Its basic loop is: receive a customer event through a webhook, interpret the message or choice, and send a suitable reply through the Send API. To build one, you need a Facebook Page, a Meta app, a Page access token, the relevant messaging permission, and a support workflow that respects customer consent and Meta’s messaging rules.
What you are building
The bot is not just a set of automatic replies inside a Page. It is an integration: the Page is the customer-facing destination, the Meta app and its credentials authorize the connection, a webhook delivers Messenger events to your application, and the Send API lets the application reply. Your own application decides what a message means and what response or support action should follow.

A minimal support flow can answer a small set of verified questions, offer structured choices for common requests, and route uncertain or unresolved cases to a person. It does not need to use generative AI: a simple intent map and approved answers are enough to implement the basic inbound-to-outbound flow.

A custom integration and a hosted support or chatbot platform are different ways to build the workflow, not competing Messenger APIs. The platform rules still matter whichever route you choose. The available platform documentation does not establish named products, comparative pricing, or a generally superior option.

| Routing and data flow | You implement the routing and control how your application processes events. | Routing and data handling depend on the specific platform; the available information does not establish product-level details. |
| Time to launch | You must build and operate the application, webhook handling, and response logic. | The degree of setup already provided varies by platform and is not established here. |
| Agent handoff | You design how unresolved cases reach an agent and how automation yields to that person. | Handoff behavior varies by platform; confirm what the chosen service actually supports. |
| Maintenance and monitoring | Your team owns application reliability, monitoring, and changes needed when Meta requirements change. | The division of operational responsibility depends on the platform and your configuration. |
| Meta compatibility | Your implementation must meet Meta’s current permissions and messaging rules. | A hosted service still needs to operate within Meta’s current permissions and messaging rules. |
| Cost | Not stated; it depends on your implementation and operating costs. | Not stated; no product or plan prices are established here. |
What you need before implementation
- A Facebook Page that your support team will use.
- A Meta app configured for Messenger Platform integration.
- A Page access token requested by someone who has the Page’s MESSAGE task.
- The
pages_messagingpermission identified for Send API use. - An application endpoint prepared to receive webhook events and return appropriate responses through the Send API.
- A short, reviewed list of support topics, approved answers, and escalation destinations.
Meta’s Messenger Platform API collection on the Postman API Network describes the Page access token and permission prerequisites. Exact app-review, permission-approval, webhook-verification, and production-access requirements can vary and are not established as a universal checklist here; check Meta’s live developer documentation and your app dashboard for the requirements that apply to your deployment.
Build the bot step by step
1. Prepare the Page and Meta app
- Choose the Facebook Page that will receive support conversations and make sure the team responsible for messaging can access it.
- Configure a Meta app for Messenger Platform use, then connect the intended Page according to the current instructions in Meta’s developer tools.
- Arrange for a person with the Page’s MESSAGE task to request the Page access token. Confirm that the app has the
pages_messagingpermission required for the Send API. - Keep the token in an appropriate secret store in your application environment rather than exposing it in client-side code or ordinary logs.
The first three prerequisites come from Meta’s API collection. The exact dashboard labels and production approval sequence are subject to change, so follow the current prompts in Meta’s developer documentation and app dashboard rather than relying on a fixed sequence of menu names.
2. Receive Messenger events at a webhook
- Configure your application to receive Messenger events using a webhook, following Meta’s current developer instructions for webhook setup and verification.
- Make the event handler distinguish incoming text from structured choices and other event types. Do not assume every customer interaction is plain text.
- Record only the event information your support workflow needs, and make sure the handler can safely ignore or handle event types it does not use.
- Check the event against your routing rules before selecting an answer or escalating it.
Meta’s quick-reply documentation says that when a person taps a quick reply, the webhook receives a messages event containing the quick-reply title and, when provided, its payload. Use the payload as a stable value for routing when you have supplied one; the displayed title is customer-facing text and may be changed for clarity.

- Scale up your greatest conversations. Smart video calling on your TV brings your favorite people, larger-than-life, into your living room.
- Share the room. Perfect for group calls. Meta Portal TV captures your whole room so everyone is in view without jostling for position.
- Call anyone, anywhere. Use apps like Messenger and WhatsApp to connect with friends and family—even if they don’t have a Meta Portal.
- A more natural connection. Smart Camera adjusts automatically so you can move freely and stay in frame, while Smart Sound ensures you can be heard clearly.
- Privacy by design. Easily disable the camera and microphone, or block the lens with the camera cover.
3. Define support intents and approved replies
- List the most common support questions your team can answer reliably through Messenger.
- For each topic, define the signals or choices that route to it and the answer or next action that is approved for customers.
- Use quick replies for a small set of clear choices, such as selecting a general support topic, when that makes it easier for customers to get to the right path.
- Set a fallback for ambiguous messages, unsupported topics, and cases where the bot cannot resolve the request. Make that fallback offer a clear route to a human agent.
- Keep Page support contact information accurate, and review bot answers whenever the underlying support policy changes.
Meta’s developer policy material calls for accurate support contact information and stable integrations that do not return confusing or nonsensical messages. The policy text referenced here was hosted on a third-party domain, so confirm the current requirements on Meta’s own live policy pages before launch.
4. Send a reply through the Send API
- Use the customer’s Page-scoped ID from the conversation event as the reply recipient.
- Send a response using the Page messages endpoint and the Page access token.
- Begin with a plain text answer for straightforward cases. Meta’s API collection also describes attachments, templates, and sender actions for supported messaging patterns.
- For a quick reply, check the event’s title and optional payload, then route it to the matching verified answer or workflow.
- Handle failed sends and unexpected API responses so customers do not get a silent failure or a confusing duplicate reply.
The API collection establishes the recipient and endpoint pattern but does not provide an implementation-ready code sample in the information summarized here. Use Meta’s current Send API documentation for the exact request format, supported message types, and endpoint details.
5. Design the human handoff
- Choose what triggers escalation: for example, an unsupported request, an unclear message after a clarification attempt, or a topic that requires a person.
- Tell the customer what will happen next, and pass the conversation context needed by the support agent through the handoff process your team uses.
- Make the transition explicit in your routing logic so the bot does not continue sending automated answers while an agent is handling the conversation.
- Provide a fallback contact route if a live agent is not available.
The sources establish the need for sound support behavior and accurate contact information, but do not specify a universal agent-handoff API or queue. Implement the handoff using the support workflow available to your team, and test the complete transition rather than only the bot’s reply.

