Build a database disaster recovery plan by setting business-approved recovery time and recovery point objectives (RTO and RPO), choosing a recovery design that can meet them, documenting who does what, and testing a full database-and-application recovery. Keep recoverable backups or point-in-time recovery alongside replication: replication can copy accidental deletion or corruption just as readily as valid changes.

What should a database disaster recovery plan cover?

A disaster recovery plan is an executable way to restore the database service after a disruption—not merely a backup schedule. NIST describes contingency planning as “a coordinated strategy involving plans, procedures, and technical measures” for recovering information systems, operations, and data after disruption (NIST contingency planning). For a database, the plan needs to address the data, the systems that depend on it, and the people authorized to make recovery decisions.

  • Business processes and applications it supports, along with the business owner and technical recovery owner.
  • Engine and version, topology, hosting model, region or site, and the production endpoints clients use.
  • Dependencies such as network routes, identity services, DNS, secrets, encryption keys, storage, application components, and external services.
  • Data sensitivity, retention obligations, and any security or access constraints that affect where recovery copies may reside.
  • Disruption scenarios the plan must handle: a failed host or zone, loss of a site or region, accidental deletion, logical corruption, compromised credentials, or an unusable backup.

NIST SP 800-34 Rev. 1 describes a contingency-planning lifecycle that includes business impact analysis, preventive controls, recovery strategy, plan development, testing and training, and maintenance. It is federal information-system guidance rather than a database-specific prescription; use it as a planning framework, not as a substitute for your platform’s operational documentation (NIST SP 800-34 Rev. 1).

How do I set database RTO and RPO?

RTO (recovery time objective) is the maximum acceptable time to restore the service after an outage. RPO (recovery point objective) is the maximum acceptable amount of data loss, expressed as time between the disruption and the latest recoverable data point. These are business tolerances, not universal database settings: the right values depend on the process, the effect of downtime or lost transactions, and the cost and complexity of meeting the target.

  1. Ask the business owner what stops working if the database is unavailable, and what manual workaround—if any—can keep the process operating.
  2. Establish how long that process can remain degraded before the impact becomes unacceptable; use that limit to propose an RTO.
  3. Determine how much committed work the business could recreate or reconcile after an outage; use that tolerance to propose an RPO.
  4. Get the business owner’s approval, then have the technical owner confirm that the proposed design can meet both objectives under the scenarios in scope.

Set objectives per service or workload where impacts differ. A target is only useful if it is measurable: the recovery exercise should record elapsed recovery time and the timestamp or transaction point of the data restored, then compare both results with the approved objectives.

Which recovery strategy fits the objectives?

Choose a pattern based on tested RTO and RPO, cost, staffing, operational complexity, geographic coverage, dependence on control-plane operations, and the consequences of replicating damaged data. The following are broad patterns; the recovery time and data-loss outcome of a real system depend on its configuration and test results.

Pattern What is kept ready Recovery and operating trade-off Important consideration
Backup and restore Recoverable backups, with a procedure and environment for restoring them. Usually the lowest-cost pattern, but recovery is generally measured in hours in AWS’s illustrative comparison. Provisioning and restoring take time; confirm copies survive the failure domain and that the chosen point can be restored.
Pilot light Core components or data services are maintained in a recoverable state; additional capacity is brought up during recovery. AWS’s illustrative comparison places it between backup and restore and warm standby in cost and recovery speed. Recovery depends on activating and scaling components, with associated configuration and failover work.
Warm standby A smaller but functioning environment is kept running and can be scaled or promoted. AWS’s illustrative comparison places it at higher cost and faster recovery than pilot light. Keep the standby tested and current; capacity, promotion, and client redirection still require operational readiness.
Multi-site active-active Multiple sites serve traffic at the same time. AWS’s illustrative comparison identifies this as the highest-cost and most-complex pattern; near-zero objectives may be possible in some designs. Plan for write conflicts and consistency, and test what happens when a site or its control plane is unavailable.

The relative comparisons above reflect AWS Well-Architected guidance dated 2024-06-27; they are scenario examples, not guaranteed recovery times or RPOs for an individual database (AWS disaster recovery strategies). Select the least complex design that can demonstrably meet the business-approved objectives and failure coverage.

What should the backup and replication design protect?

Write down what is captured, how often, how long it is retained, where copies live, and who can retrieve and restore them. Depending on the platform and application, the recovery set may need database backups and transaction logs, configuration, schema and application artifacts, and encryption keys or a tested key-recovery process. Specify how operators identify and verify a clean recovery point, including a point-in-time procedure when supported.

