How to Choose a Blockchain for Tokenized Real-World Assets

There is no best blockchain for every tokenized real-world asset. Choose by the legal rights represented, participant access, governance, interoperability, security and settlement design.

There is no universally best blockchain for tokenized real-world assets (RWAs). Choose infrastructure only after defining the asset and the legal rights represented by its token, the jurisdiction and participants involved, the privacy and compliance requirements, and how custody, settlement, servicing and recovery will work. Then compare public permissionless, private permissioned and public permissioned designs against those needs; validate the selected deployment with legal and technical advisers.

Start with the rights behind the token

A token can record or represent a claim, but putting it on a blockchain does not by itself give its holder enforceable rights to an off-chain asset. Before comparing networks, establish who issues the token, what rights a holder receives, which record controls ownership, and how transfers, redemption and servicing are handled. The legal arrangement must also explain what happens if token records and the relevant off-chain records diverge. The BIS Financial Stability Institute identifies legal and regulatory uncertainty, including potential misalignment between a token and its reference asset, as a risk of tokenisation (28 August 2025 executive summary).

Be specific about the asset and jurisdiction. A tokenized security, fund interest or property-related claim may involve different holder rights, transfer restrictions and servicing obligations. “Real-world asset” is too broad a category to support a chain recommendation on its own.

Choose the governance and access pattern

These categories describe broad design choices, not guarantees of compliance, liquidity or interoperability. A permissioned network may still have security and operational weaknesses; an open network does not automatically provide workable accountability or legal responsibility.

Network pattern Potential fit Questions and trade-offs
Public permissionless Open participation and broad ecosystem reach may suit deployments that prioritize open access. Determine who is accountable for operating the system, how privacy and eligibility rules can be met, and who is legally responsible. The BIS notes that governance on such networks may lack accountability and leave legal responsibility uncertain (4 November 2024 speech).
Private permissioned Controlled membership and tailored governance can be designed around applicable requirements and known participants. Test whether closed participation fragments liquidity, limits counterparties or makes connections to other networks and infrastructure costly. BIS identifies fragmentation and weak interoperability as constraints on broader adoption (28 August 2025 executive summary).
Public permissioned Can combine open underlying infrastructure with controlled eligibility and governance safeguards. Specify who may issue and transact, how eligibility is enforced, who controls upgrades, and what safeguards apply. This is a design pattern, not proof that a deployment is compliant, liquid or interoperable. In a 4 November 2024 speech, MAS Managing Director Ravi Menon said, “We think the answer perhaps lies in between: public, permissioned networks” (BIS speech).

Compare candidates against the whole asset lifecycle

Use the same questions for every candidate. The factors below draw on the design considerations and risks identified by BIS and the BIS/FSI, the scaling framework discussed by BIS/MAS, and the service features DTCC describes. They are evaluation criteria, not a chain ranking or an independent performance benchmark (BIS, 4 November 2024; BIS/FSI, 28 August 2025; DTCC service page).

  • Legal fit and asset representation: Identify the issuer, holder rights, authoritative ownership record, transfer or redemption restrictions, and responsibility for servicing and corporate actions.
  • Governance and access: Establish who operates validators or other network infrastructure; who can issue, hold and transfer tokens; how membership works; who approves upgrades; and what emergency pause or recovery authority exists.
  • Privacy and compliance: Decide what transaction and identity information is public, what must be disclosed to regulators or auditors, how eligibility checks work, and how transfer restrictions are enforced.
  • Operational resilience and security: Review uptime evidence, incident response, key management, smart-contract audits and upgrades, custody, oracle and bridge dependencies, transaction finality, and recovery procedures. Permissioning does not remove these risks.
  • Interoperability: Check support for relevant token and data standards, integration with custodians and legacy systems, connections to market infrastructure and settlement assets, and how cross-network transfers work. Assess the assumptions and risks of any bridge, plus portability and exit options. Interoperability is a selection criterion from the outset: fragmented platforms and weak legacy connections can constrain adoption.
  • Settlement and economics: Confirm that the cash leg is available to the relevant counterparties and understand its settlement finality and risk profile. Compare fees and cost predictability under the expected workload, as well as liquidity and counterparties; do not substitute a headline fee or throughput figure for evidence under relevant conditions.
  • Lifecycle and composability: Confirm how issuance, transfers, servicing, corporate actions, collateral use, reporting, redemption and token burning are handled. Decide what upgrades can change and which integrations or composability features are permitted or restricted.

