Build the approval gate into the deployment pipeline: require a reviewed, versioned change artifact, a target-specific plan, automated validation, a named owner, and a recovery path before production changes proceed. Roll out in small, observable stages, preserve compatibility between application versions, and define when to stop, roll forward, restore, or invoke incident response. These practices are best established for database migrations; apply them to other persistent storage only when it has comparable versioned changes, compatibility needs, and recoverable state.
What an approval gate should decide
A gate is a recorded decision point in a repeatable pipeline, not a reminder to “be careful.” It decides whether a specific artifact may change a specific target, based on evidence and the risk that remains. Automated checks should answer what they can; an accountable approver should review the operational judgment they cannot.

AWS Well-Architected puts the recovery requirement plainly: “A backout plan should be a requirement in the change model.” That does not mean every storage change can be undone. It means the change model must say what happens if it fails, including when the answer is forward repair or incident response rather than reversal.
Evidence to have ready before approval
- Artifact and target: identify the version-controlled migration or infrastructure change, its change request, intended target or cohort, and canonical source of truth. Record which version has been applied in each environment.
- Inspectable plan: show the generated migration or per-target plan, including destructive operations, affected resources, data movement, expected storage impact, and lock or downtime implications. Review generated statements, not just the source model.
- Validation results: include syntax and policy checks, migration-history consistency, target-state and drift checks, integration tests, and application compatibility checks for the relevant before-and-after states.
- Test conditions: record the data and topology used. Test with production-like, privacy-scrubbed data and a representative system layout. For a multi-node production database, DORA recommends testing on at least two nodes.
- Recovery statement: specify what can be automatically reversed, what needs a forward fix or restore, what data could be lost, and who owns each recovery action.
- Rollout and observation plan: state the initial target or cohort, health signals, stop conditions, who or what can halt progression, and how long the prior application or environment must remain viable.
Who approves, and when
Allow automatic progression only when the change has adequate automated testing, monitoring, and credible failback for the affected workload. Otherwise, pause for a named operator or owner to judge the evidence. Increase scrutiny for broad blast radius, destructive operations, uncertain reversibility, or weak recovery options; keep the initial scope as small as practical.

For high-impact changes, organizations may require a reviewer other than the author. Protected branches, required code review, least-privilege deployment credentials, serialized deployments to a shared migration target, and an audit trail of artifact version, approval, test results, target, and outcome are useful controls. The exact separation and policy should reflect the organization’s risk and regulatory requirements.
How to make the change safe to roll out
Use one source of truth and establish the actual state of each target before applying a change. Migration-based systems should have a known migration-history baseline; state-based systems should generate and inspect changes against each target. Reconcile drift first: an unexpected target difference can turn a generated plan into a destructive operation. Redgate Flyway’s guidance on multi-database rollouts, updated August 18, 2026, emphasizes baselines, drift checks, and consistent change management.

Keep applied artifacts immutable
Once a migration has run in production, preserve its contents and its history or checksum. If it was wrong, issue a subsequent migration or compensating change rather than editing the record of what ran. DORA’s database change-management guidance and the Flyway rollout guidance both support versioned changes and a record of what was applied where.
Expand, migrate, then contract
- Expand: add the new column, table, or other structure while leaving the old one in place. The old application must continue to work during this stage; the new application must tolerate the old state wherever rollout order requires it.
- Move application behavior: deploy code that can use the new structure, then shift reads and writes in observable stages. Keep both versions compatible for the period in which they may coexist.
- Backfill gradually, if needed: migrate existing data in controlled batches, monitoring correctness and capacity. Define conditions for pausing before the backfill begins.
- Verify before cleanup: check health and data invariants; a successful deployment command alone is not evidence that the data is correct.
- Contract later: remove the old structure in a separately reviewed change only after all readers and writers have moved and rollback to the older application is no longer required.
This expand-and-contract sequence can make application rollback possible without database rollback, but it requires the old and new structures—and often the application code—to coexist temporarily. DORA describes that trade-off: keeping both structures can preserve application rollback options at the cost of added application complexity.

How to roll out and respond when health changes
Deploy to a limited cohort first, then advance only when the agreed signals remain healthy and the data checks pass. Choose signals that reflect the change’s risks, such as errors, latency, capacity, migration progress, or relevant data invariants. The gate should define a threshold and a stop action in advance, rather than leaving operators to invent them during an incident.
- Establish the baseline: inspect target state, migration history, and drift before deployment. Resolve unexplained differences before trusting a generated plan.
- Apply to the initial target: use the approved artifact and deployment identity, and preserve the target and outcome in the audit record.
- Observe and validate: check service health and data invariants against the gate’s criteria. Pause if any stop condition is met.
- Choose the recovery branch: restore the previous application only if it can safely consume the current data; otherwise use the predeclared forward-fix, restore, or incident path.
- Expand the rollout: proceed to the next cohort only after the current one meets the defined health and correctness criteria.
AWS Well-Architected recommends monitoring successful and reversed changes to find opportunities to improve the change process, rather than using outcomes to assign blame.

Choose a recovery strategy that matches the change
“Rollback” can mean reverting application code, reversing a schema operation, switching traffic to another environment, or restoring data. Those actions are not interchangeable. Choose the recovery strategy by asking whether the old application can interpret current data, whether writes have occurred in a new format, and whether the previous environment has current data.
| Approach | When it fits | Main constraint |
|---|---|---|
| Application rollback with a compatible schema | The schema remains compatible with the older application, as in a staged expand-and-contract migration. | Old and new application versions may need to coexist, increasing application complexity until cleanup is safe. |
| Blue/green traffic switch | A previous environment can take traffic while the changed environment is isolated. | The prior environment must have current data. With shared storage or divergent writes, establish synchronization or a forward-recovery route before switching back. |
| Forward repair or compensating change | The change cannot be safely undone, or new-format writes make reversal unsafe. | Traffic may need to remain on the changed version while a corrective change is developed and applied. |
| Restore or continuity procedure | The change has removed or corrupted information that cannot be reconstructed by a forward fix. | The appropriate recovery mechanism depends on the storage system and its recovery objectives; it must be specified and tested for that system. |
A backup or snapshot is not, by itself, a tested rollback plan. Define the applicable recovery point and recovery time objectives, then validate that the chosen platform and procedure can meet them. The reviewed AWS guidance also recognizes that some changes cannot be backed out and may require incident management or business-continuity response.
Adapt the gate to the storage system
The strongest guidance here concerns relational database schema and data changes. AWS’s blue/green guidance highlights data freshness and shared-storage concerns; AWS Prescriptive Guidance presents a Terraform CI/CD pipeline for SQL Server migrations to Amazon RDS as an implementation example, not a universal design. Supabase’s migration documentation describes a platform-specific history, local testing, coordination, and remote deployment workflow, and CLI behavior can vary by version.
For another persistent store, first establish whether changes are versioned, whether old and new application versions can safely coexist, how writes stay consistent across environments, and what recovery mechanism is available. If those properties differ, adapt the gate and recovery plan to the store rather than assuming database migration steps transfer directly.
Quick Recap
Review questions before enabling production automation
- Is the exact artifact, target, and source of truth identified, and can the team tell what version is applied in each environment?
- Can a reviewer inspect the target-specific plan and see destructive work, data movement, downtime risk, and expected storage impact?
- Do automated checks cover drift, migration history, production-like data, representative topology, and application compatibility?
- Are the approver, rollout owner, stop conditions, and halt authority explicit?
- Does the recovery plan distinguish application reversal from data or schema recovery, and account for writes made during the rollout?
- Has the team tested the recovery mechanism against its storage system’s recovery objectives?