- Feel close, wherever you roam. With the best of Meta Portal smart video calling made portable, you can take the conversation anywhere in your home.
- Designed for calls on the go. A long-lasting battery and integrated handle make it easy to move from room to room.
- Call anyone, anywhere. Use apps like Messenger and WhatsApp to connect with friends and family—even if they don’t have a Meta Portal.
- A more natural connection. Smart Camera adjusts automatically so you can move freely and stay in frame, while Smart Sound ensures you can always be heard.
- Great sound anywhere. Listen to music with a speaker that can fill any room. Doubles as a portable Bluetooth speaker around the home.
6. Enforce consent and the messaging window
Meta’s API collection states that ordinary messaging requires the recipient to have messaged the Page within the preceding 24 hours, or to have agreed to receive messages outside the standard window. Treat this as a constraint on when the bot sends replies, not as permission to send unrelated or unwanted messages. Meta policy material also emphasizes obtaining sufficient consent and promptly honoring opt-out requests. Check Meta’s current technical documentation for any documented exceptions or permitted mechanisms, and use each message type only for its stated purpose.

Do not assume that a working development flow is automatically cleared for production. The precise app-review, permission approval, webhook verification, and production-access steps for every deployment are not established here. Check the current Meta developer documentation and your app dashboard for your app’s applicable requirements, then confirm that the required permissions and access are active before relying on the bot for customer support.

- Move and talk freely with Smart Camera: With Smart Camera, you don’t have to worry about being out of frame. Whether you’re moving around the kitchen, prepping dinner or chasing the kids through the living room, Smart Camera adjusts to follow the action. And as more people enter a room, Smart Camera automatically widens to keep everyone in view, so you don’t miss a moment
- Private by design: Facebook doesn't listen to, view or keep the contents of your Portal video calls. Calls on Portal are encrypted, so conversations stay between you and those you're calling. You can also completely disable the camera and microphone with a single tap, or block the camera lens with the camera cover provided
- Connect with friends, even if they don't have Portal: Easily call friends and family on Messenger — calls can be made seamlessly to and from smartphones and tablets. And you can bring up to six other people into a group call
- Alexa built-in: Portal has Alexa built-in, so you can ask a question, set a timer, add items to your shopping list, control your smart home or more. Just ask
- Experience more together: With Portal, story time will never be the same. With music, animation and augmented reality effects, Portal lets you become some of your children’s favorite characters as you read along to well-loved stories. And if friends or family also have Portal, you can listen to your favorite music together as if you were in the same room, without delays or feedback
- A new inbound text event reaches the webhook and is routed to the expected support intent.
- A quick reply produces a
messagesevent and reaches the route associated with its title or payload. - A supported question receives the approved response through the Send API.
- An unclear or unsupported request reaches the fallback and gives the customer a usable next step.
- A human agent can take over without the bot continuing to send conflicting automated replies.
- The application handles a failed or unexpected send without claiming that the customer received an answer.
- The bot observes the standard messaging window and does not send outside it unless the recipient’s agreement or a currently documented permitted mechanism applies.
- Opt-out requests are recognized and honored promptly.
Common design mistakes to avoid
- Treating every event as text: structured choices arrive as events too, and quick replies include a title and optional payload.
- Letting the bot guess at policy answers: route support topics to verified responses and escalate when the bot cannot resolve the request.
- Leaving customers without a next step: a fallback should direct the customer to a human or another accurate support contact route.
- Sending beyond the standard window without checking eligibility: ordinary replies are subject to the 24-hour condition stated in Meta’s API collection; verify current exceptions rather than assuming one applies.
- Launching on development assumptions: confirm the permissions and production requirements shown for the specific app before depending on the integration.
Frequently Asked Questions
Does a Messenger support chatbot have to use artificial intelligence?
No. The basic integration can route messages to a small set of verified answers and workflows. AI is not a prerequisite for receiving events through a webhook and replying through the Send API.
Is a Messenger bot the same thing as a complete help desk?
No. The Messenger integration handles Page conversations through Meta’s messaging interface; the sources described here do not establish ticketing, shared inbox, or case-management functionality. Those capabilities depend on the separate support system, if any, connected to the workflow.
