Build an SFDR terminology pipeline by treating every official-language text as a separately versioned legal source, aligning terms through matching provisions and context, and retaining a reviewable record of every decision. Start with the Official Journal texts as the authentic legal material. Use consolidated EUR-Lex versions as practical working references, not as substitutes for those texts, and keep implementing acts and supervisory guidance in distinct source classes.
Set the legal and versioning boundaries first
SFDR is Regulation (EU) 2019/2088. EUR-Lex reports it as in force but changed, and its current consolidated version was dated 2 July 2026 when checked on 7 October 2026. See the EUR-Lex SFDR record for the regulation’s status and version metadata.

The distinction between publication and consolidation matters. EUR-Lex states of consolidated text: “This text is meant purely as a documentation tool and has no legal effect.” Its notice also says: “The authentic versions of the relevant acts, including their preambles, are those published in the Official Journal of the European Union and available on EUR-Lex.” Keep the consolidated text useful for day-to-day navigation and comparison, while recording the Official Journal publication as the authentic source.

This pipeline is a practical governance design, not a workflow prescribed by an EU institution or an implementation whose performance has been established. That distinction should appear in the terminology package’s documentation.

Build a source register before extracting terms
Give every source a stable record before it enters the workflow. Capture enough metadata to identify exactly what was reviewed and why it was treated as authoritative or informational.
- Document identifier and title
- Issuing body and instrument type
- Official Journal reference, where applicable
- Language and publication date
- Consolidated version date, if applicable
- Retrieval timestamp and stable official link or retained publication file
- Legal-status note and authority class
Use separate source classes rather than merging everything mentioning SFDR into one corpus. The Official Journal text is authentic legal source material. A consolidated EUR-Lex view is a working documentation version with the legal-effect caveat. Commission implementing and delegated acts are related instruments, while ESMA Q&As and supervisory materials are interpretation or supervisory sources. The Commission’s SFDR implementing and delegated acts page links related acts and corrections; ESMA’s SFDR Q&As and cross-sectoral supervisory materials belong in their own source classes.

Acquire each language version as its own document
EUR-Lex lists the Official Journal language versions for the regulation in its SFDR record. Acquire the official-language texts available for the selected act and preserve each language tag, document identifier, and version date. Do not treat one language as a source and the others as pipeline-generated translations: the published versions must be managed and reviewed as their own texts.

Align provisions before aligning words
Match articles, recitals, annexes, tables, and template fields across versions, preserving provision identifiers wherever possible. A term’s legal sense may depend on its definition, grammatical form, surrounding sentence, or role in a template; isolated word-to-word matching can conceal those distinctions.
Store enough surrounding text for reviewers to see the relevant context, along with the exact provision reference and source version. When provisions differ structurally or a direct correspondence is uncertain, record that as an alignment issue rather than forcing a one-to-one match.

Extract candidates with evidence attached
Identify recurring domain expressions and acronyms from the aligned text. Extraction can be assisted by language-processing tools, but it should create candidates for review rather than silently decide that two expressions are legally equivalent.

Review and approve terminology with an audit trail
Have appropriately qualified language and regulatory reviewers verify preferred terms and variants against the source context. The official source pages do not establish a required reviewer qualification or mandatory approval sequence, so organizations should define those governance choices for their own use case rather than presenting them as regulatory requirements.
Record the reviewer’s role, decision, and date, as well as the evidence considered. If reviewers retain competing variants or flag a provision for legal clarification, preserve that status explicitly instead of presenting an unresolved choice as approved terminology.
Publish dated releases and manage changes
Release terminology as a dated package with provenance and approval status. When a new consolidated version or related act appears, compare affected provisions, flag terms whose source context changed, and send those records for review. Keep superseded records and their history rather than overwriting them; this lets users trace a term to the version and decision that supported it.

Because the consolidated date cited here is a snapshot, confirm the current EUR-Lex record and related Commission and ESMA materials when updating a production package. Legal texts, corrections, and supervisory Q&As can change independently, so the change-control process should check each source class separately.
