How to Block AI Agents Without Blocking Search Engines

Keep search visibility while setting separate policies for AI training crawlers, user-directed fetches and private content.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can block AI training crawlers without blocking conventional search engines by setting rules for each crawler separately. Keep Googlebot and any search crawlers you want to allow out of your block rules; disallow the training crawlers you want to exclude; and decide independently whether to permit agents that fetch a page in response to a person’s request. Robots.txt expresses crawler preferences, not access control, so use authentication for private content and verify any CDN or firewall rules as well.

First decide what “block” should accomplish

Several different goals are often described as blocking AI. They need different controls, and confusing them can cause either unwanted exposure or a loss of search visibility.

As an Amazon Associate I earn from qualifying purchases.

  • Reduce unwanted automated crawling: A robots.txt rule can ask compliant crawlers not to fetch specified paths. It does not guarantee that every bot will comply.
  • Exclude a page from Google results: Use a noindex directive that Google can crawl and read. A robots.txt block alone may leave a URL in results because Google cannot see the page’s indexing directive.
  • Prevent model-training collection: Identify and block the provider’s training crawler, without assuming that its search crawler or user-directed fetch agent has the same purpose.
  • Keep content confidential: Require a login or enforce another access control at the server or application. Publicly accessible content is not made private by a robots.txt entry.
  • Limit traffic at the network edge: Review CDN and web application firewall (WAF) policies separately from the origin’s robots.txt file.

Write down the desired outcome, the paths or subdomains it covers, and the crawlers involved before changing rules. That turns a broad “block AI” request into a policy you can test.

It helps to compare a policy across four questions: purpose (search, training, or user-directed fetching), scope (one path, a whole host, or a subdomain), enforcement layer (robots.txt, application access control, or CDN/WAF), and result (reduced crawling, search-result exclusion, or confidentiality). The same directive cannot reliably accomplish all three outcomes. A public article can remain accessible to readers and search engines while signaling that a training crawler should not fetch it; a private customer record requires access control, not just a crawler signal.

Know which crawler does which job

A provider may operate different crawlers for search, model training, and fetching a page at a user’s direction. Blocking one does not necessarily block the others. The names and policies below are the ones identified in the providers’ documentation cited here; crawler purposes and verification details can change, so check current official documentation when creating or revising a live policy.

Provider Documented crawler Purpose described by provider Policy decision
OpenAI OAI-SearchBot Supports surfacing websites in ChatGPT Search. Allow it if you want this search visibility.
OpenAI GPTBot Crawls content that may be used for model training. Disallow it if you want to signal that your content should not be used for this purpose.
OpenAI ChatGPT-User May fetch a page in response to a user request; OpenAI says it is not an automatic web crawler. Decide separately whether user-initiated retrieval of public pages is acceptable. OpenAI says robots.txt rules may not apply to these actions.
Anthropic Claude-SearchBot Supports search. Allow it if you want the associated search access.
Anthropic ClaudeBot Associated with collection for model training. Disallow it if you want to opt out of this crawler.
Anthropic Claude-User Supports user-directed fetching. Choose independently whether to permit this access.
Google Googlebot Crawls for Google Search. Do not block it if you want Google Search discovery to continue.

These distinctions are not interchangeable labels for “AI.” For example, allowing a provider’s search crawler while disallowing its training crawler can preserve one use while signaling against another. OpenAI explicitly describes these settings as independent. Anthropic likewise identifies separate search, training-related, and user-directed agents.

OpenAI’s crawler documentation says OAI-SearchBot supports surfacing websites in ChatGPT Search, GPTBot is used to crawl content that may be used for training, and ChatGPT-User can visit a page following a user request. OpenAI recommends allowing OAI-SearchBot and requests from its published IP ranges for ChatGPT Search visibility. It also says a robots.txt update may take about 24 hours to affect its search systems; that is not a general propagation promise for every provider.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Anthropic’s help article, dated April 7, 2026, says its bots respect robots.txt and identifies ClaudeBot, Claude-SearchBot, and Claude-User for distinct purposes. Anthropic states: “Anthropic’s Bots respect ‘do not crawl’ signals by honoring industry standard directives in robots.txt.” Its crawler rules should be considered separately for each subdomain.

