Many projects need several standards together: an exchange interface, a domain data model, a serialization, shared vocabularies and rules for validation or provenance. There is no universal standard for AI interoperability; the right choice is the one that partners can implement, interpret consistently and govern for the intended use.
What does interoperability mean for an AI system?
Interoperability is more than getting one system to open another system’s file. OASIS Open’s Interoperability Guidelines distinguish the ability of implementations to communicate properly from the consistent interpretation of the artifacts they exchange. A solution may need to achieve both.

For AI, that distinction matters because syntactically valid input can still be semantically wrong. Two systems might parse a date, field or code successfully but interpret its meaning differently. A model could then receive a value in the wrong unit, mistake an unknown value for a negative finding, or treat an identifier as a label. A serialization can specify how data is represented; it does not, on its own, settle every concept, relationship or processing behavior.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesStart by defining the outcome you need. For example: “A receiving system can identify the subject, interpret each measurement using the same unit and vocabulary, and distinguish missing data from a measured zero.” That is more useful to a standards decision than “we need an AI-ready format.”

Separate the jobs a standard might do
“Data standard” can refer to several layers. Identify which job each candidate performs before comparing it with another. A protocol, a data model and a vocabulary are not interchangeable just because they all affect an exchange.
| Layer | What it specifies or supports | Example from the cited guidance |
|---|---|---|
| Exchange interface or protocol | How systems request, transmit or receive information, including relevant interaction behavior. | OASIS describes communication protocols and interfaces as one aspect of interoperability. |
| Data model and serialization | How information is structured and represented for a particular technical exchange or processing task. | FHIR R5 defines JSON, XML and RDF Turtle representations for healthcare resources. |
| Vocabulary or ontology | Shared terms, codes and relationships that help systems assign consistent meaning. | HL7’s AI/ML Data Lifecycle document names terminology examples including SNOMED and CPT. |
| Validation and conformance rules | Which features an implementation must support and how to check whether an exchange follows an agreed profile. | FHIR Capability Statements declare supported formats; W3C data work includes data shapes. |
| Metadata, provenance and reuse guidance | How data can be found, understood, traced, licensed and reused. | FAIR principles provide a checklist for findability, accessibility, interoperability and reuse. |
| AI risk and trustworthiness guidance | How to consider trustworthiness and risk across AI design, development, use and evaluation. | NIST AI RMF 1.0 is voluntary guidance, not an interchange format. |
The layers can be combined. HL7 says FHIR can be used alone or alongside other standards, and a healthcare AI workflow may rely on a FHIR exchange, terminology references and separate validation rules. The right architecture depends on the actual systems and data, not on a requirement to choose just one named standard.
How to choose a data standard for AI interoperability
1. Write the exchange contract
Before making a shortlist, describe the exchange in operational terms. Identify who produces data, who consumes it, what artifact moves between them, which direction it travels and when the exchange occurs. State what the receiver must be able to infer or do with the data.

These patterns can impose different requirements. An API standard may address how systems communicate without defining the full domain meaning of every field. A graph representation may express linked concepts but not, by itself, establish how a service handles authentication or errors.

Make the contract concrete with examples of expected meaning. Define how the receiving AI should interpret units, identifiers, timestamps, code systems, missing values and relationships. If the receiving system must preserve a distinction—such as “not collected” versus “negative”—put that distinction in the contract rather than assuming a serialization will supply it.
2. Narrow candidates by domain and use
Begin with standards already used by the project’s partners and relevant domain community. NIST’s Big Data Interoperability Framework recommends sorting standards by application domain and activity to reduce a broad catalog to a relevant shortlist. Its 2019 roadmap names areas including healthcare and life sciences, commercial use, government operations, research, energy and IoT. Use that categorization method as a way to organize candidates, not as a current ranking of adoption or implementation cost.
For healthcare information exchange, HL7 FHIR is a domain-specific candidate. HL7’s AI/ML Data Lifecycle document also identifies terminology examples such as SNOMED and CPT and frames the goals around consistent, high-quality, interoperable and transparent data used for its intended purpose. FHIR should not be treated as a general-purpose AI data model for every industry.
For web and linked-data use cases, W3C’s data standards overview covers work including JSON-LD 1.1, RDF-related data work, dataset exchange and catalogs, application profiles and data shapes. Those items address different needs. Check the specific recommendation or working-group status applicable to your implementation rather than treating “W3C” as the name of one format or assuming every listed effort has the same status.

