To check whether a political ad is misleading, verify its specific factual claims against original evidence, check the ad’s full context, and identify who sponsored or published it. A disclosure can help show who is behind an ad; it does not prove that the ad is true. Keep those questions separate as you investigate.
Start with the exact ad, not a repost or a verdict graphic
Before judging an ad, make sure you are checking the version people actually saw. A short clip, screenshot, or post quoting an ad may omit a qualification, a preceding sentence, or information about when and where it appeared. Record the platform or medium, the date you encountered it, and the ad’s exact wording. For video or audio, capture the complete statement and enough surrounding material to understand the context.
This is a practical way to preserve and identify the material, not a formal procedure prescribed by an election regulator. It helps you find the original and compare it with any version being shared. If you cannot find the original, say so in your notes rather than treating a repost as conclusive evidence of what the full ad said.

- For an edited clip, look for the longer version before evaluating the quotation or claim.
- Keep a distinction between what the ad literally says and what its presentation encourages viewers to infer.
Find out who paid for, published, or distributed it
Look for a paid-for notice, imprint, transparency label, or other sponsor information on the ad. Then, where possible, check that information against an official election authority or the platform’s ad archive. A person or account sharing an ad is not necessarily its sponsor. An ad may also have a publisher or distributor distinct from the organization that paid for it, so note which role the available information identifies.
Disclosure rules are not the same everywhere, and not every political message is covered by the same rule. In the United States, Federal Election Commission (FEC) guidance says public communications by political committees generally require a disclaimer, with additional requirements for some formats. In the United Kingdom, the Electoral Commission describes imprint requirements for some campaign material. Which requirements apply depends on the communication and the relevant law.

Knowing the sponsor is useful for understanding provenance and potential interests, but it does not settle accuracy. A message from a campaign, advocacy group, news outlet, government body, or an unknown account still has to be checked claim by claim. Likewise, the absence of a disclosure is not, by itself, proof that a factual statement is false. Whether a disclosure was legally required is a separate question from whether the ad’s claims are supported.
Separate factual claims from opinions and predictions
Break the ad into individual statements that can be checked. Numbers, quotations, descriptions of past events, and assertions about what a law or policy does are often suitable for evidence-based verification. Broad evaluations, promises, predictions, and value judgments may not be verifiable in the same way. An opinion can still imply a factual premise; identify that premise and examine it rather than trying to assign a truth label to the opinion itself.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchThere is no universal classification test in the guidance cited here. Treat this as a reading method, not a legal rule. Write down the narrowest factual claim that the ad asks its audience to accept. If a slogan combines several claims, separate them instead of giving the whole ad one undifferentiated verdict.
For example, an ad might say that a policy “cut costs by 20 percent and helped every family.” The percentage is a checkable claim, but it needs a defined measure, period, and comparison. “Helped every family” is much broader: it may be an assertion about outcomes, a rhetorical generalization, or both. Check what evidence exists for the factual implication and whether the word “every” is supported.
Trace each claim to evidence close to the original source
Search for the public record behind a statement rather than relying only on the ad, a screenshot, or an opponent’s response. Depending on the claim, useful starting points may include a statute, budget, official statistic, study, full speech, or original document. An official source is often the best place to confirm what a government did or what a published dataset measures, but the fact that a document is official does not automatically establish every interpretation made from it.

- Write the claim precisely. Preserve its wording, then identify the number, event, quotation, law, or policy action that needs checking.
- Locate the underlying source. Search for the original record, data, study, or complete speech. If the ad names a source, open it and check what it actually says.
- Check scope and definitions. Note the time period, population, geography, and terms used. For a statistic, identify its numerator and denominator where the source makes them available.
- Compare like with like. Check that the ad and source use the same time range, measure, comparison group, and definition. A change in any of these can make a technically accurate figure answer a different question.
- Read the surrounding context. Look for qualifications, limitations, or other figures that materially change the meaning of the quoted material.
- Record what remains unresolved. If a source does not support the ad’s wording, or if it does not provide enough information to assess a key part, distinguish that gap from evidence that the opposite claim is true.
For statistics, a percentage without its period, population, and comparison can be hard to interpret. A claim about a “rise,” for instance, needs a baseline and a defined interval. A total may also tell a different story from a rate, especially if the population changed. The UK Electoral Commission points readers toward guidance on the use of official statistics; its broader advice supports paying attention to source quality and detail. The checks above are a practical way to apply that advice, not a claim that a regulator mandates this exact checklist.
Check whether accurate details create a misleading overall impression
An ad can use a technically accurate detail and still leave out context that changes what a reasonable viewer would take from it. Examine the whole presentation, not only a sentence in isolation. Ask whether it uses selective dates, a missing comparison, an edited image, an incomplete quotation, or an omitted qualification in a way that materially alters the message.
- Dates: Does the selected start or end date make a trend look larger, smaller, or more recent than it is? Check the full interval that is relevant to the claim.
- Comparisons: Is the ad comparing the same measure across comparable periods, populations, or places? If not, identify the difference before accepting the conclusion.
- Images and clips: Does the visual appear to show the event being described? Look for the original image, full footage, or a reliable account of when and where it was recorded.
- Quotations: Does the full statement preserve the meaning of the excerpt? A quote can be word-for-word accurate but misleading if the omitted sentence reverses or qualifies its point.
- Qualifications: Does the source limit a result to a particular group, condition, or period that the ad presents as universal?
Do not call a claim false merely because it is partisan, emotionally framed, or missing a disclosure. Explain the evidence and the context that change its meaning. Conversely, do not treat technically accurate wording as proof that the overall impression is fair. The relevant question is what the evidence supports and what the presentation leads a viewer to believe.
Use fact-checks as evidence, not as a substitute for reading
Search a reputable fact-checking organization for the exact claim. A fact-check may already have examined the statement’s source, definitions, or missing context, saving time and pointing you toward primary material. Read its explanation, evidence, and scope rather than relying on a rating graphic or headline alone.
When comparing two fact-checks, look at whether they assess the same wording and version of the ad, whether their cited evidence is close to the original claim, and whether they explain the relevant dates and definitions. Consider whether independent sources support the same conclusion. A rating label is not a universal scale shared by every organization; the explanation is what lets you judge whether the conclusion follows from the evidence.