Write purpose-specific robots.txt rules

Robots.txt is a plain-text file served from a site’s root, such as https://example.com/robots.txt. The following is an illustrative policy for a site that wants Google and the named AI search crawlers to crawl public pages, wants to disallow the named training crawlers site-wide, and wants to disallow Anthropic’s user-directed fetcher. It does not control the OpenAI user-triggered behavior described above.

User-agent: Googlebot
Allow: /

User-agent: OAI-SearchBot
Allow: /

User-agent: GPTBot
Disallow: /

User-agent: Claude-SearchBot
Allow: /

User-agent: ClaudeBot
Disallow: /

User-agent: Claude-User
Disallow: /

User-agent: *
Disallow:

Replace the example policy with your actual decision. A crawler-specific Disallow: / asks that crawler not to crawl any path on that host. To target a particular directory instead, use a path such as Disallow: /members/ in the relevant crawler’s group. An empty Disallow: does not block paths; in the example, it leaves the default group open to other crawlers. Do not add a broad rule for User-agent: * with Disallow: / if you intend to keep unspecified search crawlers crawling the site.

The example is a policy template, not a complete security configuration. It expresses a preference to crawlers that recognize and honor the user-agent group. It cannot force a bot to comply, and it does not stop someone from requesting a URL directly. Google Search Central puts the limitation plainly: “The instructions in robots.txt files cannot enforce crawler behavior to your site; it’s up to the crawler to obey them.” Use access controls when enforcement matters.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Robots rules apply to the host where the file is served. If a site uses separate subdomains, such as www.example.com and blog.example.com, each needs its own robots.txt policy. Anthropic’s help documentation says each subdomain must carry the directive to be opted out. A rule on the main hostname should not be assumed to cover every other hostname.

Anthropic’s documentation also gives Crawl-delay: 1 as an example. Treat it as a documented example, not a universal way to control crawler speed: support for directives can vary, and the directive does not replace access controls or a provider-specific opt-out. Check the crawler’s current documentation before relying on any directive beyond the basic allow/disallow policy.

Check the file before publishing

  1. Confirm the hostname: Open the robots.txt file at the root of every hostname whose crawler policy you intend to change.
  2. Use exact agent names: Match the user-agent names from current provider documentation, including hyphens and spelling.
  3. Keep groups distinct: Put each purpose-specific crawler in its own group unless you deliberately want the same paths to apply to multiple agents.
  4. Check for conflicting existing rules: Review the entire file, not only the lines you plan to add. Existing broad rules may affect search crawlers or override the outcome you intended.
  5. Publish and fetch the file: Request the root robots.txt URL and confirm it returns the saved text successfully. Check for accidental redirects, stale cached content, or a file deployed to the wrong hostname.

Robots.txt syntax is not a substitute for checking the provider’s current crawler documentation. For example, OpenAI says a robots.txt update may take about 24 hours to affect its search systems. Treat that as OpenAI’s stated timing for those systems, not as a universal propagation guarantee for all crawlers or CDNs.

Protect Google Search visibility

Googlebot is Google’s crawler for Search. A rule that blocks Googlebot is broader than an attempt to block AI training crawlers: Google says blocking it affects Google Search and other Google search products, including Discover, Images, Video, and News. If those surfaces matter to your site, do not add a broad Googlebot block as a shortcut for excluding AI training bots.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also separate crawling from indexing. Google’s guidance says robots.txt can manage crawl traffic, but it should not be used to hide pages from search results. When Google is blocked from crawling a URL, it may still know the URL exists and show it in results without being able to read the page’s noindex instruction. To request search-result exclusion, allow Googlebot to fetch the page so it can see a noindex directive, for example:

<meta name="robots" content="noindex">

This HTML element belongs in the page’s document head. A page-level noindex applies to indexing, not confidentiality or AI training policy. If a page must not be accessible to the public, protect it with authentication or another server-side access control instead.

