How to Check GST Refund Status and Resolve a Delayed or Rejected Claim

The GST Portal tracks refund application processing; PFMS tracks bank validation and disbursal. Learn what to do for a deficiency memo, notice, failed validation or rejection.

Check the application stage on the GST Portal and the bank-validation or payment stage on PFMS: they track different parts of a refund. Start with the ARN, then use the status, form or failure description to choose the next step.

Where to check GST refund status

The GST Portal shows where an application is pending with the taxpayer or tax officer; PFMS shows bank-account validation and disbursal. One status does not replace the other. GSTN’s refund-tracking advisory explains that “validation of bank account takes place at two stages.”

GST Portal Application and officer or taxpayer processing stage, including associated communications. After login: Services > Refunds > Track Application Status; search by filing year or ARN. Before login: Services > Track Application Status, choose Refund, and enter the ARN. See the GSTN tracking advisory and GSTN functionality note.
PFMS Bank validation and disbursal movement. For validation after filing RFD-01, select GST Registered and enter the GSTIN or account number. After the officer issues RFD-05, check GST Successfully Processed; if no record appears, check GST Under Process for failure details. See the GSTN tracking advisory.

Use the ARN to identify the claim on the GST Portal. If the officer has processed it but payment has not arrived, check PFMS as well; the two services answer different questions.

What the status or refund form means

Use the actual notice, memo or order attached to the claim rather than relying on a short status label alone. These are the main branches and their next actions.

Stage or form Where to check What it means Next action
Awaiting acknowledgment or processing GST Portal, using the ARN; review notices and communications. The application is still in the application/officer workflow. Check for RFD-02 acknowledgment or an RFD-03 deficiency memo. CBIC’s refund rules provide for scrutiny of completeness of non-cash-ledger refund applications within 15 days; a complete application receives RFD-02, while deficiencies are communicated in RFD-03. This is a prescribed processing step, not a guarantee that every live case will meet the expected timeline.
RFD-03 deficiency memo GST Portal, in the claim’s communications. The application has a deficiency to correct; this is not a final decision on the claim’s merits. Correct the deficiencies and file a fresh RFD-01. CBIC Circular 59/33/2018-GST says the application with the deficiency memo is not further processed and no RFD-04 or RFD-06 order is to issue on that unresubmitted application. See the refund rules and Circular 59/33/2018-GST.
PFMS bank validation failed PFMS; read the failure description. The GST Portal bank-account guide also describes account status indicators. The bank information could not be validated, or a technical file-exchange error occurred. If the failure is technical, GSTN says the GST System is to correct the file-exchange error and send the details for revalidation. If bank details are incorrect, update the bank account in the refund application; the officer must reissue RFD-05. Check the GSTN tracking advisory and GST Portal bank-account guide.
RFD-08 show-cause notice GST Portal, in notices and communications for the claim. The officer proposes that all or part of the refund is inadmissible or not payable; it is not yet a final rejection. Submit a reasoned RFD-09 reply within 15 days of receiving the notice, with relevant supporting documents. The officer considers the reply and issues RFD-06. Under the refund rules, a claim may not be rejected without a reasonable opportunity of being heard. Keep the notice, receipt date, reply and supporting documents.
RFD-06 final order GST Portal; obtain and read the order and its reasons. GSTN’s functionality note records labels for refund sanctioned, partially sanctioned, or rejected in RFD-06. Historical labels may not exactly match the current interface. If the order rejects or reduces the claim, assess the reasons and verify the applicable statutory appeal route and deadline for that particular order. The GST Portal’s appeal FAQ gives a three-month period from communication of an appealable order, with possible condonation up to one further month for sufficient cause, but its guidance is framed around demand-order appeals; do not assume it determines the deadline for every refund order. See the GSTN functionality note.

Why a GST refund may be delayed

A claim can be delayed at different points: officer scrutiny, a request to correct deficiencies, PFMS validation, or payment processing after the order. Identify which system currently holds the next step before acting: the GST Portal for an application or notice issue, PFMS for bank validation or disbursal. A processed application on the GST Portal does not itself confirm that bank validation and payment are complete.

For a non-cash-ledger application, the CBIC refund rules prescribe scrutiny of completeness within 15 days and communication of a complete application or deficiencies through the relevant forms. The statutory interest clock is a separate issue and should not be treated as a general deadline for every stage of processing.

When interest may apply to a delayed refund

Section 56 of the CGST Act provides for interest where a qualifying refund under section 54(5) is not paid within 60 days from receipt of the application. The Act sets a general maximum rate of 6%. For a refund arising from an order that has attained finality, it sets a 9% maximum if payment is not made within 60 days after the consequent application. These are statutory ceilings, not guaranteed rates for every delayed claim: eligibility, the applicable notified rate and the relevant start date depend on the case and current rules. The refund rules provide for an interest order and payment advice in RFD-05 specifying the delayed amount, period of delay and interest.
