Start planning for the day after Election Day before the campaign ends. A lasting volunteer community needs more than a new task list: it needs a shared purpose that still matters, relationships among volunteers, roles that fit different lives, supported paths into leadership, and clear feedback about what the work changes.
Why election-day energy does not automatically become a community
A large event can bring people together without giving them a reason or a route to return. In an August 2026 Harvard Kennedy School working paper, Liz McKenna analyzed 91,648 attendances by 38,740 people across 20 organizations in 11 U.S. states over a year. Seventy-one percent participated once and did not return within the observation window. Among people whose first participation was a mass mobilization, attrition approached 90 percent. These figures describe the civic groups and period studied; they are not a forecast for every campaign or volunteer organization. Read the Harvard Kennedy School paper.

The same study found that when most people at a participant’s first event were established members, the probability of returning within 90 days was 12.8 percentage points higher, adjusted for event size. That is an association in the study, not a guaranteed result or proof that a particular campaign tactic will produce the same increase. The study also found that the share of members embedded in teams was the strongest organizational correlate of its measure of “catchment” capacity.

Practitioner guidance similarly stresses timely follow-up, authentic relationships, support, and opportunities for volunteers to be heard. Choose a continuing purpose with the community
Before Election Day, bring volunteers and affected community members together to decide what should continue. The post-election effort need not preserve every campaign activity. It should address a need that remains when canvassing and election-day logistics stop.
- Ask which local needs, relationships, or unresolved problems participants believe deserve continued attention.
- Choose a small number of achievable next steps rather than carrying the entire campaign agenda forward unchanged.
- Name an owner for each action and set a date to review progress.
- Identify who the work is meant to serve and what evidence would show whether it is helping.
Canada’s community leadership guide recommends grounding a lasting legacy in precise community needs and gathering evidence about whom the work affects and how. See the community leadership guide.
Make a newcomer’s first experience welcoming and connected
Someone who offers to help should hear back promptly and know what will happen next. Give each first activity a human connection as well as a task: pair the newcomer with an established volunteer or a small team, explain why the work matters, introduce the people involved, and follow up with thanks and a specific invitation.

- During the activity: Explain the task and its purpose; make introductions rather than leaving a newcomer to navigate an established group alone.
- Afterward: Thank the person, ask how the experience went, and offer a clear next step without pressuring them to commit indefinitely.
This approach is consistent with the association between first-event composition and later return reported by McKenna, but the study does not establish that pairing alone causes retention. The European Greens handbook also recommends quick contact, support, authentic relationships, and a meaningful volunteer voice.
Offer roles that fit different people and schedules
Do not assume every supporter wants the same role or can give the same amount of time. Ask what issues people care about, what skills they want to use or develop, and what level of involvement is realistic for them. Canada’s recruitment guide emphasizes finding contributors with varied talents, experience, resources, and networks, and giving them room to explore their capabilities rather than assigning everyone to a predetermined post. Read Canada’s guide to recruiting volunteers.
| Participation option | What it can look like | Why offer it |
|---|---|---|
| One-off | Help at a community event, make a specific set of calls, or contribute a defined skill to a short project. | Lets someone take part without an ongoing commitment. |
| Recurring | Join a regular neighborhood outreach, communications, or issue-focused team. | Creates repeated contact and a place to build relationships. |
| Leadership | Welcome new volunteers, host a gathering, coordinate a team, or help set priorities. | Gives willing contributors a supported route to greater responsibility. |
People’s availability changes. Make it possible to step back or pause without treating that as the end of the relationship.

Grow leaders without abandoning them to the work
Distributing ownership helps a community continue beyond the original campaign team, but handing someone a title without preparation is not leadership development. Offer volunteers chances to take responsibility alongside guidance, practice, and access to decisions.
- Invite experienced volunteers to welcome and support newcomers.
- Let interested people try hosting, neighborhood communications, or team coordination with a clear point of contact.
- Include volunteers in choosing priorities and reviewing what is working.
- Make skill development part of the work, not an expectation that people already know how to lead.
The European Greens handbook connects skill development and leadership opportunities with continued participation in later campaigns, aligned causes, and wider movement work. It offers practitioner guidance, not a controlled estimate of the effect of any single leadership practice.
Recognize effort and report what changed
Thank volunteers in ways they welcome, privately or publicly, and make recognition specific to their contribution. Then report back honestly: what moved forward, what did not, and what the group will adjust. A visible connection between effort and outcomes helps people understand why the work matters and gives them a chance to improve it.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Plan Election Day as a handoff
Do not wait for the result to decide who will contact volunteers or what they might do next. Before Election Day, write a short transition plan with a named owner and a date for the first follow-up.
- Assign contact: Decide who will thank volunteers and share the result or next update.
- Set a first gathering: Choose a date and format for people to reconnect, rather than promising a future meeting without a plan.
- Prepare a continuing project: Identify an issue or initiative that can move forward after campaign activity ends.
- Offer specific choices: Include several ways to stay involved, including a lower-commitment option.
- Set ownership: Name who is responsible for each next action and when the group will review progress.
After the election, communicate what happened and follow through on the invitation. The local campaign guide specifically recommends informing volunteers about opportunities connected to an office or future initiatives after a win; the handbook also points to continued work on aligned causes and movement activity.

Check whether a post-election plan is built to last
When choosing between possible activities, assess the plan against these practical questions. They are useful comparison criteria, not a tested ranking of retention programs.
- Continuity of purpose: Does the activity address a community need that remains after the election?
- Belonging: Will newcomers build relationships with established volunteers and teams?
- Role fit: Can people contribute different skills and amounts of time?
- Leadership growth: Are people offered supported opportunities to take responsibility and help make decisions?
- Feedback and impact: Can volunteers see what changed and help the group learn?
- Practical sustainability: Is there a named owner, a realistic cadence, and a date to review progress?
The available guidance supports these design principles, but it does not establish one universally best retention program or a controlled head-to-head comparison. McKenna’s study concerns civic action beyond voting in organizations across 11 U.S. states, so its findings may not transfer directly to every candidate campaign, country, or volunteer group.
