Start by building two monthly budgets: one based on your current household income and spending, and another that shows what happens if your earnings fall or stop. The second budget should separate essential bills from costs you could reduce, and it should distinguish money you already have from possible severance or unemployment benefits. That gives you a practical estimate of how long available funds may cover a temporary income gap—without assuming every benefit or payment will arrive on time.
This guide is for U.S. workers and households. Unemployment rules, employer agreements, and health plan terms vary, so verify details with the relevant state agency, employer, and plan documents.

Build a clear picture of your current monthly budget
Use recent pay statements and account activity rather than estimates from memory. Record household take-home income, bills, day-to-day spending, debt payments, insurance, savings, and contributions from other household members. Consumer.gov recommends writing down income, bills, and expenses, subtracting expenses from income, and tracking actual spending to improve the next month’s plan. If possible, make savings a planned budget item.
A simple worksheet or spreadsheet is enough. Keep monthly totals and due dates visible; the goal is to understand what cash comes in, what must go out, and when.

Create a separate possible-layoff budget
Make a second version of the budget with employment income reduced or stopped. Do not overwrite your current budget; keeping both makes the change easier to see and update. Start with essential cash needs such as housing, utilities, food, transportation needed for a job search, required debt payments, and health coverage. Then identify costs that could be cut, paused, or cancelled.
For each bill, note its amount, due date, minimum required payment, and what may happen if it is missed. If cash becomes tight, contact a lender or service provider early to ask what options may be available, then confirm any proposed arrangement and its possible effect on credit reporting. Do not assume a deferral, forbearance, or other arrangement will be offered.

The Consumer Financial Protection Bureau’s Unexpected job loss guide covers reviewing spending, bills, debt, savings, severance, credit, and retirement savings. Use it to prompt questions, not as a substitute for the terms of your own accounts or agreements.
Estimate how long your resources could cover essential costs
A useful planning estimate is accessible funds divided by expected essential monthly cash need, adjusted for income that is reliable and expected to continue. For example, if you have $12,000 in accessible funds and expect essential cash needs of $3,000 per month with no continuing income, the arithmetic suggests four months. That is a scenario estimate, not a promise that the money will last exactly that long: actual bills, coverage costs, benefit timing, and the time needed to find work can change.
Keep resources in separate categories so uncertain money does not look like cash already in hand:

There is no single emergency-fund target that fits every worker in the official guidance cited here. Choose scenarios that reflect your own essential costs and uncertainty rather than treating one runway figure as a universal rule. The CFPB’s job-loss guidance advises reviewing savings and severance and notes that unemployment rarely replaces all income.

Do not build the budget around a generic national benefit amount. The United States has no federal unemployment program: each state administers its own program and sets eligibility rules. USAGov says people generally file in the state where they worked; remote or cross-state workers should contact their home state agency for help identifying where to apply. Verify current eligibility, benefit estimates, and application steps with the relevant agency before counting benefits as dependable income.
Unemployment is temporary assistance for people who meet state-law requirements, not automatic or guaranteed paycheck replacement. See USAGov’s unemployment benefits guidance and the U.S. Department of Labor’s termination information.

Include health coverage and its timing in the plan
A job loss may allow you to continue group health benefits for a limited period, but the available choices, eligibility, deadlines, and costs depend on your circumstances and plan documents. Options discussed by the Department of Labor and CFPB include COBRA continuation coverage, a spouse’s or another employer’s group plan, Marketplace coverage, and government programs.
COBRA can cost more than the amount previously withheld from your paycheck: the former worker may have to pay both the employee and employer portions of the premium, plus a 2% administrative charge. Compare the full premium as well as covered services, prescriptions, provider network, deductible and out-of-pocket exposure, effective date, and enrollment deadline. Use the actual plan notice to confirm your rights and dates.

Verify severance and other employer payments
Include severance in your plan only after checking the employer documents for the amount, payment date, conditions, and any required steps. A possible payment is not the same as cash available to pay next month’s bills. Update the budget if a written agreement or final-pay information changes what you can count on.
Update the plan as facts change
Revisit the budget when you learn a possible or confirmed layoff date, receive final-pay details, get a benefit determination, review a severance agreement, or learn when coverage ends. Consumer.gov describes budgeting as a monthly cycle: plan at the start of the month, track spending, review what happened at month-end, and use the results to make the next plan more realistic.
