If Windows 11 is blocking your webcam app, open Settings > Privacy & security > Camera and check the permission switches from top to bottom: Camera access, Let apps access your camera, then the affected app’s switch if it appears in the list. If it is a desktop app and does not appear, enable Let desktop apps access your camera. A website also needs camera permission in your browser. Microsoft’s camera-permission guide explains these separate controls.
Check Windows camera permissions in order
Windows uses multiple permission layers. Enabling a lower-level switch does not override a disabled upper-level permission, so check all that apply to the app.

- Open Settings > Privacy & security > Camera.
- Turn on Camera access.
- Turn on Let apps access your camera.
- If the app appears under the Microsoft Store app list, turn on the switch beside its name.

Choose the permission for your app type
Microsoft Store app
Some apps installed through Microsoft Store appear individually on the Camera settings page. Enable the listed app’s switch after turning on the two broader permissions above.

Desktop app
Browsers and many video-call programs are desktop apps. If the app is not listed individually, switch on Let desktop apps access your camera. This is a shared permission for desktop apps; Windows does not provide a separate camera switch for each desktop app on this page. Turning it on allows eligible desktop apps to request camera access, but it does not guarantee that a particular app will work.
Website in a browser
A browser being allowed to use the camera in Windows does not automatically allow every website to use it. Grant camera permission to the meeting or site in the browser as well. Windows settings and the website’s browser permission are separate checks; consult Microsoft’s camera-permission guidance for the Windows side.

If a camera setting is unavailable or locked
If Camera access is greyed out or you cannot change a permission, an administrator may control it. On a work- or school-managed PC, or if Windows reports a policy restriction, contact your IT administrator rather than trying to bypass the setting. Test the camera, then follow the failure
- Run the camera troubleshooter from the Get Help app. Microsoft’s camera troubleshooting steps for Windows include this diagnostic.
- Open Start > Camera and test the camera there.
- If it works in Camera but not the target app, check that app’s camera settings and, for a browser meeting, the website permission in the browser.
- If it fails in Camera too, check the device and hardware branches below.
Check the camera and its connection
- Look for a physical privacy shutter or camera switch, and check whether a keyboard camera key or control has disabled it.
- For an external camera, confirm it is connected. Then check whether Windows detects it in Device Manager.
- Close other apps that may already be using the camera, then test again.
- Consider whether security software or an administrator policy is preventing access. These are possible causes to investigate, not proof of a specific fault.
Microsoft’s camera troubleshooting guide covers additional Windows checks. If a managed-device policy is implicated, your administrator may need to resolve it.

Understand camera activity indicators
Windows may show a camera light or notification when the camera is active. Windows Hello may also use the camera for sign-in even when ordinary app access is turned off. These behaviors are described in Microsoft’s Windows camera privacy information.