3. Compare candidates against explicit requirements
Use a written comparison so that a familiar name or a convenient parser does not substitute for a fit assessment. The same questions should be applied to every candidate and, where relevant, to the profile or subset your partners will implement.
| Decision axis | Questions to resolve |
|---|---|
| Semantic fit | Can the model express the concepts, relationships, identifiers, units and distinctions that the AI workflow depends on? Are controlled terms available where free text would be ambiguous? |
| Exchange fit | Does it address the actual API, batch, event, file, dataset-publication or graph pattern? Does another layer need to cover transport or interaction behavior? |
| Conformance clarity | Are implementation roles, required and optional features, conditional rules and errors explicit? Can partners test whether an exchange conforms? |
| Versioning and extensions | Can each party identify the version in use? How are changes and extensions handled? Could two valid extensions cause incompatible interpretations? |
| Implementation ecosystem | Do the actual counterparties have implementations, documentation, test fixtures and a workable update path? |
| Reuse and provenance | Can downstream users identify and understand the data, find its source, determine its license and trace relevant transformations? |
| Governance | Can privacy, access, safety and responsible-use requirements be applied in the surrounding architecture and workflow? |
| Cost and migration | What existing systems can be retained? What data must be mapped or transformed, and who will maintain those mappings? |
OASIS cautions that ambiguous errors, version confusion, optional features, specification composition, extensibility, backward compatibility and unverifiable claims of conformance can undermine interoperability. Record the selected version, profile or subset and expected behavior for each exchanging party. “Both parties use the same standard” is not a sufficient conformance statement if each implements different optional features.
4. Decide whether the answer is a combination
Many practical architectures combine an exchange protocol, a domain model, a serialization, terminology or ontology references and validation rules. That is not needless complexity if each component has a distinct job and the interfaces between them are documented.

FHIR R5 is version 5.0.0 in the cited HL7 resource-formats page. It defines JSON, XML and RDF Turtle representations. The page says JSON and XML provide the same functionality for different technical stacks, while RDF has different benefits, primarily for data analysis rather than exchange. It also says servers should support both XML and JSON for interoperability. The older FHIR RDF page describes RDF as a bridge between operational exchange and formal knowledge processing, while noting that systems focused on operational exchange would not generally choose RDF. These are release- and purpose-specific considerations: check the FHIR release and implementation guide that apply to your project before relying on a format detail.

