These protections vary by seller, marketplace, item, and location.
1. Set your needs and total budget
Start with what the computer must do, whether you need to carry it, and the most you can spend overall. Those answers help determine the right type of computer and configuration. There is no single minimum specification or best-value model for every buyer: suitability depends on your workload, budget, and the options available in your market.

2. Verify the exact computer being offered
Ask for the manufacturer, model, configuration, included accessories, and a clear description of its condition. Check whether photographs show the actual computer or a generic product image. If important details are unclear, ask the seller and keep the answer in writing. The U.S. Federal Trade Commission advises buyers to review a listing’s description and photos and contact the seller with questions: FTC guidance on avoiding scams.

A very low price on an expensive brand-name computer can be a warning sign, but price alone does not prove that a listing is fraudulent. Confirm the details and the route to a remedy before paying.

3. Find out what “refurbished” means
“Used” and “refurbished” describe different sale contexts, but neither label by itself tells you what testing was performed, how long the computer may last, or what recourse you have if it fails. Ask what was inspected, repaired, replaced, or restored, and request the specific warranty and return terms.
For example, Dell describes inspection and testing in its refurbishment process, while noting coverage terms that buyers should check for the particular unit. Microsoft’s U.S. store describes its Certified Refurbished products as professionally inspected, tested, and restored, with product- and market-specific terms. Those descriptions are not a guarantee about other sellers, products, or regions. 4. Inspect and test the actual machine if you can
For an in-person purchase, compare the computer’s visible condition with the listing and ask to see that it starts and operates for the tasks you intend to perform. A brief inspection can reveal a mismatch or obvious problem, but it cannot rule out hidden faults. There is no universal battery-health threshold or short diagnostic check that applies to every computer model.

5. Check your options if something goes wrong
Before paying, find out who handles returns and warranty service, what the coverage excludes, how long it lasts, and what deadlines apply. For an online marketplace, check whether the marketplace handles cases such as misdescription or non-delivery, whether the specific seller and item qualify, and how and when to file a claim. Some marketplaces leave payment, returns, and disputes to the buyer and seller.

The FTC recommends safer payment methods such as credit cards or secure payment systems with buyer protections. Protections depend on the method and transaction, so check the applicable terms rather than assuming a payment will be reversible: FTC payment and scam guidance. Save the listing, seller messages, warranty, and receipt.
6. Compare the complete offer, not only the price
Use the same criteria for each computer you are considering. A private sale may cost less but offer fewer remedies; a refurbished computer may come with documented testing and written coverage. Neither route is automatically more reliable, and the evidence does not support a universal price premium for refurbished computers.

| Fit | Does the configuration suit your intended work, and is the computer portable enough for your needs? |
| Identity and condition | Is the exact model identified? Do the condition description and actual-item photos match? |
| Testing and preparation | What did the seller or refurbisher inspect, repair, replace, or restore? |
| Recourse | What warranty and return or refund window apply? Who handles a problem, what exclusions apply, and what deadlines must you meet? |
| Total cost and uncertainty | What is the price including shipping? Are accessories missing or repairs needed? What is known—and unknown—about the computer’s condition? |
Compare the answers alongside the price. A low asking price is not proof of good value if the configuration is unsuitable, important items are missing, or the terms leave you with little recourse.

Consumer guidance and legal protections differ by country. FTC advice is U.S.-specific; Microsoft’s cited Certified Refurbished page is for its U.S. store.
