Choose an Oblivious HTTP (OHTTP) relay and gateway by first confirming that your requests can be independent and that unlinkability is worth the added cryptography, network hop, and operational work. Then select a deployment with genuinely separate relay and gateway operators, documented HTTPS transport, a workable client and key-configuration lifecycle, suitable data-handling controls, and measured performance on your application’s route.
What an OHTTP relay and gateway actually do
Oblivious HTTP (OHTTP), defined in RFC 9458 published by the IETF in January 2024, splits one request path between two roles. The client encapsulates and encrypts an HTTP request for an OHTTP gateway. An OHTTP relay forwards that encapsulated message without seeing the application plaintext. The gateway decrypts the message and sends the request to the target service.

The design goal is stated in the RFC’s abstract: “Oblivious HTTP allows a client to make multiple requests to an origin server without that server being able to link those requests to the client or to identify the requests as having come from the same client, while placing only limited trust in the nodes used to forward the messages.” That is a goal with assumptions, not a promise of complete anonymity. A relay can observe connection and routing information, while the gateway can read the request content. Traffic analysis, identifying fields in the request or response, and state carried between requests can still create correlations.
| Component | Typically sees | Should not see through OHTTP encapsulation |
|---|---|---|
| Client | The application’s local data, the configured relay and gateway information, and the response it receives | Not applicable; the client originates the request |
| Relay | The connecting network address, routing details, timing, message size, and the encrypted OHTTP message | Plaintext application request and response content |
| Gateway | The decrypted HTTP request, target resource, and the response-processing context | The client IP address through the OHTTP path |
| Origin or application service | Whatever the gateway forwards, including content and any identifying fields your application supplies | The client network identity, unless the application itself adds identifying data |
For the protocol’s stated trust separation, the relay and gateway need to be operated by different entities. If one organization controls both, it can combine network observations with decrypted content and loses the intended two-party separation.

Decide whether OHTTP fits before comparing providers
Use OHTTP for independent requests
OHTTP is most useful when each request can stand on its own and the privacy benefit justifies another protocol layer. Examples include telemetry submissions, public lookups, software-support diagnostics, or other requests where the service does not need to recognize a returning client.
Write down the exact request and response fields before selecting infrastructure. Mark fields that can identify a person, device, account, or installation. A transport-level unlinkability property cannot undo an identifier that your application places in every payload.
Be cautious with stateful workflows
Cookies, bearer credentials, long-lived authentication tokens, stable device identifiers, and account-specific response data can allow the gateway or origin to correlate requests. A sequence number, unique error detail, or personalized response can also become a correlation signal. OHTTP does not automatically remove those application-level links.
Free tools Windows power users keep installed
One-click scans. No signup required.
If a workflow requires login, ask whether the authenticated operation can be separated from the private operation. You may be able to use OHTTP for an anonymous pre-authentication request while keeping account management on a conventional authenticated channel. Do not assume that placing an authenticated request behind a relay makes the account activity unlinkable.
Check that both ends explicitly support OHTTP
OHTTP is not a generic proxy checkbox. The client must implement the encapsulation format, know the gateway identity and target context, obtain the gateway’s HPKE public-key configuration, and know the relay URI. The relay and gateway must be configured to process the corresponding message format and forwarding relationship. If either side is unwilling or unable to support OHTTP, a deployment cannot be created by changing DNS or adding an ordinary reverse proxy.
Understand the required deployment model
Client configuration
A client configuration needs, at minimum, the relay identity or URI, the gateway identity and target context, and a current public-key configuration for the gateway’s HPKE encryption. Treat this configuration as security-sensitive data rather than a hard-coded constant that can never change.

