Capture the preferences panel and post-choice screen as separate files when they matter. A screenshot shows what the interface looked like; it does not establish which cookies or scripts ran.
Prepare a reproducible first-visit view
- Use a fresh state. Open the site in a fresh browser profile, or clear its stored consent state so the initial banner appears. Do not assume a banner is absent just because it was dismissed previously.
- Record the context. Note the exact URL, date and time with timezone, browser and version, viewport dimensions, locale or region, and whether the session was fresh or had a prior consent choice. These details help a reviewer interpret or reproduce the image.
- Keep the page context visible. Position the page so the whole banner and enough of the underlying page are visible to identify where it appeared. Avoid cropping away button labels or other details relevant to the report.
For evidence handling, CNIL describes timestamped captures of the displayed interface on a mobile or fixed device for each site or app version as one possible method of retaining evidence. See CNIL’s explanation of evidence of consent.
Capture the banner with Chrome DevTools
Capture the banner area
- Open the relevant page in Chrome and confirm the banner is visible before interacting with it.
- Open the DevTools Command Menu and type screenshot.
- Choose Capture area screenshot, then drag around the banner and enough surrounding page context.
- Save the resulting image as the unaltered original.

Capture viewport, mobile, or full-page context
Use Device Mode when the report needs to show a particular viewport or mobile layout. In DevTools, enable Device Mode, choose the desired device or viewport, then use Capture screenshot for the visible viewport. Choose Capture a full size screenshot when the report needs the entire page rather than only what fits on screen. Chrome’s Device Mode guide describes these options.
Match the capture scope to the question: an area capture can make a banner legible, a viewport capture preserves its relationship to the visible page, and a full-size capture records the page beyond the fold. If responsive behavior matters, capture the relevant desktop and mobile views separately and record each viewport.
Capture each consent state as a separate file
Do not combine different interface states into one image. When relevant, capture and retain separate files for:

- The initial banner before any interaction.
- The preferences or details panel after opening it.
- The page after accepting or rejecting, with the action recorded in the filename or accompanying notes.
Use clear names such as initial-banner, preferences-open, and after-reject. Keep the original file unchanged. If you add arrows, labels, or other annotations for a report, save them as a separate copy and identify it as annotated.

Keep the original image with its timestamp and an evidence identifier, and associate it with the relevant site or app version. A hash and preserved code or configuration versions can supplement the image; CNIL also identifies regular audits and timestamped consent-management-platform configuration records as possible evidence methods in its evidence guidance.
A screenshot can document visible text, button labels, prominence, layout, and the state at the recorded time. It cannot, on its own, show whether a cookie was set, a script executed, or a network request occurred. Keep conclusions in the report within the evidence the image actually supports.

Add technical evidence for claims about cookie behavior
If the report says that trackers ran before consent or stopped after rejection, pair the screenshots with an authorized browser, network, or storage audit. CNIL lists regular audits as another evidence approach. For UK context, the ICO’s cookie guidance says non-essential cookies must not be set before consent; the requirements that apply depend on jurisdiction and technology. Consult the ICO cookie guidance and, for current UK guidance context, its announcement of finalized Storage and Access Technologies guidance.
CNIL’s French guidance gives the example that closing the banner, or taking an action other than explicitly accepting, should be treated as refusal. It also says the example is intended to help and that other methods may be used if they meet applicable requirements. Do not treat this French example as a universal rule; refer to CNIL’s compliance guidance and the rules relevant to the site’s jurisdiction.

The banner does not appear
The browser may still have a saved consent choice. Try a fresh browser profile or clear the site’s stored consent state, then reload and confirm the banner appears before capture.
The screenshot cuts off the banner or makes it hard to read
Use an area capture around the complete banner and nearby page context. For a different responsive layout, set the intended viewport in Device Mode and capture again; record the viewport used.
The image shows a different state than the report describes
Capture the initial banner before clicking. Record any subsequent action and save each resulting state separately rather than presenting a post-choice screen as the initial view.
The report claims a tracker ran based only on the screenshot
Limit the image-based finding to what is visibly shown. To support a claim about cookies, storage, scripts, or network requests, add an authorized technical audit or records that observe that behavior.
