A tool that completes code inside an editor solves a different problem from an agent that changes several files, runs checks, and returns work for review. The “290+” in the supplied title has not been independently verified, so treat it as a catalog claim rather than a confirmed count of current tools.
Which kind of AI developer tool fits your workflow?
AI developer tools range from suggestions in the editor to agents that carry out multi-step tasks. OpenAI’s engineering guide describes this progression from autocomplete and in-editor assistance toward workflow delegation. The useful distinction is how much work the system can do, and where it does it.

| Tool category | Best fit | What to check |
|---|---|---|
| In-editor or terminal assistant | Code completion, explanations, code exploration, and focused help while you work. | Whether it fits your IDE or terminal workflow, understands enough repository context, and leaves you in control of edits. |
| Task-delegating coding agent | Multi-step work such as implementing a feature, refactoring across files, or running checks before preparing changes for review. | Which tools and files it can access, whether execution is sandboxed, what approvals are required, and how you inspect its changes. |
| Custom agent platform or API | Repeatable workflows that must connect to your own applications, repositories, or engineering systems. | Implementation and maintenance effort, tool access, execution boundaries, and how you will evaluate the workflow. |
These are workflow categories, not a ranking of vendors. Some products span more than one category. OpenAI’s live coding overview, for example, describes Codex for IDE or terminal pairing and cloud delegation, ChatGPT for planning, design, and prototyping, and its API platform for custom coding agents and automations. Those are the company’s descriptions of its own offerings, not an exhaustive or independent market comparison.
Should you use an assistant or delegate a task to an agent?
Use an assistant when you want help at a specific point in your own work: completing a line, understanding unfamiliar code, or exploring a possible fix. Delegation makes more sense when the task has several steps and you want a system to work across files or tools, run checks, and return a change set you can inspect.

Delegation is not simply “more AI.” It changes the tool’s access and the review burden. An agent that can edit files or run commands has a wider set of possible actions than one that only proposes a snippet. Match that authority to the task: begin with the narrowest access that is useful, and establish what the agent may change or execute before relying on it.
What should you compare before adopting a tool?
Task scope and work surface
Write down the jobs you actually want supported: completion, explanation, repository search, debugging, refactoring, implementation, review, or a multi-step workflow. Then identify where the work should happen: inside an IDE, in a terminal, in a cloud task runner, or in an application your team builds. A tool that is strong for one surface may not suit another.
Repository context and integrations
Check whether the tool can use the context it needs and whether it fits your existing development setup. OpenAI describes connections to IDEs, repositories, and pipelines as part of its coding-tool offering; the broader selection question is whether the integrations available for the tool you are considering match your team’s stack. Confirm the exact integration and its scope rather than assuming that a product label means it can see every relevant system.

Execution, approvals, and reviewability
For an agent, establish what it can read, modify, and run; whether it operates in a sandbox; where human approval is required; and whether its resulting changes are easy to inspect. OpenAI’s April 15, 2026 Agents SDK announcement described a harness for work across files and tools with native sandbox execution. The announcement said the capabilities launched first in Python, with TypeScript support planned at that time. That is a dated launch description, not confirmation of current language support; check the current platform documentation before choosing a stack.
OpenAI’s May 22, 2026 announcement said Gartner recognized Codex in its April 2026 Magic Quadrant for Enterprise AI Coding Agents and described governance and deployment features. Treat the recognition and feature description in the context of that announcement; it does not establish that one product is best for every organization or replace checking the controls your team requires.
Packaged product or custom workflow
A packaged assistant or agent is a direct way to evaluate help in an existing workflow. An API or SDK can support a custom agent connected to your own systems, but your team must also build and maintain the surrounding workflow and evaluate its behavior. Choose custom development when the workflow or integration need justifies that work; do not assume a custom agent is automatically a better or cheaper option. Current pricing and plan limits are not established here.

How can a team evaluate AI developer tools fairly?
Use a small set of representative tasks rather than a marketing claim or an unmatched leaderboard. Include ordinary work your team would genuinely hand to the tool, along with a task where context, edge cases, or a failed check will reveal how it behaves.

- Define the task and boundary. Specify the repository or code context, the requested outcome, what the tool may access or change, and what it must not do.
- Run the same task under comparable conditions. Keep the prompt, relevant context, permissions, and acceptance criteria consistent when comparing options. Record when a tool needs extra setup or intervention.
- Inspect the result. Check correctness, fit with the existing code, tests and other verification, and whether the explanation makes the change understandable. For delegated work, inspect the complete change rather than accepting a successful run as proof.
- Assess the workflow, not just the output. Note how well the tool fits the IDE, terminal, repository, or pipeline; how much supervision it needs; and whether its approvals and access boundaries are workable for your team.
- Choose a narrow initial use. Adopt the tool first for a defined task with clear human ownership. Expand its scope only when the team can review its work and manage its access reliably.
This evaluation is a practical team check, not a standardized benchmark. Results will depend on the task, codebase, context, tool configuration, and reviewer.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why does human review still matter?
Generated code can be plausible without being correct, safe, or consistent with the system’s design. Cameron Balahan and Richard Seroter wrote on the Google Developers Blog on August 11, 2026, that people must read generated code, clean it up, and verify that it does what they intend. They also place architecture and production boundaries with humans. Treat that as the authors’ guidance, not a formal standard: keep a qualified person responsible for reviewing changes before they reach production.

What do adoption figures tell you—and what don’t they?
Anthropic and Material’s The 2026 State of AI Agents Report says it surveyed more than 500 technical leaders in late 2025. In that survey, more than 9 in 10 organizations used AI to assist with coding, and 86% reported deploying coding agents for production code. The report also gives production deployment figures of 91% for enterprises and 83% for small and midsize businesses.
Respondents reported time gains in code generation (59%), research and documentation (59%), code review and testing (59%), and planning and ideation (58%). These are survey responses, not measured causal productivity gains, a census of organizations, or evidence that a particular product will deliver the same result for your team. Use them as adoption context, not as a substitute for your own evaluation.

Start with the least complex option that addresses a recurring, specific problem. If the need is help while coding, assess an in-editor or terminal assistant. If the work is multi-step and reviewable, trial an agent with limited access and explicit checks. If you need repeated actions across your own systems, assess whether an API or SDK workflow is worth building and maintaining.
In each case, decide who reviews the output, what evidence counts as success, and which integrations or controls are essential before rollout. Product capabilities, supported languages, model names, pricing, and availability change; verify those details with the vendor when making a current procurement decision.
