Start with the work your team actually does
Write down the repositories, editors, terminals, languages, frameworks, and recurring tasks the team wants help with. Be specific about whether developers need inline code completion, conversational help, or agents that can work across files or through a terminal. These are different workflows, not interchangeable feature labels.

For example, GitHub describes Copilot Business as working in the coding environment, including IDE, CLI, and GitHub Mobile; Claude Code is terminal-based, with supported IDE access for eligible Team or Enterprise seats; Cursor is an AI code editor. Check the exact plan and supported integrations for your developers’ setup before shortlisting a product: GitHub Copilot plans, Claude Code, and Cursor Enterprise.

Decide which code and prompts may be processed, which model providers are allowed, what retention rules apply, and whether contracts or regulations impose additional limits. A coding assistant may send code context and prompts off a developer’s machine for processing; GitHub explains this for Copilot in its Copilot privacy documentation.

Read data-use statements as configuration- and contract-dependent claims, not blanket guarantees. Cursor says organization-wide Privacy Mode prevents code from being used for training and that its model providers have zero-data-retention agreements. Anthropic’s Enterprise page says enterprise data is not used to train Claude. For HIPAA-related needs, Anthropic’s support documentation specifies the boundary for HIPAA-ready BAA coverage, including limits involving IDE extensions. Validate the current wording and configuration against your own requirements: Cursor Enterprise, Anthropic Enterprise, and Anthropic’s HIPAA configuration guidance.
Compare the options that fit a team rollout
The following comparison summarizes official vendor descriptions, not independent hands-on testing. Features can vary by plan, geography, account configuration, and date.
| Product | Workflow and plan notes | Team controls and data considerations | Cost and deployment details |
|---|---|---|---|
| GitHub Copilot | Business focuses on the coding environment, including IDE, CLI, and GitHub Mobile. Enterprise adds customization and a GitHub.com chat interface. | GitHub distinguishes organizational plans by license and policy management and IP indemnity. Its extension sends relevant editor and workspace context to the model. | Enterprise is designed for GitHub Enterprise Cloud. GitHub says Copilot is not currently available for GitHub Enterprise Server. Organizational usage is measured in AI credits; licenses contribute to a shared enterprise pool, and usage beyond the pool is charged at $0.01 USD per AI credit. See plan documentation and privacy documentation. |
| Claude Code | Terminal-based workflow, with supported IDE use under eligible Team or Enterprise seats. | Anthropic lists centrally managed settings, tool and file permissions, role-based access, SSO, SCIM, audit trails, and telemetry for Enterprise. Its HIPAA guidance describes specific coverage boundaries. | Anthropic’s Team page lists $100 per person per month with a two-member minimum and says usage limits apply; prices can change. Enterprise pricing is not stated on the page. Anthropic documents cloud-provider deployment options. See Enterprise, HIPAA configuration, and Claude Code. |
| Cursor | AI code editor with enterprise codebase and agent controls. | Cursor says organization-wide Privacy Mode prevents code use for training and its model providers have zero-data-retention agreements. It lists SSO/SCIM, centralized controls, and usage analytics; verify the contractual scope. | Enterprise seats include an allotment, with configurable limits and the option to pre-commit additional usage. Cursor says it runs on AWS and does not offer on-premises deployment. Public Enterprise seat pricing is not stated on the page. See Cursor Enterprise. |
Check governance, identity, and deployment fit
At team scale, compare how each option fits existing controls rather than assuming an “Enterprise” label settles the question. Verify user provisioning, role assignment, policy administration, auditability, usage monitoring, and support. GitHub documents centralized management and policy controls for organizational plans. Anthropic describes server-managed settings, permissions, SSO/SCIM, and OpenTelemetry metrics; Cursor lists centralized controls, SSO/SCIM, and organization analytics.
Also check where the service runs and what network model it requires. Anthropic documents cloud service and cloud-provider deployment options. Cursor says its service runs on AWS and that it does not offer on-premises deployment. GitHub says Copilot is not currently available for GitHub Enterprise Server. Treat these as vendor statements to verify against current documentation and your organization’s requirements: GitHub plan documentation, Anthropic Enterprise, and Cursor Enterprise.
Rank #3
Model cost around expected usage
Compare more than seat price. Account for included usage, shared or pooled allowances, premium-model limits, overages, configurable caps, and how many people will actively use the tool. The figures below are vendor-published terms, not estimates of what a particular team will spend; confirm current terms before procurement.
- GitHub Copilot: GitHub’s current organizational plan documentation says usage beyond the shared AI-credit pool costs $0.01 USD per AI credit. That is an overage rate, not a prediction of a team’s bill. Check the current plan documentation.
- Claude Code: Anthropic lists Team at $100 per person per month with a two-member minimum; usage limits apply, prices are subject to change, and Enterprise pricing is not stated on the page. Confirm the current Enterprise and Team terms.
- Cursor: Cursor says Enterprise seats include an allotment and organizations can pre-commit additional usage with configurable limits. Public Enterprise seat pricing is not stated on its Enterprise page.
Run a controlled pilot on representative work
A pilot should answer whether a product works for your team, not whether it performs well in a vendor’s demonstration. Use the same tasks, repositories, review expectations, and time window for every shortlisted option. Include ordinary work as well as tasks that reflect the team’s real complexity.
Agree in advance on how you will evaluate each tool. Useful measures include:
- Task completion and the amount of rework required.
- Code review findings, including correctness, maintainability, and security concerns.
- Developer experience, latency, and fit with editors and repositories.
- Policy exceptions or data-handling issues encountered during use.
- Actual usage and cost under the team’s expected patterns.
Keep vendor case studies and productivity claims in context: they are vendor-supplied evidence, not independent proof that your team will get the same result. The reviewed official product sources do not establish a comparable head-to-head productivity result for these options.

Make human review part of the rollout
Before expanding access, set acceptable-use guidance, code review expectations, a security escalation path, and a way to monitor adoption and actual costs. Generated code still needs to pass the team’s normal testing, review, and release process. Treat the assistant as part of the development workflow, not as a substitute for that process.
