You can use AI on an Android phone without sending prompts to cloud inference, but the setup depends on what you want to do. Android’s AICore service powers selected on-device features on supported phones; for a general chat interface, install an app that downloads a model to your device. Download the app and model while online, then test the feature in airplane mode. Neither local inference nor an offline test alone proves an app never makes other network connections.
Choose between Android’s built-in AI and a local chat app

For a few integrated tasks, check AICore first. For back-and-forth conversations with a downloadable model, a local-model app is the more direct route. Google AI Edge Gallery is a source-backed starting point: its Google Play listing says it supports model downloads and custom imports, including current Gemma 4 support, and that inference happens on-device. The same listing says the app is in active development.

Check whether AICore is available on your phone
Google’s Android Help says AICore is available on Android 14 and higher, but that is a baseline, not a promise that every Android 14 phone has it or supports the same features. Google also says feature availability varies by device and manufacturer.

- Open System services and look for AICore.
If AICore is absent, that does not mean your phone cannot run any local AI. Try a compatible model app instead. Google says supported AICore task data remains on-device and is not sent to Google or the cloud. Initial model setup or updates may still need connectivity: Google’s Gemini Nano developer documentation says AICore model downloads are routed through Private Compute Services.

Set up a downloadable local model
- Choose an app. Install Google AI Edge Gallery from Google Play, or evaluate another local-model app based on its supported models, tasks, privacy disclosures, and device requirements.
- Connect to Wi-Fi and get the model. In AI Edge Gallery, download a model from the app’s list or load a compatible custom model. Model files can take substantial storage. Android’s developer distribution system allows an individual AI pack up to 1.5 GB compressed, but that is a distribution limit—not the size of every consumer model or a recommendation for users.
- Allow the model to load, then try a simple prompt. Ask for a short summary or a brief answer first. This helps distinguish a model that loads and responds from one that exceeds the phone’s practical memory or performance limits.
- Turn on airplane mode and repeat the prompt. If it responds, the tested inference path did not require a network connection. This test does not establish that every app feature, analytics process, update check, or crash-reporting function is offline.
Some app-specific memory guidance is available, but it is not universal. Thinai’s Google Play listing, updated April 22, 2026, recommends 4 GB RAM minimum and 8 GB for models with 2B or more parameters. Kenosis AI says its MiniCPM 5 1B floor model is intended for 4 GB RAM. These are vendor recommendations for their own configurations, not guarantees that another model will run well at the same memory level. Google AI Edge Gallery’s cited Play listing does not specify one minimum RAM figure.
Understand what “local” means for privacy
When a model performs inference on the phone, the prompt sent to that model is processed locally rather than sent to a server for that inference. Google describes this as a privacy advantage of on-device processing. It does not automatically mean the whole app has no network activity or collects no data.

Google AI Edge Gallery’s Play listing says inference runs on-device and does not require internet, while its data-safety panel says the app may collect app activity and app information and performance. Read the current listing and permissions for the app you choose; disclosures can change. Separate the question “Does this prompt go to cloud inference?” from “What other data might this app collect or transmit?”

Set realistic expectations for speed, quality, and storage
- Speed depends on the phone. Google AI Edge Gallery says performance depends on CPU and GPU. A model that technically loads may still respond too slowly for comfortable use.
- Model size and task matter. Local models can be useful for short summaries and simple drafting, but device hardware and the model constrain quality, context length, and capability. Do not assume parity with a leading cloud model across all tasks.
- Storage is part of the setup. The model must be downloaded or imported before offline use, and its files take space. The Android developer pack limit of 1.5 GB compressed applies to AI packs distributed through that developer system, not every model.
- Offline knowledge can age. A model used without a connection does not refresh its knowledge. Check current sources separately when accuracy depends on recent events or changing facts.
Google’s Android Developers Blog described one Jetpacker/Gemini Nano prompt-iteration example in which the team improved response time from 13 seconds to under 2 seconds. That result is specific to that development example; it is not a benchmark for ordinary Android phones, other prompts, or local-model apps in general.

What to check before relying on an offline AI app
- Does your phone meet the app’s stated Android, memory, and hardware requirements?
- Can the model be downloaded or imported, and does the app explain compatible formats and model licensing?
- How much free storage does the chosen model need?
- Does the specific task work after the model has loaded and the phone is offline?
- Do the app’s permissions and current Play data-safety panel fit your privacy expectations?
- Is the app experimental or actively changing, and can you tolerate feature or compatibility changes?
