How to Change App Permissions for Webcam Access in Windows 11 Privacy Settings

Windows 11 controls webcam access through Settings > Privacy & security > Camera. Here is how the device, Store app, and desktop app switches work, and what to check when an app still cannot use the camera.

To let an app use your webcam in Windows 11, open Start > Settings > Privacy & security > Camera, turn on Camera access, and then switch on the app. Windows labels the webcam controls “Camera,” and the exact switch you need depends on whether the app comes from Microsoft Store or is a traditional desktop program. Microsoft’s camera permissions documentation describes these controls, and the steps below follow it.

The three camera switches and what each one controls

Windows does not have one universal “webcam” toggle. Access is decided by layers, and an app needs every layer that applies to it. The table shows where each control sits and how far it reaches.

Control Where it appears What it governs Can you set it per app?
Camera access Settings > Privacy & security > Camera Whether users on the device can choose to allow apps to use the camera. This is the device-level gate. No. It applies to the whole device.
Let apps access your camera Same page, below Camera access Microsoft Store apps as a group. Yes. Each Store app in the list has its own switch.
Let desktop apps access your camera Same page, below the Store app list Desktop (non-Store) apps as a group, including browsers such as Microsoft Edge and video-conferencing apps such as Microsoft Teams. No. Microsoft states that camera privacy settings for desktop apps “can’t be changed at an individual desktop app level.”
Website camera permission Inside the browser’s own site settings Whether a specific website may use the camera in that browser. Yes, per website. Turning on camera access for Edge does not by itself grant any website permission.

The practical consequence is that a video call in a browser can fail even when the Windows switches are on, because the website still needs its own permission. Microsoft describes this separation in its Windows camera, microphone, and privacy overview.

Change the permission for a Microsoft Store app

  1. Select Start, then select Settings.
  2. Select Privacy & security, then select Camera.
  3. Turn on Camera access. If this switch is greyed out, see the administrator note below.
  4. Turn on Let apps access your camera.
  5. Scroll the app list under that switch and turn on the Store app you want to use the camera.

Expected result: the app appears in the list with its switch on, and the next time you start a camera session in that app, it can open the camera. If the app you need is not in the list, it is most likely a desktop program, which is covered next.

  • The adjustable universal clip lets you attach the camera securely to your screen or laptop, or fold the clip and set the webcam on a shelf. You’re always ready for your next video call.

Change the permission for a desktop app

  1. Open Start > Settings > Privacy & security > Camera.
  2. Confirm that Camera access is on.
  3. Turn on Let desktop apps access your camera.

This single switch covers every desktop app on the device as a group. Windows does not offer a per-program switch on this page, so you cannot allow Teams while blocking another desktop program through this screen. Microsoft also notes that desktop apps may not always appear in the list and may access the camera in some cases even when the shared control is off. Treat the switch as Windows’ available privacy control rather than a complete record of every desktop program’s behavior. Details are in the Manage app permissions for a camera in Windows article.

Allow a camera in a browser

For a website such as a web meeting or online camera test, Windows settings are only the first layer. Turn on the Windows switches described above for the browser, which is a desktop app, and then allow the specific website inside the browser. In Microsoft Edge, that site-level permission is managed in the browser’s own settings rather than in the Windows Camera page.

When the switch is greyed out or the app still cannot see the camera

  • Greyed-out switches. If Camera access or another switch cannot be changed, an administrator may have restricted it. Ask the device administrator to review the setting. Microsoft’s troubleshooting guidance also says to check whether group policy restricts camera access.
  • Hardware blocks. Check for a physical privacy shutter, a side-mounted camera switch, or a keyboard function key that disables the camera. If you use an external webcam, confirm that its cable is firmly connected.
  • Windows Camera app test. Select Start > Camera. If the Camera app shows video but a specific program does not, the problem is most likely that program’s own settings, not the Windows privacy page.
  • Security software. Third-party security software or a broken driver can block the camera even when every Windows switch is on. Check Device Manager for camera devices that show warning icons, and review your security software’s camera or device-protection settings.

Why an app may not appear in the list

Two situations explain most missing entries. First, the program is a desktop app, so it falls under the shared desktop switch instead of appearing as its own Store entry. Second, some apps do not access the camera directly. When an app opens the Windows Camera app to take a photo or record a video, it may never appear as an app with camera permission. Microsoft says the Camera app does not send captured images to the calling app unless the user explicitly selects the capture button.

Camera light and Windows Hello

Hardware varies on whether you can see that the camera is active. Some devices have a camera indicator light that turns on while the camera is in use. On devices without a light, Windows shows a notification when the camera turns on or off. Windows Hello sign-in is the notable exception: it can use the camera for sign-in even when Camera access is turned off, so turning that switch off does not disable face sign-in. Microsoft describes these behaviors in its Windows privacy settings that apps use documentation.

Quoting Microsoft’s wording

Microsoft’s camera permissions article states: “Camera privacy settings for desktop apps can’t be changed at an individual desktop app level.” Microsoft’s privacy overview states: “A camera and microphone let you make video calls, take photos, record videos, and use voice features.” Both are unattributed statements on Microsoft’s support pages, with no individual author named.
