How to Build a Multi-Region EKS Recovery Design with Terraform

Terraform can provision separate EKS clusters in multiple AWS Regions, but a second cluster alone is not disaster recovery. Choose a recovery pattern and plan data, traffic, and failback.

Build a multi-region EKS design by provisioning a separate EKS cluster in each AWS Region with explicitly configured Terraform AWS providers, then adding the data protection, traffic failover, and recovery procedures your workload needs. A single EKS cluster is regional: AWS distributes its managed control plane across Availability Zones within that Region, not across Regions.

What “multi-region EKS” means

There is no single EKS cluster spanning multiple AWS Regions in this design. Instead, Terraform can manage two or more regional EKS clusters as separate deployments. Each cluster has its own Kubernetes control plane, and each Region needs its own supporting infrastructure and operational configuration.

AWS’s Understand resilience in Amazon EKS clusters describes at least two API server instances and three etcd instances across three Availability Zones within a Region. That arrangement helps the managed control plane withstand an Availability Zone problem. It does not create a second regional cluster, replicate application data, or move traffic between Regions.

AWS’s Amazon EKS architecture also describes multiple compute choices, including EKS Auto Mode, AWS Fargate, Karpenter, managed node groups, and self-managed nodes. Choose based on workload and operational requirements; there is no universally required node option for a multi-region deployment.

Choose a recovery pattern before writing Terraform

The recovery pattern determines what must exist in the second Region before an incident, what must happen during recovery, and how data and traffic behave. AWS Well-Architected’s REL13-BP02 Use defined recovery strategies to meet the recovery objectives describes these approaches:

Pattern What runs before an incident What recovery requires Key design consideration
Backup and restore The recovery environment may not be running as a production-ready deployment. Restore data and rebuild or start the infrastructure needed to serve the workload. Plan the sequence for restoring data and provisioning dependencies.
Pilot light Only essential components are kept ready in the recovery Region. Deploy missing resources and complete the recovery steps that bring the Region into production readiness. Identify which components must already be present and which can be created during recovery.
Warm standby A reduced but functioning recovery environment is kept running. Scale the environment up to handle the workload. Determine whether the reduced capacity can be expanded as required.
Multi-site active/active Equivalent regional resources are available to serve the workload. Route service to the remaining active Region or Regions during a regional evacuation. Data must be live and synchronized in a way that fits the application’s consistency needs.

These are workload choices, not a universal ranking. Compare normal-operation footprint, acceptable data freshness and consistency, recovery actions, failback complexity, and regulatory fit. Some workloads have data-residency requirements that rule out a second Region; AWS’s Well-Architected guidance notes that multi-region may not suit workloads whose required locality has only one Region.

Set recovery objectives and select Regions

Start by documenting what the application must recover and what constraints apply. That makes the Terraform layout serve a defined recovery design rather than merely creating a second cluster.

  • Define recovery objectives. Establish the workload’s required recovery outcomes and the operational steps needed to reach them. The chosen pattern should match those objectives.
  • Map the workload’s dependencies. Identify the data stores, secrets, images, external services, and other dependencies the application requires in the recovery Region. Decide which are replicated, backed up, or recreated.
  • Check regional and legal constraints. Confirm that the workload and its data may run in the intended Regions, and verify the service and workload requirements for each location.
  • Decide how recovery is initiated. Choose whether an operator triggers failover or automation does so, and define the signals and authority for that decision.

Configure Terraform providers for each Region

Terraform provider aliases let one configuration use multiple AWS provider instances. AWS Prescriptive Guidance’s Providers – Getting started with Terraform demonstrates assigning a Region to each provider and selecting the non-default provider for a resource with provider = aws.east.

provider "aws" {
  region = "us-west-2"
}

provider "aws" {
  alias  = "east"
  region = "us-east-2"
}

# A regional AWS resource can select the intended provider:
resource "aws_vpc" "recovery" {
  provider   = aws.east
  cidr_block = "10.20.0.0/16"
}

This illustrates the provider-selection mechanism, not a complete EKS configuration. For an actual deployment, explicitly associate every region-specific AWS resource or module with the intended provider. If a module uses an aliased provider, pass the appropriate provider configuration into that module according to its provider requirements.

EKS also involves cluster-specific Kubernetes and, where used, Helm provider configurations. Connect each one to the correct cluster endpoint and credentials; do not let configuration for one cluster accidentally target the other. Keep the regional cluster foundations distinct, including their networking, cluster access, compute, and add-ons.

An alias only selects which AWS provider configuration Terraform uses for an operation. It does not copy infrastructure, Terraform state, application data, secrets, or traffic to another Region. Those behaviors need to be designed separately.

Build both regional foundations and cluster configuration

For each Region, plan the network and cluster resources required by the workload, then configure the cluster-specific access and add-ons. AWS’s Guidance for Automated Provisioning of Application-Ready Amazon EKS Clusters is one reference for a Terraform foundation that includes a three-AZ VPC, endpoint configuration, IAM roles, managed node groups, core add-ons, and optional observability. Treat it as a component reference: it does not determine your application’s cross-region data or traffic architecture.

  1. Lay out regional infrastructure. Define the VPC and required cluster dependencies for each selected Region, associating each AWS resource with the correct provider.
  2. Provision a distinct EKS cluster in each Region. Keep cluster-specific names, endpoints, access settings, and provider connections unambiguous.
  3. Configure compute and add-ons. Select the compute approach and install the add-ons and observability components each cluster needs.
  4. Validate access and deployment targeting. Confirm that administrative and automation credentials, Kubernetes providers, and deployment tooling target the intended cluster in each Region.

Design data recovery and traffic failover explicitly

Infrastructure code can create regional resources, but it does not make stateful application data consistent across Regions. For every stateful component, specify how backups or replication work, how recovery data is selected, and how the application reconnects to it.

  • Data protection: Define backup or replication behavior, the recovery point to use, and the restoration or promotion steps. Check that dependencies required to use the recovered data are also available.
  • Application readiness: Define how the recovery cluster receives the required application configuration and secrets, and how you verify that the application is ready to serve.
  • Traffic movement: Specify how clients are redirected to the recovery Region, who or what initiates that change, and how the team verifies that traffic reaches a healthy application.
  • Failover safety: AWS cautions that health-check-driven automatic failover should be used carefully: a false failover can create availability and data-loss costs. Set decision rules that account for the consequences of switching Regions.

Practice recovery and document failback

A second deployment is not a tested recovery procedure. Rehearse the steps that turn the recovery Region into the serving environment, including data restoration or promotion, application validation, and traffic redirection. Record the sequence, responsible operators, and checks used to decide whether recovery succeeded.

Define failback before an incident. The original Region may need to be rebuilt or validated, data may need to be resynchronized, and traffic must be moved back without leaving the two environments in an unsafe state. The exact sequence depends on the application’s data architecture and the chosen recovery pattern.

Review example defaults before using them

The Amazon EKS guide Set up Amazon EKS cluster for AI/ML workloads using Terraform defaults its sample deployment to us-east-2 and accepts another Region through a Terraform variable. That demonstrates selecting a deployment Region for that sample; it does not by itself define a multi-region recovery design.

The same guide’s sample Grafana load balancer can be public over HTTP with default credentials if its configuration is left unchanged. For that sample, restrict access and change the Grafana password; the guide suggests an internal load-balancer scheme with TLS as a stronger posture. This warning is specific to the cited sample, not a claim about every EKS Terraform configuration.
