There is no universally best anti-counterfeiting technology. Start with a product-specific risk assessment, then compare how each candidate authenticates or identifies the item, how verification will work in practice, and what data and operational systems it requires. A code, tag, or security mark is only one part of the decision.

Start with the risk and the job to be done

Define what you need to protect before comparing technologies: the product, component, packaging, or related data; the threats the business is addressing; and the point in the product lifecycle where a check matters. ISO 22383:2020 sets out performance criteria and an evaluation method for authentication solutions intended to establish the authenticity and integrity of material goods over their lifecycle. It places technology evaluation after a counterfeiting risk assessment. ISO 22383:2020 is listed by ISO as under review, so check the catalog for its current status when relying on the standard.

Turn the assessment into requirements that candidates can be judged against. In particular, decide whether you need to authenticate a specific unit or distinguish a product type or lot; who will verify it and where; what equipment or data access they will have; and which organizations need to exchange identifiers or records. Also identify changes to marking, production, packaging, inspection, data management, and customer support that implementation would require.

Separate identification, authentication, and traceability

These functions can work together, but they are not interchangeable:

  • Wide rang of use: these tamper seals have a variety of use, suitable for using on the surface of any materials, including glass, plastics, metal, etc., save you time and energy
  • Identification assigns or carries an identity, such as a product type, lot, or individual serial number.
  • Authentication checks whether an item or its associated data is genuine. The check may rely on a physical feature that is difficult to copy or information that is difficult to reproduce.
  • Traceability records product movements or events across a supply chain.

A marking can combine functions—for example, a code can carry an identifier and support traceability when supply-chain movements are recorded—but the presence of a code alone does not establish that the physical object is genuine. EUIPO describes marking technologies and notes that some code-bearing markings can support traceability; ISO 22378 describes system elements such as identifier management and verification, physical representation, participant due diligence, and the relationship between a unique identifier and authentication elements. Neither description makes every marking equally secure or suitable. See the EUIPO Marking Technologies guide and ISO 22378:2022.

Choose the level of identification you actually need

GS1 distinguishes three useful levels of traceability identification. Select a level based on the question the system must answer, not simply because more granular identifiers seem preferable.

Level What it distinguishes Typical purpose
Class A product type Identify which kind of product is involved.
Batch or lot A production lot Distinguish a group of units made or handled together.
Instance An individual unit, using a serial identifier Distinguish one specific item from other units of the same type or lot.

Batch-level identification can support lot-oriented traceability, while instance-level identification can help point to a particular unit. Neither level, by itself, proves authenticity: the identifier needs a verification system and, where required, a separate authentication element. GS1 explains these identification levels in its Global Traceability Standard.

Understand what each marking contributes

EUIPO’s guide describes categories including machine-readable codes, security holograms, inks, optical memory stripes, encrypted images, watermarks, microtexts, guilloche or rainbow printing, unique identifier marks, and copy-detection patterns. Their security can come from the physical or material nature of a feature, or from information that is difficult to clone or reproduce. Treat this as a set of candidate approaches, not a ranking: the guide does not establish equal assurance or universal suitability across the categories.

For each candidate, ask what the verifier observes and what that observation establishes. Is the check of a physical characteristic, encoded data, a unique identifier, or a combination? Can the check be performed at the intended point of sale, inspection, or supply-chain handoff? A marking that is visible or smartphone-readable may be convenient in some workflows, but that alone does not show that it meets a product’s risk requirements.

Use codes and digital signatures as parts of a system

Serialization gives individual units distinct identifiers; it does not make a copyable identifier proof that the object bearing it is genuine. GS1’s digital-signatures guidance describes signatures as a way to verify that encoded data is authentic and untampered and to link it to an accountable signer. Signed data can be tied to a serialized product identifier and, where used, to a code in a physical marking such as a hologram, watermark, microprinting, or UV ink. GS1 presents serialization, transaction or traceability data, and digital signatures as complementary measures, not substitutes for an overall verification design. See GS1 Digital Signatures.

When evaluating a coded or signed approach, map the full chain: how identifiers are issued, how authenticity checks are performed, how authentication elements link to identifiers, and which participants can access which records. ISO 22378 includes these system concerns, as well as inspector access history, in its generic framework; it does not prescribe one technical solution.

Compare candidates against the same requirements

A shortlist is more useful when every candidate is assessed against the same questions. Record the evidence and unresolved assumptions for each one rather than assigning a universal score to a technology category.

  • Threat and required assurance: Which risk—counterfeiting, tampering, fraud, or diversion—is the solution meant to address, and what must a successful check establish?
  • Identity and authentication: Does the feature carry an identity, provide a difficult-to-copy authentication property, or do both? What does a verifier learn from a pass or failure?
  • Verification workflow: Who checks the product, where and how often, and with what equipment, training, or data access?
  • Identifier and data design: Is identification at class, lot, or instance level? How are identifiers issued, checked, and linked to authentication elements and records?
  • Interoperability and participant controls: Which organizations take part, how are they vetted, and what information can inspectors access?
  • Operational fit: What changes are needed to product marking, production, packaging, inspection, data management, and customer support?
  • Economics: What implementation and ongoing costs are acceptable for this organization and product?

ISO 22383 explicitly says, “This document does not specify economic criteria aiming to correlate performance and costs of the authentication solutions.” Cost, implementation effort, and operating demands therefore need to be assessed for the organization’s context; the standard does not supply a universal cost-performance ranking. ISO lists the standard as a 25-page publication, a bibliographic detail rather than evidence of technology effectiveness.

Decide whether to layer compatible methods

Combining methods can add barriers—for example, pairing an identifier with a physical authentication feature and a data-verification mechanism. But a combination is not automatically stronger in the ways that matter to a particular product. Check that components work together, that the verification workflow can use them, and that the system can manage the resulting identifiers, data, participants, and records. GS1 describes serialization, traceability data, and digital signatures as complementary; the sources do not establish a combination that is right for every product.

Turn the shortlist into a product-specific decision

  1. Document the risk assessment. Specify the goods, components, or data in scope and the threats the solution must address.
  2. Set the verification objective. State whether the need is to identify a type, distinguish a lot, authenticate an individual unit, record movement, or combine these jobs.
  3. Define the verifier and setting. Identify who checks, at what point, and with what equipment and access to information.
  4. Map identifiers and authentication elements. Show how identifiers are issued and verified, and how any physical or data-based feature relates to them.
  5. Check participants and operations. Establish who manages or accesses records and what production, packaging, inspection, and support changes are required.
  6. Assess local cost and effort. Compare implementation and ongoing demands against the organization’s requirements rather than assuming a standards-based universal ranking.

The cited standards and guides provide a framework for making this assessment, not a verdict for a particular product, industry, threat level, production line, geography, or budget. Those details must be resolved in the product-specific risk assessment and system design.
