Build the inventory in your release pipeline by combining package-manager data, source or binary scanning, and a version-specific Software Bill of Materials (SBOM). Validate each artifact, record how it was collected, and feed the component data into vulnerability and license workflows. An SBOM improves visibility; it is not proof that every component was found or that the software is secure.
What an open-source software inventory actually contains
An open-source software inventory is a maintained record of the third-party and open-source components that make up a project. It should identify components, versions, suppliers or authors when available, licenses, and the relationships between components. For a release, it should also preserve enough information to answer a simple question later: which components were present in this exact version of the software?

An SBOM is the machine-readable artifact that usually carries this information. The National Telecommunications and Information Administration (NTIA) described an SBOM in its 2021 minimum-elements report as a formal record containing component details and the supply-chain relationships involved in building software. That makes an SBOM an evidence and exchange format, not a security verdict.
- Inventory: the operational record your team maintains over time.
- SBOM: a structured file representing components and relationships for a defined product, build, or installation.
- Scanning: a collection method that discovers dependencies, files, licenses, or other signals from source code, build outputs, or installed software.
NTIA’s minimum-elements framing groups expectations into three areas: the data fields an SBOM contains, support for automation, and the practices and processes used to request, produce, and consume SBOMs. A useful implementation addresses all three rather than treating file generation as the entire program.

Define the inventory boundary before scanning
The most important design decision is what the inventory is supposed to represent. A source dependency graph, a compiled release, and software installed on a device are related but not identical views. Write the boundary into the pipeline and into the SBOM metadata so consumers know what they are looking at.
Source and dependency inventory
This view starts with manifest and lock files, package-manager records, build-system declarations, and vendored source. It is the best place to preserve declared version constraints and transitive dependency relationships. It can also reveal development-only or test dependencies that never ship, so label those scopes instead of silently treating every declared package as runtime code.
Built-release inventory
A release SBOM describes the artifact produced by a particular build: for example, a library package, container image, installer, or application bundle. Tie it to an immutable release identifier, commit, build number, and digest where your process supports those fields. This is the record most incident responders need when they ask whether a published version included an affected component.

Deployed or installed-software inventory
An installed-software view represents what exists on a host, image, appliance, or customer environment after packaging and installation. It may include operating-system packages, plug-ins, and components added by the deployment platform. This scope is closest to the software that is actually running, but it can be harder to connect back to source-level dependency intent.
Use more than one view when necessary
Projects with significant packaging or deployment layers often need both a source/build SBOM and a post-build or installed-software record. Do not merge them into an apparently complete list without preserving each collection point. A consumer should be able to tell which entries came from manifests, which came from scanning, and which were added during packaging or deployment.
Build the inventory in a repeatable pipeline
The following workflow turns one-off scanning into a release-controlled process. The exact scanner or build integration can vary by ecosystem; the control points should remain stable.
1. Establish ownership and required fields
Assign an owner for the inventory, define who approves exceptions, and decide which consumers will use the data. Security may need vulnerability identifiers and affected-version matching; legal or compliance teams may need license expressions and notices; engineering may need dependency edges and package coordinates.

- Component name and version.
- Supplier, author, or origin when available.
- Unique identifiers supported by the chosen format and ecosystem.
- License information and any unresolved license status.
- Direct and transitive dependency relationships.
- Package or artifact hashes when your toolchain can calculate them.
- The product, release, build, commit, and collection timestamp represented by the file.
- The collection method, such as manifest extraction, source scan, binary scan, or installed-package query.
Document whether development, test, optional, vendored, and runtime components are included. A field that is consistently marked unknown is more useful than a field that is silently guessed.

2. Collect dependency data from manifests and the build system
Start with package-manager and build-system data. Manifest files provide declared dependencies, while lock files usually provide the resolved versions and transitive graph used for a reproducible build. Capture the files or generated records as pipeline inputs, and retain the collection stage in the build log.
Build-native generation is valuable because it runs where the dependency manager already knows the resolved graph. NTIA’s Software Suppliers Playbook describes producing SBOMs through build and CI/CD processes and distinguishes that approach from source and binary scanning. If the build resolves a package differently for different platforms, produce separate artifacts or clearly record the platform-specific scope.
3. Add source scanning where it answers a real question
Source scanning can identify copied or vendored code, license text, embedded libraries, and components that do not appear cleanly in a package manifest. It is particularly useful when a project contains generated code, manually imported source, multiple languages, or incomplete dependency metadata.
Record the source revision scanned and the scanner configuration. A source scan may report code that is present in the repository but excluded from the shipped product, so mark the result as source scope rather than presenting it as a runtime list.
4. Add binary or package scanning for the shipped output
Scan the built package, image, installer, or executable when the question is what actually shipped. Binary scanning can find libraries introduced during packaging and can catch differences between declared dependencies and the final artifact. It may not retain the full source dependency graph or explain why a component is present.
Keep the output tied to the exact artifact digest or release file. If a package is rebuilt without a source change, treat it as a new build record when its contents or provenance differ.
5. Generate an SBOM for every release
Generate the SBOM in CI/CD or through a tool integrated with the build and dependency manager. Produce it after dependency resolution and, when appropriate, produce an additional artifact after packaging. Store the file beside the release metadata, not only in a temporary workspace.