Google’s technical documentation also describes crawl limits for supported files: Googlebot crawls the first 2 MB of a supported file and the first 64 MB of a PDF. These are file-processing limits, not a reason to block Googlebot or a technique for excluding content. For ordinary policy decisions, the important distinction remains that Google must be able to crawl a page to read its indexing directive.

Review CDN and WAF policy as well

The origin’s robots.txt is only one layer. A CDN may serve, modify, or supplement crawler policy, while a WAF can allow or block requests before they reach the origin. If the effective behavior differs from the file you edited, inspect the controls at the network edge before assuming the origin configuration is wrong.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cloudflare’s documentation describes three behavior classes—Search, Agent, and Training—and notes that a bot can have more than one behavior. Its AI Crawl Control offers per-crawler allow or block actions; advanced path exceptions and other rules can be implemented through WAF. Cloudflare documents user-agent-based detection on its free plan and says Bot Management detection IDs provide more thorough detection on upgraded plans. These are Cloudflare-specific features and should not be assumed to exist on other providers.

Cloudflare summarizes the reason for separating policies this way: “AI crawlers and agents interact with your site for very different reasons, and you may want to treat those reasons differently.” This is also a useful principle when selecting a control: make the decision about a crawler’s purpose and intended access, not simply its association with AI.

Cloudflare also documents a default-policy change for new domains from September 15, 2026: Training- and Agent-classified bots are blocked on pages displaying ads, while Search remains allowed; mixed Search/Training bots are included in training-blocking configurations. That date has passed. If your site is on Cloudflare, inspect the current effective zone policy and the rules for the pages in question rather than inferring behavior from the origin robots.txt. The documented default is provider-specific; it does not establish that every zone, domain, or other CDN uses the same policy.

Before adding a second block at the edge, determine whether the desired crawler is already covered by a managed category or zone setting. A mixed-purpose bot can belong to more than one behavior class, so a category-level decision may affect a crawler that also serves search. Review per-crawler controls and any path exceptions, then test the effective result on the relevant pages. Do not assume a managed policy has the same scope as a site-wide robots.txt rule.

Use the right layer for each outcome

Goal Control to use What it does not do
Ask a compliant crawler not to fetch selected pages Robots.txt group for that crawler and path. It does not force noncompliant bots to obey, make content private, or reliably remove a URL from search results.
Keep a page out of Google search results A crawlable noindex directive. It does not prevent access to the page or itself block a training crawler.
Prevent public access to private material Authentication or another access control enforced by the application or server. It is not merely a crawler preference and may require a corresponding authorized-user experience.
Enforce a network-edge policy CDN or WAF controls, including per-crawler or path rules where supported. Capabilities, detection methods, defaults, and plan availability vary by provider.

Choose by purpose, scope, enforcement layer, and intended result. For example, a public article that should remain discoverable but not be offered to a training crawler calls for a crawler-specific preference, while a private customer record calls for access control. A path-level exclusion and a whole-subdomain opt-out are different scopes, even when they use the same mechanism.

Verify what actually happens

A correct-looking configuration is not proof that the request behavior matches it. Test both the policy file and the traffic reaching your site.

  1. Read robots.txt from outside the origin: Fetch the public URL for each relevant hostname. Confirm the file served to crawlers contains the latest rules and no unexpected edge-generated policy.
  2. Inspect the relevant groups: Match the crawler’s exact user-agent token to the intended group and inspect the requested path against that group’s rules.
  3. Review CDN and WAF settings: Check AI crawler controls, managed robots.txt behavior, and custom WAF rules for allow/block decisions or path exceptions that conflict with the origin policy.
  4. Check request logs: Look at the user-agent, requested path, response status, and edge action. A blocked response from a firewall may be the operative control even when robots.txt permits the crawler.
  5. Validate crawler identity: User-agent strings can be spoofed. Google recommends reverse DNS verification or checking its published Googlebot IP ranges before treating a request as genuine Googlebot traffic. Use provider-published verification methods and logs for other crawlers as well.
  6. Test the intended result: For search visibility, check that the relevant search crawler is not blocked. For indexing exclusion, check for the crawlable noindex directive. For confidentiality, test that an unauthenticated request cannot retrieve the protected content.

