Choose a vulnerability scanner by first listing the systems and applications your business needs to protect, then matching each scanner to those targets. Most small businesses should compare infrastructure coverage, web-application coverage, internal reach, authenticated checks, data handling, scan safety, reporting, and the effort required to act on findings—not just a vendor’s feature list.
What should a small business scan first?
Start with an asset inventory. List hardware, software, data, services, websites, APIs, and cloud resources, then note which are internet-accessible, business-critical, or hold sensitive information. Include endpoints, servers, network equipment, and cloud hosts where applicable. The Federal Trade Commission recommends that small businesses create, categorize, and maintain inventories of hardware, software, data, and services.

An accurate count also helps when comparing offers: the National Cyber Security Centre (NCSC) notes that providers often charge per asset. If budget or staff capacity rules out scanning everything immediately, prioritize internet-facing systems, systems that deliver critical services, and systems holding sensitive data. Record anything excluded and the risk that exclusion leaves open rather than letting the scan boundary remain unclear.
What type of vulnerability scanner does a small business need?
The scanner must match the target. An infrastructure scanner does not automatically provide meaningful coverage of a custom website or application, and a web-application scanner does not replace infrastructure assessment. Some businesses need both.

Infrastructure scanners
These assess network infrastructure, physical and virtual hosts, end-user devices, and cloud hosts or endpoints. Depending on configuration and access, they can identify issues such as missing patches, unsupported software, weak or default passwords, exposed services, weak cryptography, and hardening gaps.
Web-application scanners
These assess HTTP/S websites, applications, and API endpoints. They can look for issues such as injection, broken authentication or access control, exposed data, vulnerable third-party components, and weak or unencrypted communications. They are especially relevant if a custom application is a major part of your externally exposed footprint. Ask whether scans can authenticate to the application and whether you can exclude risky actions or pages to reduce unwanted side effects.
Authenticated and local checks
An unauthenticated scan sees only what is visible from its network position. Authenticated checks or local agents can reveal additional host configuration and vulnerability details, but they require access to the systems being scanned. Ask how the product handles credentials, supports least-privilege accounts, and avoids locking accounts through repeated login attempts. NIST’s SP 800-115, Technical Guide to Information Security Testing and Assessment, discusses local and authenticated testing alongside other assessment methods.

Should we use a cloud or on-premises vulnerability scanner?
The right deployment depends on what the scanner must reach and where you are willing to store scan data. A hosted scanner may simplify maintenance, but it can require agents or network changes to see internal systems. An on-premises scanner gives you local control, but your team must configure and maintain it.
| Deployment | Potential advantages | Trade-offs to assess |
|---|---|---|
| On-premises | Can be suitable for isolated or locally reachable systems; scan data stays under your local control. | Your organization must set up and maintain the scanner and its vulnerability knowledge base. |
| Vendor-hosted or SaaS | May reduce local maintenance and accommodate changing scan demand. | Internal reach may require agents or firewall changes; you must assess vendor access, safeguards, and where scan results are stored. |
NCSC says hosted scanning is unsuitable for air-gapped networks and networks holding highly sensitive information. For other environments, decide whether the convenience is worth the trust relationship and any access the vendor needs.

What should I ask a vulnerability scanner vendor?
Ask for evidence about how the service works in your environment, not just a list of features. NCSC’s selection criteria include responsiveness to new critical vulnerabilities, relevant coverage, accuracy, reliability, scalability, cost, and useful reporting.

- Which assets and vulnerabilities are covered? Confirm support for your endpoints, servers, network equipment, websites, APIs, virtual machines, containers, database servers, and cloud environments as applicable.
- Can it perform authenticated checks? Ask about agents, credential storage, least-privilege access, and safeguards against account lockouts.
- How does the vendor handle accuracy? Ask how false positives and false negatives are measured, how you can validate findings, and how corrections are handled.
- Can scans run on a schedule and on demand? Make sure the options fit both routine monitoring and checks after important changes.
- Are the reports actionable? Check whether they can be prioritized for your business, compared over time, exported, and connected to existing ticketing, patching, or asset workflows.
- How are scan safety and intensity controlled? Ask how the product avoids disrupting services and whether higher-risk checks can be tuned or disabled.
- How is the total price calculated? Check asset-count limits, capacity, modules, support, onboarding, and any other charges. NCSC notes that per-asset billing is common; it does not establish current prices for particular vendors.
Historical supplemental prompts in NIST SP 800-36 include ease of use, administration, system overhead, customization, update frequency, configurable scan intensity, disruption risk, understandable comparisons, vulnerability references, mitigations, and risk reporting. That publication dates to 2003 and was withdrawn on August 1, 2018, so it should not be treated as current guidance: NIST SP 800-36.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How often should a small business scan?
NCSC recommends scanning infrastructure at least once a month and after applying changes to remediate a critical issue. For applications, it recommends scanning when the target application changes, such as after a new release or a committed source change. The exact schedule should account for the systems’ importance and the risk that scanning could disrupt them.

For fragile, business-critical systems, consider trying the scan in a representative non-production environment first. If you must temporarily exclude an asset, document the resulting blind spot and keep the exclusion period as short as possible.
How do scan results become useful security work?
A scan is a starting point, not a remediation plan. Build a repeatable loop: discover assets, scan, validate findings, assess technical and business significance, fix issues, and rescan to confirm the changes. A scanner’s severity label is not the same as your organization’s risk: consider the asset’s exposure, importance, and the consequences of compromise. NIST notes that vulnerabilities can combine into broader risk a scanner may not recognize, and that different products may use incompatible risk scales.
Scanning can find common issues efficiently, but it can miss flaws and report false positives. It does not match the breadth and depth of manual penetration testing and is not a complete security assessment. NCSC characterizes automated scanning as a cost-effective way to find and manage common security issues without employing specialist security testers; it should support, not replace, human review and other assessment methods. If your business does not already have a vulnerability-management process, a portal or issue-tracking integration may help make findings easier to assign and follow through.
