None proves that an application will behave exactly the same in AWS. A dependable team workflow combines local feedback with validation in a real AWS environment.
Which local AWS testing tool fits your team?
| Team need | Starting point | Why it fits | Boundary |
|---|---|---|---|
| Develop and debug a serverless application defined for AWS SAM | AWS SAM CLI | AWS documents local testing for serverless applications, including local development and debugging workflows. | Local execution does not prove that deployed IAM permissions, networking, service behavior, or performance will match AWS. |
| Exercise interactions across several AWS APIs in a local integration workflow | LocalStack | LocalStack describes emulation of AWS APIs and integrations with tools such as AWS CLI, Terraform, CDK, and Testcontainers. | Verify current service and API coverage, and access terms, against the services and test cases your application actually needs. |
| Test a DynamoDB-backed application without a broader AWS stack | DynamoDB Local | AWS provides a local DynamoDB option, including a Docker image and local endpoint usage. | It addresses DynamoDB local development, not the other services in a multi-service AWS architecture. |
AWS describes SAM CLI local testing as a way to develop and debug serverless applications without deploying each change. AWS lists rapid development, cost efficiency, offline capability, debugging, and local emulation as intended benefits; these are not comparative measurements or guarantees for every team. See the AWS SAM CLI local testing guide.

LocalStack is the broader candidate when your test needs several AWS APIs to interact locally. Its usefulness depends on whether its current coverage supports your specific service operations and test scenarios; the LocalStack product overview describes its local AWS API emulation. Do not choose it based on an assumed universal coverage level or pricing arrangement.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteFor a narrower DynamoDB need, AWS documents running DynamoDB Local in Docker or as a download and connecting through a local endpoint, for example localhost on port 8000. Downloadable DynamoDB uses credentials for authorization; use synthetic data and safe test credentials in development. AWS’s documentation identifies v3.x as current and recommends it for local testing and development, with v2.x legacy and v1.x deprecated. Version status can change, so check the DynamoDB Local setup guide when setting up a team environment.

How to compare tools for your actual workload
Start with representative application behavior rather than a generic feature checklist. Record the services and API operations the test needs, then compare candidate tools against the same requirements.
- Service and API coverage: List the exact AWS services, operations, and interactions your tests call. Confirm current support for each instead of treating a broad “AWS-compatible” description as proof.
- Framework and language fit: Check how the tool fits your application’s runtime, infrastructure-as-code approach, test framework, and developer workflow.
- Local development and debugging: Consider how developers invoke the application, inspect failures, and repeat changes locally.
- CI reproducibility and isolation: Determine whether the same environment can be provisioned reliably in continuous integration and whether parallel jobs remain isolated.
- Fidelity gaps: Identify cloud behavior that local execution does not cover and plan where to validate it in AWS.
- Setup and commercial requirements: Confirm current installation, access, and licensing terms. Local tooling can still consume developer-machine, container, and CI resources.
If speed, operating cost, or fidelity is decisive, benchmark representative tests in your own environment. The sources do not establish a universal performance or cost winner among these tools.

Build a layered testing workflow
A local tool is one layer, not a substitute for cloud testing. AWS recommends a progression from unit tests to local integration tests and then validation in actual AWS; it also treats performance testing in AWS as a distinct need. Its local testing guidance identifies IAM permission mismatches, VPC networking, and service-specific behavior such as Lambda concurrency as issues local validation may miss.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Run unit tests first. Test application logic in isolation to find errors before involving emulated or cloud services.
- Use the local tool that matches the test boundary. Choose SAM CLI for local serverless application workflows, LocalStack for covered multi-service API interactions, or DynamoDB Local for focused DynamoDB access.
- Validate integration in AWS. Exercise deployment configuration, IAM, networking, and service interactions in an actual AWS environment before relying on the feature.
- Run performance tests in AWS when performance matters. A local result does not establish cloud performance or concurrency behavior.
Local testing can reduce dependence on repeated cloud runs, but it does not make the entire setup cost-free. AWS Prescriptive Guidance notes the cost tradeoff between cloud testing and using a local development environment; developer machines, containers, and CI still have operating costs. See AWS Prescriptive Guidance on testing serverless applications.

Account for the development environment
Tool choice also affects how the team gets local feedback. AWS announced LocalStack integration in AWS Toolkit for VS Code on September 11, 2025, stating that it was available with AWS Toolkit for VS Code v3.74.0 or later and incurred no additional cost from AWS. That announcement describes the AWS Toolkit integration, not LocalStack’s own current plans or pricing; check both products’ current terms before adopting it. Details are in the AWS announcement.