For example, a repository might use a pattern such as project-2.4.1-runtime-cyclonedx.json and project-2.4.1-source-spdx.json. The pattern is illustrative; the important property is that a reader can identify the release and collection scope without opening the file.

If a later stage enriches the SBOM with binary findings, license evidence, or deployment packages, preserve the original build context and record what was added, by which process, and when. Do not overwrite the only copy of the source-generated artifact.
6. Validate syntax, semantics, and release identity
Validation has three layers:
- Syntax: confirm that the file is well formed for its declared serialization, such as JSON, XML, or tag-value text.
- Format: run the validator for the selected SBOM standard and check required fields, identifier syntax, and relationship structures.
- Content: verify that expected components and dependency edges are present, the release identifier matches the artifact, and no empty or contradictory records were introduced.
CISA’s August 2024 recommendations for managing open-source software and SBOMs identify validation and conversion tooling for SPDX and CycloneDX. Use those capabilities as gates or scheduled checks, but do not mistake a file that passes schema validation for a complete inventory. Human review is still needed for ambiguous licenses, duplicate components, unexpected packages, and scope errors.
7. Publish to the people and systems that consume it
Security teams can use component data to match known vulnerabilities. Legal and compliance teams can use license fields and relationship context to review obligations. Engineering teams can use the graph to understand upgrade impact. Publish the SBOM through the channels appropriate to those consumers, with access controls for sensitive product or deployment information.
Keep the original artifact immutable. If you correct a component or add evidence, publish a new revision with a change note and retain the prior version for auditability.
8. Regenerate when the represented software changes
Regenerate on every release and whenever a dependency, build configuration, packaging step, or base image changes in a way that could alter shipped contents. Retain enough historical context to reconstruct the inventory for an older release. A current SBOM cannot answer a historical exposure question if the previous artifact was discarded.
Choose an SBOM format by use case
SPDX, CycloneDX, and SWID are all established options covered by NTIA’s SBOM resources. None is a universal winner. Select the format that your producers, consumers, exchange partners, and validation tools can use reliably.
| Format | Strength emphasized in NTIA’s format survey | Good fit | Decision questions |
|---|---|---|---|
| SPDX | Structured software-package and licensing information with broad industry use. | License management, supplier exchange, and workflows that already accept SPDX identifiers or documents. | Can your legal, security, and repository tools ingest the SPDX version and profile you plan to produce? |
| CycloneDX | Automation-oriented component identity and dependency information. | CI/CD generation, vulnerability workflows, and machine-to-machine exchange across build systems. | Do your scanners and downstream platforms support the needed CycloneDX specification version and component types? |
| SWID | Installed-software identification and inventory-oriented tagging. | Products and environments where installed software needs to be identified and managed. | Does your target consumer expect SWID tags, and can it connect installed identities to your release and vulnerability records? |
Before standardizing, compare the formats against your actual workflow:
- Scope: source/build, binary, deployed, or installed software.
- Build integration: whether the format can be produced at the dependency-resolution point without manual work.
- Identifiers: support for the package coordinates and hashes used in your ecosystems.
- Relationships: ability to represent direct, transitive, optional, and data-file relationships you need.
- Exchange: compatibility with customers, regulators, suppliers, and internal platforms.
- License and vulnerability processing: whether your existing tools can parse and normalize the fields.
- Validation and conversion: availability of reliable validators and translators for the format version you select.
- Release association: ability to attach the artifact to an exact product version and build.
Some organizations produce one primary format and convert it for a particular consumer. If you do that, retain the original and record the conversion tool, version, date, and any information that could not be represented in the target format.

