You can do this with a hosted customer-support platform or a custom API-based application. The right choice depends on your existing help desk, desired channels, workflow control, and ability to maintain the system.
Choose a hosted platform or build a custom chatbot
A hosted support platform can bring knowledge, customer conversations, and escalation workflows together. It is often the more direct path for a team already using that platform’s help desk or customer-support tools. A custom implementation gives the team more control over retrieval and application behavior, but also requires implementation and ongoing maintenance.

| Consideration | Hosted support platform | Custom API implementation |
|---|---|---|
| Knowledge connection | Use the platform’s supported knowledge sources and update process. Intercom describes support content as a basis for its Help Center, AI agent, and copilot. | Build a process to prepare, embed, retrieve, and update your content. OpenAI’s Q&A guide describes a retrieval-plus-generation pattern. |
| Help desk and escalation | Zendesk documents AI agents for messaging or email support, connected brand knowledge, and escalation. Capabilities depend on product configuration. | Integrate with your ticketing or CRM systems and implement the handoff behavior you need. Zendesk’s developer documentation describes escalation using context, APIs, webhooks, and custom logic. |
| Channel configuration | Confirm the channels supported by the product and configuration. Zendesk’s AI-agent guidance says an agent is configured for one channel type; current behavior may change. | Choose and implement the channels your application needs. The OpenAI Q&A guide describes answer generation, not a ready-made customer-support channel interface. |
| Control and implementation | Less application plumbing may be needed, while workflow and configuration options are determined by the platform. | More control over retrieval, dialogue, and workflows, with more engineering responsibility. |
| Price comparison | Zendesk says automated resolutions are its usage measure and each account’s allowance depends on plan; the cited guidance does not state a numerical allowance or comparative price. | The sources do not establish a current apples-to-apples price comparison or a total operating cost. |

Prepare support content the chatbot can rely on
The chatbot’s answers are only as dependable as the knowledge it can find. Before connecting a model, assemble approved help articles, FAQs, and other support documentation that the bot is allowed to use. Organize each piece around a coherent customer need so relevant guidance can be found, and resolve contradictions or outdated instructions rather than exposing both to the chatbot.
#1 Best Overall
- Identify who owns each support topic and who updates it when a product, policy, or process changes.
- Review articles for clarity, accuracy, and conflicting instructions. Retire or correct superseded guidance.
- Keep the material focused on customer questions and provide the details needed to answer them.
- Decide how updates reach the chatbot’s knowledge source and how the team will notice stale content.
Intercom recommends investing in the creation, curation, and ongoing optimization of support content for self-service and AI-powered support. Its guidance does not establish a universally best document format or chunk size, so those choices should follow the platform or retrieval design you use. Connect retrieval to answer generation
A custom FAQ chatbot should retrieve relevant support material before generating an answer. Retrieval gives the model source material for its response; it does not guarantee that the right passage was found or that the answer is correct. The team still has to test source selection, check that responses are supported, and keep the knowledge current.

- Prepare the knowledge base. Collect and organize the support content the chatbot should use. OpenAI’s guide begins with gathering the information needed for the knowledge base.
- Create embeddings for document sections. An embedding represents a section in a form that can be compared with a question. OpenAI’s documented pattern embeds sections of the knowledge base.
- Embed each incoming question. When a customer asks a question, create its representation using the corresponding embedding approach.
- Retrieve relevant sections. Find the knowledge-base sections most relevant to the question.
- Generate an answer using retrieved context. Include the selected material in the answer-generation prompt so the model can respond from the support knowledge provided.
- Handle weak or missing evidence. If retrieval does not find useful material, ask a clarifying question, search again, or offer a human handoff instead of inventing a policy or product answer.
OpenAI’s guide names the Embeddings and Chat Completions APIs and also points to newer Responses API tools. API details can change, so consult the current API documentation before implementing code. OpenAI: How to use the OpenAI API for Q&A or to build a chatbot

Design the no-answer behavior and human handoff
Decide what the chatbot should do when it cannot find relevant knowledge, the customer’s question is unclear, or the customer says the answer did not help. This is part of the product experience, not an edge case to leave to the model.

Zendesk’s Knowledge reply guidance documents options such as another search, a clarifying question, satisfaction confirmation, and escalation after repeated failed searches. Its developer documentation describes human escalation with conversation context and custom escalation logic. Design the handoff so the customer can recognize how to reach a person and the support team receives the conversation context needed to continue. Exact handoff behavior depends on the selected platform and configuration.

Test with representative customer questions and known answers before making the chatbot widely available. Include straightforward FAQs, ambiguous questions, questions that need several details, and cases where the correct behavior is to clarify, decline to guess, or hand off.
Recommended Free Tools
- Collect questions that reflect the support topics and phrasing customers actually use.
- For each question, identify the knowledge article or passage that should support the answer, or mark it as a no-answer case.
- Review whether the chatbot retrieved the expected source material.
- Check whether each answer is supported by the retrieved content and whether it avoids unsupported claims.
- Exercise the clarification, repeat-search, satisfaction, and escalation routes, including whether context reaches the human support team.
- Fix unclear or contradictory source content, retrieval problems, and workflow gaps, then run the affected cases again.
The cited documentation does not prescribe a universal test-set size or pass score. Treat evaluation as an ongoing practice: review conversations, correct the underlying support content as products and policies change, and retest the affected answers and handoffs. OpenAI’s Q&A guide, Zendesk’s Knowledge reply guidance, and Intercom’s support-content guidance provide the building blocks for this workflow.

How to choose the right implementation
- Choose hosted support AI when keeping the chatbot close to an existing help desk, knowledge base, and support workflow is the priority. Check the product’s channel setup, escalation options, content connections, and usage terms for your plan.
- Choose a custom API build when your team needs application-level control over retrieval, dialogue, or connections to internal systems and can own the engineering and maintenance.
- In either case, prioritize content operations. Establish who approves answers, how updates are published, and how outdated or conflicting guidance is corrected.
- Make unresolved issues visible. Ensure the chatbot has a usable no-answer path and that handoffs preserve enough context for a person to continue.
- Budget from current terms, not assumptions. Hosted plan allowances and API charges are not directly comparable from the cited documentation; review current regional terms and expected usage.
Frequently Asked Questions
How does an FAQ chatbot find answers in support documentation?
A custom system can embed knowledge-base sections and the customer’s question, retrieve relevant sections, then provide those sections as context for answer generation. The generated response still needs evaluation against its sources.
Should I build a custom FAQ chatbot or use a customer-support platform?
A hosted platform can fit a team that wants knowledge and escalation close to its existing support workflow. A custom API implementation suits a team that needs greater control over retrieval or application behavior and can maintain the integration.
What should a chatbot do when it cannot answer a customer?
It should avoid guessing and offer a suitable next step, such as clarifying the question, searching again, checking whether the customer is satisfied, or escalating to a person with conversation context.
How do I test whether a customer-support FAQ chatbot is working well?
Use representative questions with expected supporting content, plus known cases where the bot should clarify or hand off. Check source retrieval, whether answers are supported, and whether escalation works with useful context.