FHIR R5 requires systems to declare supported formats in a Capability Statement. The declaration helps counterparties discover capabilities; it does not prove that two implementations interpret every resource or extension the same way. You still need to agree on relevant profiles and test representative exchanges.
5. Check FAIR reuse needs
FAIR is a set of guiding principles, not a prescribed technical standard. HL7’s guide states that the principles can have many forms of implementation. Use them to check whether data can be found, accessed under appropriate conditions, understood across systems and reused responsibly.
- Assign globally unique, persistent identifiers where appropriate.
- Provide rich metadata and make datasets discoverable through searchable registration.
- Use standardized ways to retrieve data, including when access is restricted.
- Represent information using a formal, shared knowledge representation where the use case calls for it.
- Use FAIR vocabularies and qualified links that clarify relationships between resources.
- State data-use licenses and provide provenance so users can assess origin and transformations.
- Use community standards relevant to the data’s domain and intended reuse.
FAIR does not remove the need to choose an exchange format or settle authorization. A dataset can be described with strong metadata and still require a separate access-control mechanism or a domain model that supplies the meanings an AI system needs.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →6. Validate with realistic exchanges
Do not stop at checking that a sample file parses. Test the producer and consumer against the same written conformance profile, using representative records and edge cases. The aim is to establish both that data can move and that receiving implementations preserve the intended meaning.
Best Value
- Choose representative examples. Include ordinary records and cases with missing or unknown values, optional fields, extensions and boundary conditions relevant to the domain.
- Test each serialization or exchange path in scope. If partners use more than one supported representation, verify that transformation does not silently lose a distinction or alter a value.
- Check declared capabilities. Confirm that counterparties can discover the formats they support through the applicable capability declaration, such as a FHIR Capability Statement.
- Exercise version changes. Test what happens when a producer or consumer encounters a different version or an extension it does not recognize. Agree how unsupported content is surfaced rather than silently reinterpreted.
- Compare receiver interpretation. Verify identifiers, units, terminology, timestamps and relationships against expected outcomes, not only against schema validity.
- Record failures and retest fixes. Keep reusable test fixtures and conformance results so future changes can be checked against the same expectations.
OASIS emphasizes verifiability and clear conformance expectations. A shared profile plus repeatable tests turns those expectations into something partners can demonstrate rather than merely claim.
7. Keep AI governance separate from data exchange
Use the data standard to structure and exchange information. Use governance resources to address risks and trustworthiness across the AI system. NIST AI RMF 1.0 is voluntary guidance intended to help incorporate trustworthiness considerations into AI design, development, use and evaluation; it is not a wire format or semantic model.
NIST’s standards focus areas include data and knowledge, metrics, performance testing, safety, risk management and trustworthiness. These can inform a broader governance plan, but selecting an interchange standard does not by itself establish that a model is safe, fair or appropriate for a particular deployment. NIST notes that the AI RMF is being revised, so check the current edition when applying it.

How the main examples differ
| Resource or technology | Role in a selection decision | Important boundary |
|---|---|---|
| HL7 FHIR R5 | Healthcare information exchange; the cited R5 page defines JSON, XML and RDF Turtle representations and capability declarations. | Healthcare-specific, not a universal AI data model. Format support does not settle every profile or terminology choice. |
| W3C data standards work | Linked-data representation and related work including JSON-LD 1.1, dataset catalogs and exchange, application profiles and data shapes. | These address different jobs; identify the specific recommendation or work status that fits the use case. |
| FAIR principles | Checklist for making data more findable, accessible, interoperable and reusable. | Principles rather than one technical standard; implementation can take different forms. |
| NIST AI RMF 1.0 | Voluntary guidance for trustworthiness across AI design, development, use and evaluation. | Not a data exchange format or semantic model; NIST says the framework is being revised. |
| NIST Big Data Interoperability Framework | A way to categorize a broad standards catalog by domain and activity. | The 2019 roadmap is not evidence of current market share, adoption ranking or lowest implementation cost. |
Common selection mistakes to avoid
- Choosing by file extension. A file that parses can still encode the wrong semantics or omit required exchange behavior.
- Treating a principle as a format. FAIR can guide reuse practices, but it does not prescribe one serialization or replace domain standards.
- Assuming one standard covers every layer. A representation may need to be paired with a protocol, vocabulary, validation profile or provenance scheme.
- Ignoring optional features and extensions. Partners may implement different valid subsets unless the contract specifies what is required and how extensions are handled.
- Confusing AI governance with interoperability. A risk framework does not define wire-level data exchange; an exchange format does not establish trustworthiness.
- Using a broad standards catalog as an adoption leaderboard. The NIST roadmap’s classification method helps organize candidates, but it does not establish present-day usage or comparative cost.
- Assuming a standard eliminates migration work. Existing systems may need mappings, transformation and ongoing maintenance; those burdens depend on the actual partners and data.
A practical decision record
Before implementation, write a short decision record that captures the exchange contract, selected standards by layer, versions and profiles, expected behavior, declared capabilities, test cases and ownership of mappings. Include why the chosen option fits the domain and exchange pattern, and what constraints led you to reject other candidates. That record makes later upgrades and partner onboarding less dependent on undocumented assumptions.
There is no evidence-based universal ranking of standards by cost, adoption or performance across all AI use cases. Those comparisons require local evidence about partner systems, applicable requirements, data and implementation capacity. Standards and governance guidance can change, so verify the relevant specification and guidance pages for the versions used in a deployment.