Document how a new client receives configuration, how an existing client learns about an endpoint change, and what happens when a configuration is expired, malformed, unavailable, or incompatible with the gateway.
Relay-to-gateway forwarding
RFC 9458 describes a one-to-one mapping between relay and gateway resources. Define the forwarding URL and the allowed target context explicitly. The relay should not become an unrestricted forwarding service, and the gateway should reject messages that do not match its configured resource or policy.
HTTPS on both protocol legs
The described security model requires HTTPS for client-to-relay and relay-to-gateway requests. Verify certificate management, hostname validation, supported TLS versions, and renewal ownership for each leg. A secure client-to-relay connection does not compensate for a weak or misconfigured relay-to-gateway connection.
Separate operational control
Record the legal entity, administrators, logging systems, incident process, and access controls for each role. Separation should be meaningful in practice, not just two service names operated by the same team with unrestricted access to both data sets.
Compare candidates on the decisions that affect privacy
| Decision area | Questions to answer | Evidence to request |
|---|---|---|
| Trust and operator separation | Who runs the relay? Who runs the gateway? Can either operator access the other’s logs or systems? | Ownership diagram, access-control model, contract terms, and incident responsibilities |
| Application fit | Are requests independent? Do cookies, credentials, identifiers, or personalized responses create correlation? | Request/response inventory and a data-flow review |
| Client configuration | How are relay URI, gateway identity, target context, and HPKE keys delivered and refreshed? | Configuration format, discovery process, version policy, and failure behavior |
| Key lifecycle | How are gateway keys generated, published, retired, and recovered after compromise? | Rotation schedule, overlap rules, revocation or emergency replacement procedure |
| Transport | Are both legs HTTPS? Which HTTP and OHTTP message formats are supported? | Protocol documentation, TLS policy, interoperability tests, and change history |
| Implementation maturity | Is the software a maintained production service, a reference implementation, or an experimental component? | Release history, security review, issue response, test coverage, and support terms |
| Data handling | What metadata is logged? For how long? Who can access it? How are legal requests and incidents handled? | Privacy notice, retention schedule, access controls, and contractual commitments |
| Performance and availability | What latency, error rate, throughput, and regional coverage does your route deliver? | Measurements from your client, relay, gateway, and origin path under realistic load |
| Operations | Who deploys upgrades, monitors failures, rotates certificates, and answers incidents? | Runbooks, service objectives, escalation contacts, and maintenance policy |
Evaluate what each operator can learn
Make a visibility map before signing up for a managed relay or connecting a self-hosted one. The relay can normally observe the connecting device’s network address, routing metadata, timing, and message characteristics. The gateway can decrypt and process application content. Your origin sees whatever the gateway forwards, including any identifiers that your own protocol adds.

Keep vendor statements scoped to that vendor. They describe one service’s operating practices and can change; they are not properties of OHTTP itself.
Assess key distribution and rotation before production
Define the key publication path
The client must obtain the gateway’s HPKE public-key configuration and select a supported cryptographic suite. Decide whether clients fetch keys directly, receive them through an application configuration service, or use a packaged configuration that is refreshed on a schedule. Protect the authenticity and integrity of that distribution path.
Plan overlap and failure recovery
A practical rotation plan publishes a new key before retiring the old one, allows in-flight clients to update, and defines how the gateway handles messages encrypted to each active key. Test stale configurations, clock differences, partial rollout, and a key that must be replaced urgently.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not infer lifecycle support from the protocol
Key rotation, revocation, and recovery are deployment and implementation responsibilities. Confirm them in the selected implementation’s documentation. If a component does not support rotation, treat that as a production limitation requiring a documented migration or replacement procedure.
Choose managed or self-hosted operation
Managed relay
A managed relay can reduce the work of operating an Internet-facing forwarding service, but it makes the provider’s availability, logging, access, and commercial terms part of your privacy model. Confirm the regions served, onboarding requirements, forwarding restrictions, support hours, incident notices, and exit plan.
Self-hosted relay
Self-hosting gives you control over deployment location, software version, logs, and network policy. It also makes you responsible for patching, TLS, abuse handling, capacity, monitoring, key and configuration coordination, and the separation boundary. A self-hosted relay operated by the same team as the gateway does not provide independent-operator trust separation.

