A legitimate publisher and a valid digital signature are useful checks, but neither proves that a file is harmless or suitable for your infection. If an incident is active—especially at an organization—prioritize containment and incident response over testing downloaded tools.
1. Preserve the evidence and identify the ransomware
Do not identify a ransomware family from a changed file extension alone. Keep the ransom note and other incident artifacts, and get qualified help if the family or variant is uncertain. CISA’s ransomware guide says a copy of the ransom note and a recovered executable may assist further analysis, and recommends considering assistance from CISA, MS-ISAC, or law enforcement where appropriate: CISA ransomware guide.

A decryptor is useful only if it matches the ransomware affecting your files. Preserve the information needed to make that determination rather than immediately running an unfamiliar utility.

2. Find the decryptor through an official route
Start with the No More Ransom decryptor directory, which organizes tools by ransomware family and identifies their makers. It links to tool-specific instructions and is a way to find a candidate—not a guarantee that a listed tool covers every variant. You can also navigate independently to the official site of the named publisher and locate its decryptor there.

Avoid files advertised through unsolicited email, chat messages, social posts, pop-ups, or third-party download pages. Microsoft advises checking whether a file came from a trusted source and whether an unsolicited link directed you to it: Microsoft SmartScreen FAQ.
3. Verify the Windows publisher signature
For a Windows executable, inspect its digital-signature details in the file’s Properties, or use a trusted Windows signature-verification method. Confirm both that the signature is valid and that the signer matches the publisher named by the official directory or vendor page. Microsoft documents SignTool verification as a way to check that a file has not been altered since signing and comes from a trusted source: Microsoft SignTool verification.

Authenticode signatures help establish publisher identity and whether signed content has changed since signing. They do not certify that software is benign, free of unwanted behavior, or the correct decryptor for your infection. Microsoft’s documentation describes what Authenticode signs and its technical limits: Microsoft Authenticode documentation.

A SmartScreen warning is not, by itself, a malware verdict. SmartScreen uses publisher and file reputation signals, and even a signed file may have little established reputation. Check the source and signer rather than assuming that a warning proves the tool is malicious—or dismissing it because the file claims to be a decryptor. See Microsoft’s SmartScreen guidance.

5. Match the tool to the family, variant, and instructions
Read the publisher’s usage page before downloading or running the utility. Check that it supports the identified ransomware family and, when specified, the relevant variant or version. Emsisoft warns that its decryptors may work only with particular versions and may not work against versions released later: Emsisoft decryptor catalog.
Follow the tool maker’s instructions and limitations. If a decryptor fails, that does not prove the files are unrecoverable, and it is not a reason to try a different executable from an unofficial source.

6. Contain the incident before attempting decryption
No More Ransom advises removing the malware before using a decryptor because otherwise it may continue locking the system or encrypting files: No More Ransom tool guidance. Follow official containment and removal guidance, then use the decryptor according to its publisher’s instructions and with a recovery plan.
For an organizational incident, use CISA’s ransomware response checklist and consider qualified incident-response assistance. The guidance is U.S.-oriented; readers elsewhere should contact their national cyber-response authority.
What these checks can—and cannot—establish
- Official route: helps establish that you found the tool through a recognized project or the named publisher; it does not show that the tool supports every variant.
- Valid, expected signature: supports publisher identity and file-integrity checks since signing; it does not prove harmlessness or suitability.
- Matching family and version: supports compatibility with the infection described by the publisher; it does not guarantee successful recovery.
- Clear usage instructions: help you follow the publisher’s intended procedure and limitations; they do not replace containment or incident response.
No check can establish whether an unspecified executable is safe without examining the actual file, its signature details, download provenance, affected operating system, ransomware identification, and incident context. Decryptor catalogs and supported variants can change, so verify the live official entry when you need a tool.
Do not treat payment as a recovery guarantee
CISA and MS-ISAC warn: “Remember: Paying ransom will not ensure your data is decrypted or that your systems or data will no longer be compromised.” See the CISA and MS-ISAC ransomware guide.
