It will not reactivate an inactive or damaged SIM, restore cellular registration, or fix a carrier account problem. First check that the right SIM or eSIM is active and that your carrier supports Wi-Fi Calling on your device and line.
First identify what “out of service” means
A weak signal and a SIM error point to different problems. When cellular coverage is poor but the line is active, Wi-Fi Calling may provide a way to place calls. If the phone says “No SIM,” reports a SIM error, or the line is inactive, Wi-Fi Calling is not a substitute for fixing the SIM or account issue. Google treats SIM errors and Wi-Fi Calling as separate troubleshooting branches in its Pixel mobile connectivity guide.

Wi-Fi Calling carries voice calls over an internet connection; it does not, by itself, restore cellular service or mobile data. Availability depends on the carrier, phone, line, plan, and country. Google’s Wi-Fi Calling instructions note that not all carriers support it.

If your phone has two SIMs, confirm that the line you want to use is active and selected. Samsung says Galaxy Wi-Fi Calling requires active service through a SIM or eSIM; requirements and menus can differ by carrier and phone.

Look for the setting using the path that matches your device. Menu names can vary with Android version, carrier, and model.
- Many Android phones: Settings > Network & internet > SIMs > select your carrier SIM > Wi-Fi calling.
- Samsung Galaxy: Settings > Connections > Wi-Fi Calling.
- Some Motorola phones: Settings > Network & internet > Mobile network > SIM > Wi-Fi calling. Some carriers place it under calling accounts in the Phone app.
- Google Fi: Enable the feature in the Fi app, as described in Google Fi’s Wi-Fi Calling instructions.
Samsung’s Galaxy setup guide and Motorola’s instructions show their respective paths. If you cannot find the setting, do not assume the phone is defective: the carrier may not support the feature for that device or line.

Turn it on and test a call
- Open the Wi-Fi Calling setting for the active carrier line and switch it on.
- Complete any carrier prompts. Depending on the service, setup may involve accepting terms, entering an emergency address, or meeting other requirements such as HD Voice or VoLTE.
- Connect to a reliable Wi-Fi network and place a test call. The phone may show “Internet Call,” “Wi-Fi calling,” or a Wi-Fi icon during the call; the exact indicator depends on the phone and carrier.
When both Wi-Fi and cellular service are available, the carrier’s rules and your phone’s preferences determine which connection is used. Do not assume that enabling Wi-Fi Calling forces every call over Wi-Fi.

If Wi-Fi Calling is missing or will not activate
Eligibility and setup are carrier-specific. For example, Verizon’s Wi-Fi Calling requirements apply to Verizon service, not to Android phones universally. Contact your carrier and ask whether Wi-Fi Calling is supported and provisioned for your exact line and device, whether the SIM or eSIM is active, and whether an account change or local outage is affecting service.

If the phone reports a SIM error or remains without service, isolate the issue only if you can do so safely: test another SIM in the phone, or test the suspect SIM in another compatible phone. A SIM ejector tool can help remove a physical SIM, but reseating it will not fix an inactive line or carrier provisioning. The carrier can verify account status, SIM status, and outages.
Try basic network troubleshooting without resetting too soon
For a Wi-Fi Calling problem, Google recommends restarting the phone or having the carrier reactivate the service. Its Pixel connectivity steps also include powering the phone off for 30 seconds, cycling Airplane mode, and, when appropriate, resetting network settings. A network reset can delete saved Wi-Fi connections, so avoid starting with it when a SIM or account fault is plausible.

For Wi-Fi Calling that connects unreliably, first check whether the Wi-Fi connection itself is stable where you are calling. A Wi-Fi range extender may help only if weak home Wi-Fi coverage is the problem; it cannot address carrier eligibility, a SIM error, or account provisioning.

Emergency-call rules and setup vary by carrier and country. In the United States, Verizon says its registered address helps route emergency calls and warns that an incorrect address or loss of Wi-Fi or internet connectivity can affect emergency response. Motorola likewise advises updating the emergency address after moving and telling the 911 operator your actual location. Follow your carrier’s instructions, keep a registered address current where required, and give emergency services your location.
