Build the reviewer as a pipeline with one model-selection boundary, not as a workflow tied to a single model API. Keep pull-request collection, review policy, output validation, and GitHub publication provider-neutral; put authentication and provider-specific request handling in adapters. Then test each exact provider/model combination and limit what the workflow can read or change.
What a model-switchable PR reviewer needs
A useful automated pull-request reviewer does more than send a diff to an AI model. It gathers bounded context, asks for actionable defects, checks that the response is valid and tied to changed code, and publishes suggestions in a form a human can review.

- Collect context: fetch the pull request’s changed files and relevant surrounding code, within explicit size and scope limits.
- Analyze: send the normalized review request to the configured model adapter.
- Validate: parse the response, check required fields, and confirm file paths and comment locations against the diff.
- Publish: translate valid findings into GitHub review comments, or report that no actionable finding was returned.
Use the model to suggest issues, not to approve or merge code. GitHub says users remain responsible for reviewing and validating generated agent responses (GitHub Copilot code review documentation).
Define a stable finding format before choosing models
Choose an internal result contract that stays the same when you change providers. For example, each finding can include:

- A concise title and explanation.
- A severity and confidence level, with documented meanings.
- A repository-relative file path and location on changed lines.
- A short evidence excerpt that supports the finding.
Specify when the reviewer should return no findings. Reject results that fail schema validation, cannot be tied to changed code, or lack enough evidence to be useful. Convert accepted findings into GitHub’s review-comment format only at the publication step.
This contract is an architectural choice, not something an SDK guarantees. It prevents provider-specific response formats from leaking into review policy and lets you validate the same essentials for every backend.
Put provider differences behind an adapter
Represent selection as configuration, such as a provider name and model identifier. The rest of the application should call a common adapter interface with a normalized prompt and receive a normalized response. The adapter owns the details that vary: endpoint, authentication, retries, tool-schema conversion, structured-output settings, and usage reporting when available.

The OpenAI Agents SDK documentation warns that providers may differ in structured JSON output, multimodal inputs, hosted file or web search, tool availability, usage reporting, and routing. It recommends filtering unsupported tools and inputs and validating the exact backend when relying on those features (OpenAI Agents SDK model documentation).

Do not assume a model-name change is a complete provider switch. The adapter and capability checks must match the actual backend you deploy.
Choose how the reviewer runs on GitHub
Custom GitHub Actions workflow
GitHub’s tutorial demonstrates a pull-request-triggered reviewer that checks whether a change is adequately tested and leaves a pull-request review when the run completes (GitHub Actions tutorial for Copilot CLI and other coding agents). A custom workflow gives you direct control over events, permissions, secrets, model dispatch, and validation, but your team must maintain the adapters and safeguards.

Agentic Workflows use a Markdown workflow definition with frontmatter for triggers, permissions, and allowed write operations, then compile it into a hardened workflow. The documentation describes multiple agent engines, including GitHub Copilot, Anthropic Claude, OpenAI Codex, and Google Gemini (GitHub Agentic Workflows documentation). The tutorial has described the feature as a public preview; check its current availability and behavior before adopting it.
SDK, project, or existing review product
A provider-flexible SDK can reduce the amount of transport code you maintain, but it cannot remove capability differences or the need to test the exact backend. The PR-Agent installation guide is one project-specific example of model and fallback-model configuration with provider-specific keys for Gemini and Anthropic (PR-Agent installation guide); do not treat its names or settings as universal conventions.
GitHub’s Agentic Workflows Pi engine documentation gives another example, with provider-prefixed model identifiers and provider-specific credentials. It says Pi routes OpenAI/Codex models through the Responses API, and that the Copilot credential used for threat detection is separate from an OpenAI or Anthropic key (Pi engine documentation).

If you want an existing GitHub product rather than a build-your-own reviewer, note the boundary: GitHub says Copilot code review does not support model switching and uses a tuned combination of models, prompts, and system behavior (GitHub Copilot code review documentation). That statement applies to Copilot code review, not to all PR-review tools.
Restrict permissions, secrets, and untrusted input
Pull-request titles, descriptions, comments, source code, and repository files can contain instructions that should be treated as untrusted data. Give the reviewer only the access it needs to read the pull request and publish review output; do not grant merge or arbitrary repository-write capability to the model.
- Limit which events and repositories can trigger the workflow.
- Keep provider credentials in workflow secret storage. Do not put them in prompts, model-visible tools, or logs.
- Separate read/review work from any action that modifies repository contents, and gate such actions explicitly.
- Restrict tools and execution environments so pull-request content cannot grant itself new capabilities.
GitHub Agentic Workflows documents read-only defaults, declared safe outputs for writes, isolated secret handling, threat detection, and firewalled execution (GitHub Agentic Workflows documentation). These guardrails are useful design patterns; they do not make it safe to treat pull-request content as trusted.
For GitHub’s tutorial workflow, Claude Code, OpenAI Codex, and Google Gemini CLI use separate API-key secrets: ANTHROPIC_API_KEY, OPENAI_API_KEY, and GEMINI_API_KEY. Copilot CLI authentication differs by organization or personal repository context. Check the current engine instructions before deployment because credentials and permission requirements can change (GitHub Actions tutorial).
Validate findings before creating review comments
Model output should not be posted directly. Treat publication as a separate, fail-closed step:

- Parse the response using the expected schema. If parsing or required-field validation fails, do not publish comments.
- Check that every file path belongs to the pull request and every location maps to changed lines.
- Remove duplicate findings and enforce a reasonable cap on comment count.
- Publish only valid findings as suggestions for human review; otherwise report a controlled failure rather than inventing a review.
This validation sequence is an implementation recommendation, not an algorithm prescribed by the cited SDK or GitHub documentation. Its purpose is to keep malformed or misplaced model output from becoming misleading review feedback.
Evaluate candidate models on your own pull requests
Provider documentation does not supply an apples-to-apples accuracy benchmark for automated PR review. Build a small test set from representative past pull requests, with findings adjudicated by people familiar with the code, and compare candidates against the same examples.
- Relevance and precision of comments, including the false-positive burden.
- Important defects missed by the reviewer.
- Valid file and changed-line mapping.
- Support for the tools, structured outputs, and input modalities your workflow requires.
- Latency, inference cost, availability, and fit with credential and data policies.
Set acceptable thresholds before changing the default model. Rerun the evaluation when you change a model version, provider adapter, prompt, or output contract. Keep human review in the loop: generated comments are not a substitute for code-owner judgment.
Monitor changes after deployment
Record failures, malformed responses, latency, spend, and provider availability so a backend change does not silently degrade the reviewer. GitHub notes that Agentic Workflows can incur both Actions-minute costs and inference usage; actual costs depend on configuration and usage (GitHub Agentic Workflows documentation). Where possible, pin or record model versions, and periodically verify that tool support and structured-output behavior still match your adapter assumptions.
