How to Calculate Your Freelance Developer Hourly Rate: The Actual Maths

Calculate a cost-based hourly floor from your annual income target, overhead, tax provision and realistic billable hours—then assess market and project fit.

Calculate a sustainable freelance developer hourly rate by dividing the annual revenue your business needs by the number of hours you can realistically bill clients. Include your target compensation, business overhead, an appropriate tax provision and any reserve or profit target. This gives you a cost-based floor—not a universal market rate or an automatic quote for every project.

The formula: revenue required divided by billable hours

Minimum hourly rate = required annual business revenue ÷ realistic annual billable hours

Build the two inputs consistently:

  • Required annual business revenue = target pre-tax personal compensation + annual business overhead + tax provision not already included + chosen reserve or profit.
  • Annual billable hours = billable hours per week × billable weeks per year.

Count only time you expect to charge clients for. Proposals, sales, invoicing, bookkeeping, unbilled client communication, professional development, illness, vacation and gaps between contracts all reduce the hours available to bill. SCORE cautions that “the number of billable labor hours” is not the same as “the number of available hours in a year” (SCORE, “Pricing your Service – SCORE 7.01,” May 27, 2021).

Keep the income and tax assumptions consistent

If your income target is pre-tax, add a separate tax provision to the revenue requirement. If the target is personal take-home after tax, estimate the taxes and deductions that apply to you and work backward from that net amount before adding business costs. Do not add tax twice. This is a planning method, not tax advice; your calculation depends on your location and circumstances.

Worked example: calculate a cost-based floor

Suppose your assumptions are $90,000 in annual pre-tax personal compensation, $12,000 in annual business overhead and a $3,000 reserve. You expect to bill 25 hours a week for 46 weeks:

  1. Revenue needed before a separate tax provision: $90,000 + $12,000 + $3,000 = $105,000.
  2. Realistic annual billable hours: 25 × 46 = 1,150 hours.
  3. Cost-based floor before a separate tax provision: $105,000 ÷ 1,150 = about $91.30 per billable hour.

These are illustrative inputs, not a developer average or a rate recommendation. If your plan requires a separate tax provision, include it in the numerator: ($105,000 + estimated tax provision) ÷ 1,150.

SCORE’s 2021 service-pricing article gives about 1,200 annual billable hours as an example for established consultants. That is not a developer-specific estimate; use your own work calendar rather than adopting it as a standard (SCORE, “Pricing your Service – SCORE 7.01”).

Estimate the annual revenue you need

Choose a personal compensation target

Decide whether the target is pre-tax compensation or personal take-home after taxes. Account consistently for benefits and costs you need to fund yourself, such as health insurance, retirement savings and paid leave. A freelancer’s target is not automatically equivalent to an employee’s salary: the business may need to pay costs and cover time an employer would otherwise provide.

List business overhead

Estimate annual recurring and irregular costs required to operate. Depending on your business, these may include development and collaboration software, cloud services, equipment, internet and phone, insurance, accounting, legal services, marketing, payment or platform fees, workspace and training. Separate one-off purchases from recurring expenses and allocate them over a sensible period.

SCORE describes overhead as indirect operating expenses and gives examples including insurance, legal and accounting fees, telephone and advertising (SCORE, “Pricing your Service – SCORE 7.01”). For U.S. tax reporting, the IRS generally requires a business expense to be both ordinary and necessary to be deductible. Tax deductibility is a separate question from whether a cost belongs in a sustainable pricing plan (IRS Publication 535, Business Expenses).

Make a jurisdiction-specific tax provision

Tax rules depend on location, business structure, income and personal circumstances. For U.S. sole proprietors and independent contractors, IRS Topic 554 says self-employment tax generally applies when net earnings are $400 or more. The IRS describes net earnings as generally 92.35% of net self-employment earnings and gives a 15.3% rate for Social Security and Medicare taxes; it also explains that one-half of self-employment tax may be deducted when calculating adjusted gross income. These are federal self-employment-tax details, not a complete income-tax estimate or a universal freelancer tax rate. Check current rules for the applicable tax year and consult a tax professional for a personal calculation (IRS Topic No. 554, Self-Employment Tax; IRS, Self-Employment Tax (Social Security and Medicare Taxes)).

The IRS distinguishes business income from profit after expenses: expenses are subtracted to determine net profit or loss (IRS Publication 535, Business Expenses; IRS Topic No. 554).

Decide whether to include a reserve or profit target

A reserve can help cover slow months, late payments, equipment replacement, professional development and other variability. State whether your revenue target includes a reserve or profit amount so you do not count it twice. SCORE recommends using cash-flow projections to check whether rates can cover operating costs and unexpected dry spells (SCORE, “Pricing Your Products and Services”).

Estimate realistic billable hours

Begin with the working weeks you expect after vacation, holidays and likely illness. Then estimate client-billable hours in an ordinary week—not total working hours or time at your desk. Account for non-billable business work and anticipated gaps between contracts. If you have time records, use them; revise the estimate after several months of actual work. An overly optimistic billable-hours estimate makes the calculated floor artificially low.

Check the floor against your market and client value

The cost-based calculation answers, “What rate would support this income target and workload under these assumptions?” It does not establish what every client will pay. Compare your offer with developers serving similar clients, regions and technology stacks, and with similar experience, scope and delivery risk. The sources here do not establish a representative current hourly-rate benchmark specifically for freelance developers, so there is no evidence-based universal rate to substitute for your own calculation.

Use other pricing approaches as separate reference points. SCORE describes cost-plus pricing as a baseline, competitor pricing as a benchmark, and value-based pricing in relation to client outcomes (SCORE, “Pricing Your Products and Services”). Competitor prices are a reference, not a ceiling; client value and the outcome you deliver may also matter.

  • If clients consistently reject quotes: review your target customer, scope, positioning, sales process and assumptions as well as your price.
  • If demand fills your capacity and you are declining work: consider testing higher rates or narrowing your scope. Treat this as a business signal, not an automatic rule.

When project pricing makes more sense

A fixed project price can suit work with clear scope and outcomes. Make sure it covers the same overhead, taxes, non-billable effort and uncertainty as your hourly floor; do not calculate it from coding hours alone. Define the terms that control scope and payment:

  • Deliverables and exclusions
  • Assumptions and acceptance criteria
  • Revision limits and change-control process
  • Payment timing

Choose hourly, retainer or fixed-project pricing based on uncertainty, predictability, who carries scope risk and what fits the client’s needs. None is the single correct method for every engagement.

Recalculate when the underlying assumptions change

Update the calculation when your expenses, billable capacity, applicable tax rules or type of work changes. A rate is only as useful as the assumptions behind its annual revenue target and billable-hours estimate.