Design the CI/CD controls around evidence
A practical pipeline separates discovery, generation, verification, and consumption. The stages below can be implemented in one job or several, but each should leave an auditable result.
| Pipeline stage | Evidence to retain | Typical failure to catch |
|---|---|---|
| Dependency resolution | Manifest, lock file, package-manager output, platform and repository settings. | Different versions resolved on different runners or platforms. |
| Source collection | Commit identifier, included paths, scanner configuration, findings and exclusions. | Vendored or copied code absent from the dependency graph. |
| Build and packaging | Build identifier, output digest, base image or package inputs, build logs. | Components added or removed after dependency resolution. |
| SBOM generation | Original SBOM, generator name and version, format and specification version. | Artifact describes a different release or silently omits relationships. |
| Validation | Validator result, warnings, review decisions, and corrected revision. | Malformed identifiers, missing required fields, or invalid relationships. |
| Publication and use | Release association, access record, vulnerability or license import status. | File exists but is never consumed by operational processes. |
Decide which findings block a release. A malformed SBOM or a mismatch between its release identifier and the shipped artifact should normally fail the pipeline. An unresolved license or an unclassified binary may require a human decision instead of an automatic pass or fail. Write those rules down so treatment does not change from release to release.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Turn the SBOM into vulnerability and license workflows
An SBOM becomes useful when its component records are matched against other processes. Import the component identifiers into vulnerability management, normalize aliases where necessary, and track whether a reported issue affects the versions you ship. Keep the original SBOM as the evidence for the match; a later vulnerability database update should not rewrite historical release context.
Recommended Free Tools
For licensing, separate detected text from a confirmed conclusion. A scanner may identify a license notice, expression, or likely match, while legal review determines the obligation for your distribution model. Preserve unresolved or conflicting findings instead of replacing them with a convenient license label.
Use dependency relationships to prioritize work. A vulnerable package that is only present in a test tool has a different operational path from one included in the runtime image. The relationship graph can also show whether upgrading a direct dependency will remove several transitive components.
Understand what scanning and SBOMs cannot prove
An SBOM improves visibility, but it does not establish that every component was detected, that every vulnerability is known, or that the software is secure. The result is bounded by the collection method and the evidence available to the tool.
- Source-only limitation: the repository may contain code that is never compiled or shipped.
- Binary-only limitation: a post-build scan may identify shipped libraries but lose source-level dependency context, optional-feature intent, or license provenance.
- Obfuscation and generated code: compiled or transformed output can make identification difficult.
- Unresolved identity: two scanners may describe the same component differently, requiring normalization or review.
- Incomplete metadata: a package can be present without a reliable supplier, license, or version field.
- Temporal limitation: the SBOM describes the artifact and collection time it records; it does not automatically reflect later rebuilds or newly disclosed vulnerabilities.
State the scan point and method in the artifact metadata or accompanying release record. Avoid phrases such as “complete inventory” unless a tested process establishes exactly what that claim covers.

The SBOM has fewer components than the lock file
Check whether the generator excludes development or optional dependencies, whether the build used a different platform lock section, and whether vendored code is outside the package-manager graph. Compare the resolved dependency output with the SBOM and document intentional exclusions.
Best Value
The SBOM contains packages that are not in the release
Determine whether the artifact was generated from source declarations before pruning, or whether test and build tools were bundled accidentally. Generate a runtime-scoped artifact after packaging and label the broader source or build artifact separately.
Vulnerability matching produces many false negatives
Inspect component identifiers, versions, namespaces, and hashes. A name-only record may not match a vulnerability database entry that expects an ecosystem-specific coordinate. Improve identifier coverage, preserve alternate identifiers where the format supports them, and review ambiguous matches manually.
License results conflict across scanners
Compare the evidence each scanner used: manifest metadata, license files, source headers, or binary signatures. Keep the conflicting observations, identify the authoritative review decision, and record why one interpretation was accepted.
The validator passes but consumers reject the file
Check the specification version, profile, serialization, and fields supported by the receiving system. A document can be valid for a standard while still using optional features or component types that a particular consumer does not implement. Test the exchange path with the same versions used in production.
The release cannot be reconstructed later
Store the SBOM immutably with the release, include the commit and build identifiers, and retain the generator and validator versions. If an enrichment process creates a new revision, preserve the original rather than replacing it.
Set a sustainable maintenance policy
Assign a cadence and triggers instead of relying on individual memory. Regenerate for every release, dependency update, base-image change, packaging change, and build-system change that could affect contents. Schedule periodic reviews of scanner rules, format versions, identifier mappings, and downstream import jobs.
Keep a change history that distinguishes:
- A new software release.
- A corrected or enriched SBOM for the same release.
- A format conversion for a different consumer.
- A vulnerability or license database update that changes interpretation without changing the artifact.
Protect the inventory from becoming a stale compliance attachment. Monitor whether consumers actually import it, whether unresolved fields are shrinking, and whether release records can be located quickly during an incident. When a component is removed, retain its prior appearance in historical SBOMs so past exposure analysis remains possible.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesA practical decision checklist
Before adopting a scanner or format, answer these questions in writing:
- What does the inventory represent: source, build output, deployed software, installed software, or multiple scopes?
- Which dependency manager and build stages contain the most authoritative version and relationship data?
- Where do source or binary scans add evidence that manifests cannot provide?
- Which team consumes each field, and what happens when that field is unknown?
- Which of SPDX, CycloneDX, or SWID is accepted by those consumers and their validation tools?
- How will each artifact be tied to a release, commit, build, and digest?
- Which validation failures block publication, and which require human review?
- Where are immutable historical SBOMs stored, and who can amend them?
- How are vulnerability and license findings imported, triaged, and traced back to the original artifact?
- What limitations must be shown to anyone relying on the inventory?
Bottom line
The dependable pattern is straightforward: define the scope, collect dependency data where it is resolved, supplement it with source or binary scanning, generate an SBOM for each exact release, validate both structure and content, and operate the result as a maintained record. SPDX, CycloneDX, and SWID serve different exchange and inventory needs, so choose by consumer and workflow rather than by a supposed universal winner. The resulting inventory is a visibility layer for vulnerability and license management—not a guarantee that detection is complete or that the software is secure.
