handover timing.
- Set out post-go-live support scope, responsibilities, and any transition period.
- If managed services are proposed, identify the services, operational boundaries, and ongoing fees.
- Clarify who owns unresolved issues and decisions at each handover point.
Oracle describes Service Track partners as supporting stages that include ongoing cloud operations, but program participation alone does not define the support a particular customer will receive. Put the service and ownership commitments in the agreement.