Make the settlement asset part of the decision

The tokenized asset and the money used to settle it are connected design choices. Tokenized bank liabilities, stablecoins and central bank money have different risk profiles; availability to the intended counterparties and the market structure matter. BIS/MAS discusses regulated bank money and wholesale central bank digital currency as possible settlement assets, not as a universal answer (BIS speech, 4 November 2024). Ask whether the cash leg is usable by the actual participants, how settlement finality is established, and what happens if the asset and cash legs cannot complete together.

Use a decision process, not a chain popularity contest

  1. Write down the asset and jurisdiction. Describe the claim being tokenized, the relevant legal issuer, the target holders and the applicable rules. Do not treat a generic RWA label as a specification.
  2. Define rights and lifecycle controls. Document ownership, permitted transfers, servicing, redemption, corporate actions, correction of errors and recovery from compromised activity.
  3. Set access, privacy and accountability requirements. Decide who may participate, what information each party can see, and who has authority over operations, upgrades and emergencies.
  4. Map dependencies and settlement. Identify required custodians, legacy systems, other networks, oracles, bridges and the settlement asset. Treat each connection as an operational and security dependency.
  5. Compare candidate designs using the same criteria. Ask for evidence about the intended deployment, including governance, resilience, contract controls, costs under relevant load, interoperability and exit options. Do not infer suitability from general network claims or unrelated benchmarks.
  6. Validate the specific legal and technical design. Have advisers review whether the token mechanics, records, participant controls and settlement model work for the chosen asset and jurisdiction before committing to production.

What institutional examples do—and do not—show

DTCC describes a tokenization service designed to preserve the same legal rights and investor protections as the underlying securities. Its service page describes mint, burn, pause and clawback controls, ownership tracking, and integration with existing custody, settlement and servicing. The page says the service is expected to support selected public and private networks that meet SEC no-action-letter standards, with multiple compatible chains anticipated at launch later in 2026. This is a stated expectation on the page, not a confirmed launch inventory or a guarantee of present availability (DTCC Tokenization Service).

On 27 May 2026, DTCC and the Stellar Development Foundation announced plans to enable tokenization of DTC-custodied assets on Stellar, with availability anticipated in the first half of 2027. The announcement identifies possible eligible assets including Russell 1000 constituents, index ETFs, and U.S. Treasury bills, bonds and notes. It illustrates a multi-chain strategy; it does not establish Stellar as the best network for other assets or deployments (DTCC announcement, 27 May 2026). A chain’s appearance in an institutional project should be read within that project’s stated scope and status, not as a general endorsement.

Account for standards that are still being developed

ISO/AWI 26251 is an approved work item under development, not a finished international standard. Its stated scope covers tokenization methods across private DLT, public permissioned DLT and public permissionless DLT; ISO says it does not prescribe lifecycle models, asset taxonomies or jurisdiction-specific regulatory frameworks (ISO work item page, accessed 4 October 2026). It therefore does not replace the need to specify those matters for a particular deployment.

No universal chain ranking or directly comparable cross-network benchmark establishes which blockchain will work best for a particular RWA. Nor does the choice of chain, by itself, guarantee lower costs, greater liquidity, regulatory compliance, investor protection or enforceable ownership. Those outcomes depend on the legal structure, service design, counterparties and applicable rules.