  • Match the copy location to the failure scenario. A copy in the same failure domain may not help after loss of that zone, site, or region. Define which events each copy is intended to survive.
  • Protect access as well as availability. Limit who can delete backups or alter retention, and ensure authorized recovery personnel can obtain credentials and keys even if the primary environment is unavailable.
  • Define retention and restore constraints. For managed backups, verify retention settings, exportability, restore destinations, supported regions, and expected restore process for the selected service and configuration.
  • Keep a clean point-in-time path. Replication can improve recovery speed, but may also propagate accidental deletion or logical corruption. Preserve suitable backups or point-in-time recovery for those events.

For example, Azure Database for PostgreSQL Flexible Server documentation describes snapshot backups and transaction-log archival, with point-in-time restore within configured retention. The documentation states a general delay RPO of up to five minutes for that service; actual restore time depends on database size, the last backup, and logs to process. It also lists a default retention of seven days and a maximum of 35 days. These are service-specific documented values, not generic PostgreSQL guarantees; verify current behavior for the selected configuration and region (Azure Database for PostgreSQL backup and restore).

Is database replication enough for disaster recovery?

No. Replication can help maintain a copy or reduce the work needed to restore service, but it does not by itself provide a clean historical version if harmful changes are copied. Retain a suitable backup or point-in-time recovery route for accidental deletion, corruption, or other logical damage.

Document how replication behaves for the database you actually run. If it is asynchronous, lag can leave the replica behind the primary and therefore produce a nonzero RPO. If failover requires promotion, name the person or role that authorizes it and spell out the steps for endpoint, connection, DNS, or traffic changes, followed by application validation. Do not assume synchronous behavior, automatic promotion, or a particular lag without product-specific documentation and measurement.

Regional options also vary by service. Azure’s PostgreSQL guidance compares geo-replicas with geo-redundant backups across failover behavior, region options, read scaling, setup timing, and restore features; those properties should not be generalized to other providers or database products (Azure PostgreSQL geo-disaster recovery). For multi-region active-active designs, decide how concurrent writes and conflicts will be handled before an incident.

How do I write the recovery runbook?

Write steps that an on-call operator can follow when the usual environment, credentials, or contacts may be unavailable. Include an out-of-band way to reach the people and systems needed for recovery.

  1. Declare and authorize. Define what conditions constitute a disaster, who can activate the plan, who can approve failover, and how escalation works.
  2. Assemble the recovery team. List current technical and business owners, on-call contacts, escalation routes, vendor support arrangements, and out-of-band access instructions.
  3. Assess and isolate. Identify the affected failure domain and whether the event is infrastructure loss, data damage, or a security incident. Include containment steps where continuing replication or writes could worsen the problem.
  4. Select a recovery point and target. Give operators a procedure to locate and verify the appropriate backup or replica, and state how to avoid restoring known-bad data.
  5. Restore or promote. Specify the database recovery steps, required configuration and key access, and any promotion decision. Include the relevant network, identity, and endpoint prerequisites.
  6. Reconnect and validate. Redirect clients as needed, then run database integrity checks, application smoke tests, security checks, and reconciliation procedures. Require business-owner acceptance before declaring the service recovered.
  7. Return to normal operations. Document how to re-establish the intended topology, restore protection and monitoring, and close incident communications after recovery.

How do I test and maintain the plan?

A completed backup job proves that a job ran; it does not prove that a usable database and its dependent service can be recovered. Test in an isolated or otherwise safe environment, and measure the outcome against the approved objectives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Restore a selected backup or point-in-time state, then confirm that the database starts and the intended data is present and usable.
  • Exercise application reconnection and business-critical transactions, not just database startup.
  • Record recovery start and end times and the recovered data point so actual RTO and RPO can be compared with targets.
  • Where feasible and safe, exercise relevant failure cases such as a corrupted or unusable backup, loss of a region, and logical data damage.
  • Log defects with an owner and due date; update procedures and automation, then retest affected steps.
  • Repeat after significant changes to the database, application, infrastructure, recovery objectives, or responsible personnel.

NIST SP 800-84 provides guidance for designing and evaluating IT plan tests, training, and exercises; it is useful for structuring exercises rather than a database-specific recovery recipe (NIST SP 800-84). Keep the runbook, contact list, credentials path, and recovery configuration under regular review so the tested procedure remains the procedure operators will use.
