Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Cache registry responses according to their HTTP freshness instructions, then revalidate stale entries with conditional requests instead of downloading unchanged bodies again. Keep validators such as ETag, honor Cache-Control, and adapt request frequency to the specific registry: there is no universal public-registry quota or safe request rate.
How registry caching reduces repeat requests
A cache stores a response so an identical request can be served without contacting the registry while the response remains fresh. When it is no longer fresh, a client can ask whether the stored representation has changed. If not, the registry can return 304 Not Modified; the client reuses its saved body rather than downloading it again.

Freshness is not a one-size-fits-all time-to-live. Follow the response’s Cache-Control directives and applicable HTTP caching rules. A stale response is not automatically safe to serve: RFC 9111 restricts reuse when explicit directives prohibit it and permits stale responses only in specified circumstances. See RFC 9111.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsUnderstand no-cache and no-store
no-cachegenerally means the response must be validated before reuse; it does not mean the response cannot be stored.no-storeinstructs caches not to store the request or response, or use that response for another request.
Do not treat the directives as interchangeable. Preserve the response metadata needed to apply these rules when deciding whether an entry can be reused.

Use conditional requests to refresh cached entries
Save an ETag when the registry supplies one. When the cached response needs validation, send a conditional GET with If-None-Match. RFC 9110 describes this as a way to update cached information efficiently with minimal transaction overhead; when the representation still matches, the server can answer with 304 Not Modified. RFC 9110, Section 13.1.2.
If there is no entity tag, use If-Modified-Since when a last-modified validator is available. If both validators are sent, RFC 9110 gives If-None-Match precedence.
What to do with each response
- Fresh cached response: reuse it without an upstream request, subject to its caching directives and request identity.
304 Not Modified: keep the cached body and update stored metadata as appropriate.- Changed
200response: replace the cached representation and its validators. - Errors or
404: handle according to the endpoint’s meaning and policy; do not assume every error should be cached, and keep authorization-sensitive data out of shared caches.
Build a cache around the full request identity
A cache key must distinguish requests that can produce different representations. At minimum, account for the full URL and relevant Vary dimensions. Isolate authenticated or tenant-specific responses so one user cannot receive another user’s data. Store the body, status, relevant response headers, freshness metadata, and validators, and apply HTTP caching rules rather than choosing an arbitrary long-lived TTL.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Coalesce simultaneous requests for the same cache key so that a burst of identical misses triggers one upstream request rather than many. If the registry offers a feed or update mechanism that meets the need, use it instead of repeatedly polling individual endpoints.
Respond to rate limits and transient failures
There is no single request rate that is safe across public registries. Quotas and enforcement differ by service and may change. On 429 responses or transient failures, reduce concurrency and request frequency, use bounded exponential backoff with jitter, and honor Retry-After when it is present. Do not assume every registry sends that header or returns the same kind of error body.
Use a distinctive User-Agent when a registry asks for one, avoid bursts of thousands of requests in a few minutes, and spread repeat work over time where possible. Prefer feeds or mirrors for workloads that otherwise generate frequent checks or large numbers of downloads.

Registry guidance and documented limits
PyPI
PyPI’s API documentation says API requests are cached. JSON, RSS, and Index API responses provide ETag, and the documentation asks repeat clients to respect it. Those responses also expose X-Cache and X-Cache-Hits. PyPI says its APIs currently have no edge rate limiting because of caching and CDN use, but XML-RPC may be limited if use degrades service, and PyPI reserves the right to prohibit irresponsible use. This is PyPI-specific guidance, not a general guarantee for other registries. PyPI recommends RSS for periodically checking for new packages or updates and says new integrations should not use XML-RPC, which is planned for deprecation. PyPI API introduction.
npm
The npm Registry API documents package metadata endpoints such as GET /{package} and GET /{package}/{version}. The public registry is npm’s default, but npm can be configured to use a compatible registry. These documents establish API shape and configuration flexibility; they do not establish a universal request quota for the public registry. npm Registry API and npm registry configuration.
Docker Hub
Docker Hub’s usage page lists 100 image pulls per six hours for unauthenticated users, counted per IPv4 address or IPv6 /64 subnet, and 200 pulls per six hours for authenticated Personal users. Its table shows authenticated Pro, Team, and Business categories as unlimited, but fair-use restrictions still apply. These figures and plan conditions are from Docker’s usage page accessed in 2026 and may change; check the live policy before relying on them. Docker also documents a separate abuse limit that applies across account levels, varies with load, is enforced per IP range, and returns a simple 429. The pull-limit error is longer and links to the policy page. Docker Hub usage and limits.

When a mirror or proxy cache makes sense
For an organization that repeatedly downloads packages or images, a mirror or proxy cache can reduce duplicate upstream traffic and centralize caching. PyPI explicitly suggests considering an index mirror or cache for organizations or services downloading many packages; npm supports compatible registries. Choose based on the ecosystems you need, freshness and invalidation controls, authentication and tenant isolation, availability and recovery, operating effort, and the operator’s current terms. A mirror is not automatically fresher or more reliable than direct access, so make invalidation and emergency refresh behavior explicit.
Monitor cache-hit ratio, upstream request rate, age of served data, errors, and storage use. These measures help show whether the cache is reducing upstream work without concealing stale-data or availability problems.
