To check whether an Indian GST rate change affects a product or service, match its actual description and HSN or SAC classification to the operative GST notification, then verify the notification’s effective date, conditions, exclusions and transaction-timing rules. A portal search is a useful lookup—not a legal ruling. Once applicability is clear, update billing and reporting workflows for the affected supplies.
1. List the supplies you actually make
Start with your invoice descriptions, product catalogue and service records—not just internal shorthand or a broad business category. Separate goods from services, and list similar-looking supplies separately when they differ in composition, use, customer, packaging or contractual scope. Those details can affect how a supply is classified.

For each item, record its precise description, existing HSN for goods or service classification code (SAC) for services, current rate or exemption status, and the source used for that classification. GSTN’s registration guidance distinguishes HSN for goods from service classification codes for services: GST Portal registration guide.

The GST Portal’s HSN search can accept an item description or code and show the associated chapter, description and related codes. GSTN’s Table 12 advisory also describes a downloadable HSN/SAC list. These tools can help identify a code, but a keyword match alone does not settle a fact-sensitive or disputed classification. Verify the legal classification against the applicable tariff and notification.

3. Find the operative notification, not just the announcement
A GST Council announcement can provide context, but the legally operative notification is where you should verify the rate and start date. Check the schedule entry’s wording against your supply, including conditions, exclusions, exemptions and any special valuation rules. Do not infer a rate from a product name, a search result or an announcement alone.
The applicable rate and effective date cannot be determined without the specific supply, its classification and the relevant notification. If the description does not clearly fit an entry, get a GST practitioner or tax adviser to review the facts rather than choosing the closest-looking search result.
4. Check the transaction dates and treatment
For transactions near the changeover, identify the relevant supply, invoice and payment dates and check the notification and any transition provisions. Do not assume every transaction is taxed at the rate in force on one date without checking the applicable rules and facts.
Also review whether the transaction involves a bundled or composite supply, an exemption, reverse charge or special valuation treatment. These can affect the tax outcome even when the product or service description appears to match a schedule entry.
5. Keep a decision record for each affected supply
Compare each supply’s description and classification with the amended schedule, then document the result. A practical review record can include:
- Product or service description and HSN/SAC.
- Old and newly notified rate, if the change applies, and the notification’s effective date.
- Relevant schedule entry, conditions, exclusions and valuation treatment.
- Transaction type and dates considered.
- Affected SKUs or services, reviewer and any unresolved classification question.
6. Update billing, tax settings and returns
After confirming applicability, update the systems and processes that use the rate. Depending on your business, that can include accounting or ERP tax codes, e-invoice configuration, price lists, customer communications, invoice templates and staff guidance. Software can help maintain HSN/SAC records and apply configured rates, but it cannot make a legal classification decision for you.

- Set the new rate and effective date in the relevant tax configuration.
- Check that affected products and services map to the correct tax code.
- Test representative invoices dated before and after the effective date.
- Reconcile invoices with outward-supply return reporting and retain the notification and decision record.
7. Check current GSTR-1 Table 12 instructions before filing
GSTN’s Phase 3 advisory, applicable from the May 2025 return period, specifies 4-digit HSN reporting for taxpayers with preceding-financial-year aggregate annual turnover (AATO) up to ₹5 crore, and 6-digit reporting for taxpayers above ₹5 crore. It says HSN is selected from a dropdown rather than entered manually, describes separate B2B and B2C tabs in Table 12, and notes value validations that were initially in warning mode.

Why a software rate list is not enough
System updates can help with implementation, but they do not prove that a particular item is subject to a particular rate. For example, IRIS IRP release notes report that its production tax-rate master included a 40% rate on 21 September 2025. The same provider’s notes describe a validation relaxation from 1 February 2026 for qualifying RSP-based calculations when at least one line-item HSN is notified for RSP-based calculation and the document date meets the stated condition.