Also consider who published the ad and who might benefit if its audience believes it. That is a reason to scrutinize evidence and incentives, not a reason to assume the claim is false. The UK Electoral Commission advises readers to consider the source and to check whether a fact-check has already addressed prominent public claims. It does not follow that a fact-checker has reviewed every ad, or that one review resolves a different version or a new claim.
Choose an appropriate conclusion for each claim
After checking the evidence, describe the result at the same level of precision as the claim. Explain what is supported, what is contradicted, and what depends on context. If a statistic is accurate only for a particular period or population, state that qualification with it. If an ad’s wording goes beyond what the source establishes, identify the unsupported step rather than overstating what the evidence proves.
It can be useful to keep a short claim-by-claim record:
- Ad wording: the exact statement and the version in which it appeared.
- Evidence: the original record or source, plus relevant independent confirmation.
- Scope: dates, definitions, population, comparison, and important qualifications.
- Assessment: what the evidence supports and what it does not establish.
- Jurisdiction: which authority, if any, can address the particular type of claim or ad.
This format helps avoid two common errors: treating the whole ad as either true or false when its claims differ, and presenting a conclusion that is broader than the evidence. It also makes it easier to update your assessment if a source, ad version, or relevant official guidance changes.

An election authority may be able to confirm how to vote without having authority to decide whether a campaign’s policy claim is true. The appropriate place to check depends on the subject: use an election authority for voting procedures, original records for policy or historical claims, and fact-checkers for claim-level analysis. Complaint routes depend on the jurisdiction, claim, medium, and type of ad.

United States
The FEC’s guidance concerns disclaimer requirements for covered political communications; it is not a general service for deciding whether campaign claims are accurate. Its page states that it has not yet incorporated changes resulting from the U.S. Supreme Court’s June 30, 2026 decision on coordinated expenditure limits. Do not treat that affected area as settled on the basis of that page alone; check for later FEC updates and applicable rules before relying on details about it. This currency caveat is specific to the FEC page and the issue it identifies.
United Kingdom
The Electoral Commission describes imprint rules for some campaign material, but says it does not regulate campaign content or have general powers to verify or correct claims. It identifies a narrow legal prohibition concerning false statements of fact about a candidate’s personal character or conduct; complaints about such statements are matters for police. That is not a general route for challenging any disputed policy claim.
The Advertising Standards Authority also has a distinct remit: it does not regulate ads whose principal function is to influence voters in elections or referendums, while some paid-for issue ads outside that category may fall within its remit. Do not assume that all political or issue-related advertising belongs in the same complaint process.
European Union
Whether a message qualifies as political advertising can depend on factors including the sponsor, language, context and timing, method of dissemination, target audience, and objective. The European Commission’s guidance on Regulation (EU) 2024/900 is a starting point, not a substitute for checking current EU and national rules relevant to the message and location.
Australia
The Australian Electoral Commission recommends checking suspicious election information against its official pages. This is especially relevant to voting information, such as claims about election procedures. It should not be treated as a general fact-checking service for every policy claim in a campaign ad.

What to do if you cannot verify the claim
Sometimes the original source is unavailable, the ad does not identify one, or the source does not contain enough information to settle the claim. In that case, do not fill the gap with the sponsor’s assertion, a rival’s rebuttal, or a confident-sounding rating. Describe what you could verify and what evidence is still missing. A lack of accessible evidence is not automatically proof that the claim is false.
If the issue concerns registration, voting times, locations, or another election procedure, check the relevant official election authority. If it concerns policy, use primary records and independent claim-level checks. If you believe a disclosure or other rule was violated, identify the ad type and jurisdiction first, then consult the authority with responsibility for that specific matter. Political-ad rules and complaint procedures vary by place and medium, and an authority’s remit over disclosures does not necessarily extend to the truth of campaign content.
A practical standard for deciding whether an ad misleads
Call attention to a misleading impression when you can show the exact claim, the evidence that bears on it, and the relevant context that changes what viewers are likely to understand. Keep the sponsor question, factual-accuracy question, and disclosure question distinct. This avoids turning partisan tone into proof, mistaking a sponsor label for verification, or treating an authority’s limited jurisdiction as a verdict on the ad’s truth.
Guidance can change, and legal requirements depend on location and format. The jurisdiction-specific descriptions above reflect official guidance reviewed as of October 13, 2026; check the current rules and authority guidance before relying on a legal detail, particularly where the cited regulator notes a currency limitation.
