To block app access to contacts in Windows 11, open Start > Settings > Privacy & security > Contacts. Turn off access for all apps to apply a broad block, or switch off the toggle beside a listed app to block only that app. These controls mainly cover Microsoft Store apps; desktop apps may not appear and may need to be managed inside the app.
Block contact access for all apps or one app
- Open Start, then select Settings.
- Go to Privacy & security and select Contacts under app permissions.
- To block access broadly, turn off the Contacts access control for apps. If your Windows build shows a separate device-level control, make sure the device-level setting allows access before using the all-app or per-app controls; turning off the device-level setting blocks the capability more broadly.
- To block only one listed app, leave the broader controls set as you want and switch off the toggle next to that app.
Windows versions and configurations can show slightly different labels. The controls may be arranged as device access, access for apps, and individual app toggles. Use the labels displayed on your PC and consider how broadly you intend to restrict access.

Choose the scope that fits

Microsoft’s guidance says that when access is turned off for an app, “that app can’t use the related data or feature” through the permission covered by the setting. Microsoft’s Windows privacy settings guidance explains the controls and their scope.

Why an app may still access contact information
It is a desktop app
Windows privacy lists mainly apply to Microsoft Store apps. Desktop programs may not appear in the list and may not be controlled by its capability toggle. Check the program’s own permissions or privacy settings. Microsoft explains this distinction in its App permissions guidance.

The app or service has its own contact source
The Windows Contacts setting controls access through the Windows Contacts capability; it is not a universal block on every way a program or online service might obtain contact information. Review the app’s product information or developer privacy policy to learn what it collects and uses. Microsoft-account contact availability and service-level syncing are separate matters; for example, Microsoft documents contact syncing for Teams separately from Windows app permissions. Review recent contact access

What the Contacts permission covers
The Contacts permission is for access to contacts, people, or address-book information. Its effect depends on the app using the Windows capability and on the scope of the setting you change. It does not delete contacts from Windows or from a Microsoft account, and it does not promise to stop a separate service from syncing information through its own account features.