Customer-operated gateway
Operating the gateway yourself is often necessary because it handles decrypted application requests. Place it behind the narrowest possible policy: allow only intended target resources, reject unsupported methods or content types, constrain outbound destinations, and monitor for malformed or abusive encapsulated messages.
What the currently documented managed option means
Cloudflare’s documentation, last updated October 2, 2026, describes Cloudflare OHTTP Relay (formerly Privacy Gateway) as an enterprise-only, closed-beta managed service. The documented arrangement has the customer operate the application gateway and client configuration while Cloudflare operates the relay. Customers are instructed to contact Cloudflare to arrange the account and agree on a forwarding URL. Access status can change, so verify availability and terms directly before procurement.
Cloudflare’s legal documentation says the relay operator sees the connecting device IP, the application service DNS name and IP, and metadata such as browser type, operating system, hardware configuration, and request timestamp. It states that “Cloudflare OHTTP Relay Logs” are retained for the most recent quarter plus one month, approximately 124 days. The customer sees application request content and the relay server’s IP and associated metadata. These are Cloudflare’s documented statements for that service, not universal OHTTP behavior or an independent assessment of contract terms.
Cloudflare’s Go gateway repository describes its code as a reference implementation. It documents support for DHKEM(X25519, HKDF-SHA256), HKDF-SHA256, and AES-128-GCM, and says key rotation is not currently supported. Treat those details as implementation-specific and subject to repository updates; they do not define every OHTTP gateway.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Measure latency and reliability instead of guessing
OHTTP adds cryptographic processing and an additional forwarding path. RFC 9458 discusses these costs qualitatively and notes that placing the relay near the servers can avoid significant delay caused by network topology. It does not provide a universal latency or throughput number that can be applied to your application.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Build a test that compares the same request over its ordinary path and its OHTTP path. Measure:
Best Value
- DNS, TCP, and TLS setup time for each connection pattern.
- Client encapsulation and response-decapsulation time.
- Relay forwarding delay and gateway processing time.
- Origin time, end-to-end time, timeout rate, and retry behavior.
- Payload-size effects, concurrency limits, and regional differences.
- Error behavior during relay, gateway, key-configuration, and origin outages.
Repeat the test with realistic device classes and network conditions. Do not turn a laboratory result from one route into a promise for all users. Decide whether the privacy benefit justifies the measured cost for each request class.
Implement a proof of concept safely
- Inventory the request. Record methods, headers, body fields, cookies, credentials, response content, retry rules, and any stable identifiers.
- Remove accidental identifiers. Eliminate unnecessary cookies, analytics fields, device IDs, and unique request values. Decide which identifiers are essential and document their correlation impact.
- Select a test relay and gateway pair. Confirm that different entities operate them, that both legs use HTTPS, and that the pair supports the same OHTTP and HTTP formats.
- Configure the client. Load the relay URI, gateway identity, target context, and current HPKE public-key configuration through a controlled configuration path.
- Constrain the gateway. Permit only intended methods, content types, destinations, body sizes, and response limits. Reject requests that do not match the configured resource.
- Exercise key and endpoint failures. Test an expired key, unavailable configuration, changed forwarding URL, invalid encapsulation, relay timeout, gateway timeout, and origin error.
- Inspect logs at both operators. Confirm that the relay does not receive plaintext and that the gateway does not receive the client IP through the OHTTP path. Check whether application fields still identify the client.
- Run performance and load tests. Compare ordinary and OHTTP paths using the same regions, payloads, concurrency, and timeout policy.
- Write the operating runbook. Assign owners for certificates, software updates, key publication, monitoring, abuse reports, incident response, and rollback.
- Review the privacy claim. State exactly which linkage OHTTP removes and which metadata or application content can still create correlation.
Recognize common failure modes
The gateway still identifies users
Stable cookies, account tokens, device identifiers, or unique payload values remain visible after decryption. Remove unnecessary fields, separate authenticated and unlinkable workflows, or describe the resulting privacy property more narrowly.
The relay and gateway are under one authority
Two endpoints do not create independent trust if the same organization controls both logs and administrators. Use genuinely separate operators or state that the deployment does not provide the protocol’s intended operator separation.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Keys become stale
Clients may fail after a gateway key changes if configuration refresh is missing or rotation overlap is undefined. Add expiry handling, refresh logic, monitoring, and an emergency replacement path before launch.
Only one HTTPS leg is protected
Verify TLS independently for client-to-relay and relay-to-gateway traffic. Check certificate renewal and hostname validation on both connections.
Performance is unacceptable
Locate the cost by measuring client cryptography, relay distance, gateway processing, connection setup, payload size, and origin time separately. Move the relay closer to the relevant servers where appropriate, tune timeouts based on measurements, or reserve OHTTP for request classes that can tolerate the overhead.
The deployment is unavailable or unsupported
A closed beta, regional restriction, unsupported cipher suite, or reference-only implementation may prevent production use. Obtain a documented support and upgrade path, or select another implementation that meets your operational requirements.

A practical decision checklist
- Have you identified the exact requests that benefit from unlinkability?
- Can those requests work without cookies, persistent authentication, or stable identifiers?
- Are relay and gateway operators independent in ownership, administration, and logging access?
- Are HTTPS, message formats, target resources, and forwarding rules documented for both legs?
- Can clients securely obtain and refresh gateway HPKE public-key configuration?
- Is key rotation supported, tested, and assigned to an owner?
- Do you know what the relay, gateway, and origin each log and retain?
- Have you measured end-to-end latency, errors, throughput, and regional behavior on the real application path?
- Is the chosen software maintained, security-reviewed, and supported for your release lifecycle?
- Do incident, outage, rollback, abuse, and exit procedures exist before production traffic is enabled?
Bottom line
Choose OHTTP when you can isolate independent requests and need to separate a client’s network identity from the plaintext handled by a gateway. Favor a relay and gateway run by different entities, require HTTPS on both legs, and demand explicit answers for configuration delivery, HPKE key rotation, logging, retention, support, and failure recovery. Treat managed-service availability and vendor data practices as deployment-specific facts, not as guarantees of the OHTTP standard. Finally, validate the privacy property and performance with your own request fields and network path before committing production traffic.
