For U.S. readers, choose a cryptocurrency exchange only after confirming it serves your state, supports your payment method and any bitcoin withdrawals you need, and shows the full cost of the transaction. Then check which legal entity provides the crypto service, how it holds customer assets, and what protections actually apply. There is no universally best exchange: fees, eligibility, custody terms, and withdrawal options vary and change.
Start by checking availability and the exact service
Confirm that the exchange currently allows customers in your state to buy bitcoin, use your preferred funding method, and withdraw bitcoin if you plan to move it. Check the current terms for the specific service rather than relying on the company’s brand name. A company may offer crypto through one affiliate and banking or securities services through another, with different legal status and protections.

For example, a Kraken Securities LLC Customer Relationship Summary effective October 22, 2025, describes Kraken Securities as an SEC-registered broker-dealer and says crypto transactions are facilitated by affiliate Payward Interactive, Inc., which is not a FINRA or SIPC member. This is a company-specific example, not an endorsement or a description of all Kraken services. Review the current disclosure for the exact product you intend to use: Kraken Securities Customer Relationship Summary.
Compare the total cost of the purchase and withdrawal
Compare the same purchase amount, payment method, and location on each platform. A headline trading fee does not necessarily show what you will pay overall. Check the order preview and fee schedule for:
#1 Best Overall
- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
- The transaction charge and the displayed price at which the order will execute.
- Any payment or deposit charges for your chosen funding method.
- The bitcoin withdrawal or network transfer charge, if you intend to move bitcoin to a wallet you control.
- Any applicable account setup, annual asset-based, or account closing fees.
The SEC recommends asking about transaction, asset-transfer, annual asset-based, account setup, and account closing fees in its crypto custody guidance. Fees and order prices can change, so use the current figures shown for your own account rather than relying on an old comparison.
Decide who will control the private keys
Leave bitcoin in exchange custody
If bitcoin stays in your exchange account, the service acts as a third-party custodian and controls access to the private keys. Read the custody terms and look for answers to these questions:

- Which legal entity holds or controls the keys, and does it use outside custodians?
- Who can access customer assets, and can the platform lend or commingle them?
- What are the withdrawal rules, and what happens to customer claims if the platform or custodian fails?
- What does any stated insurance cover, and what exclusions apply?
An insurance claim or security statement does not by itself establish that customers will recover assets in every kind of loss or failure. The SEC’s custody bulletin outlines questions to ask before relying on a provider to safeguard crypto assets.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsMove bitcoin to self-custody
With self-custody, you control the private keys, but you also take responsibility for securing and recovering them. Losing or exposing a private key or recovery phrase can mean permanent loss of access. A hardware wallet is one possible tool, not a requirement or a guarantee of safety; recovery information still needs secure handling. As the SEC staff put it in its December 12, 2025 guidance, “Self-custody also means that you have sole responsibility for the security of your crypto assets’ private keys.”

Read proof-of-reserves claims narrowly
A proof-of-reserves report is not the same as an audited financial statement. SEC staff say these reports may omit liabilities, may not include a complete set of financial statements, and may offer no assurance about the reliability of reported information. If a platform publishes one, check its reporting date, which assets were examined, who performed the work, the level of assurance, and whether liabilities are addressed. A reserves page alone does not establish solvency, customer-asset segregation, or that every customer claim can be met. See the SEC’s guidance on alternatives to financial statement audits.
Secure your account and watch for impersonation
- Use a strong, unique password or passphrase and enable two-step verification where available.
- Review account statements and trade confirmations for activity you did not authorize.
- Keep private keys and recovery phrases secret.
- Reach the service through a verified official app or address; familiar branding in a message or ad is not proof that it is genuine.
The SEC and CFTC warn that websites promising high guaranteed returns or little-to-no-risk investments may be fraudulent. A demand for an extra advance payment to release supposed profits is another warning sign. Independently verify a site presenting itself as an exchange or trading service instead of relying on testimonials or online advertisements. Read the SEC/CFTC alert on fraudulent digital-asset trading websites and the SEC’s account security guidance.

Use a like-for-like comparison
Once you have narrowed the choices to services available where you live, compare them using the same purchase amount and funding method. Fill in the details from each provider’s current terms, order preview, and security disclosures; do not treat missing information as a favorable answer.

Do not rank exchanges using features checked on different dates or in different locations. Current provider-by-provider fees, eligibility, security, and customer support have not been established here, so there is no evidence-based “best exchange” verdict to give.