Do not make an allow-or-block decision solely from a request’s user-agent string. A client can claim to be a search crawler. Conversely, a legitimate crawler may be blocked by an edge rule, an origin firewall, or a different robots.txt file than the one you inspected.

For a reliable verification pass, test one representative path for each policy rather than looking only at the homepage. A training-crawler rule for /members/, a page-level noindex, and an authentication gate produce different responses. Confirm the requested path, the crawler group that applies, and the actual HTTP or edge outcome. If a service says an update takes time to apply, allow for its stated interval and then recheck rather than treating an immediate test as conclusive.

Blocking a search crawler because its provider also trains models

Do not treat a provider’s crawler names as interchangeable. Keep the search agent allowed if you want its search surface, and apply the opt-out to the training agent identified in current provider documentation.

Expecting robots.txt to protect sensitive files

A disallow entry communicates a preference to compliant crawlers; it does not authorize or deny a request. Put sensitive content behind authentication or another access check, and avoid relying on a publicly discoverable path being overlooked.

Using robots.txt to remove a result

If Google is prevented from crawling a page, it cannot read that page’s noindex directive. Permit crawling long enough for the indexing instruction to be seen, or use access restriction when the requirement is privacy rather than search-result removal.

Assuming one host’s policy covers the whole site

Check each hostname and subdomain independently. A robots.txt file at one host does not establish the policy for another.

Assuming the origin file is the effective policy

CDN-managed robots behavior and WAF decisions can change what a crawler receives or whether a request reaches the origin. Compare the public robots.txt response with the edge configuration and request logs.

Trusting a claimed crawler identity

Do not whitelist or block a request only because its user-agent says Googlebot or names another known crawler. Verify identity through the provider’s published method before applying identity-sensitive actions.

Assuming a user-directed fetch is the same as a search crawler

OpenAI says ChatGPT-User may fetch pages in response to a user request and that robots.txt rules may not apply to those user-initiated actions. Decide whether the page should be available for that kind of retrieval, but do not treat a robots.txt disallow as a guarantee that it will prevent it. If access must be restricted, use authentication or another access control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Applying a provider default to every account or CDN

Managed policies can depend on the provider, zone, plan, page characteristics, and current settings. Cloudflare’s documented default for new domains from September 15, 2026 is not a universal industry rule. Inspect the effective policy for the particular site and path.

Frequently Asked Questions

Can I block GPTBot and still appear in ChatGPT Search?

Yes. OpenAI documents GPTBot as a crawler for content that may be used in model training and OAI-SearchBot as supporting website visibility in ChatGPT Search. The settings are independent, so a site can disallow GPTBot while allowing OAI-SearchBot. OpenAI says robots.txt changes may take about 24 hours to affect its search systems.

Will blocking Googlebot stop AI training crawlers?

Not reliably, and it can harm your search visibility. Googlebot serves Google Search and other Google search products, while providers document separate training crawler names such as GPTBot and ClaudeBot. Target the specific training crawler you wish to exclude rather than blocking Googlebot.

Does robots.txt make a page private or guarantee that bots cannot access it?

No. Robots.txt is a preference mechanism for crawlers that choose to honor it; noncompliant crawlers can ignore it, and it does not prevent a direct request. Use authentication or another server- or application-enforced access control for private content.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I use robots.txt or noindex to remove a page from Google?

Use a crawlable noindex directive when the goal is to keep a page out of Google results. A robots.txt block may prevent Google from seeing the noindex instruction, and the URL may still appear. Use access controls if the page must not be publicly accessible.

Do I need a separate robots.txt file for each subdomain?

Yes, treat each hostname independently. A robots.txt file applies to the host where it is served; for example, the policy on example.com does not automatically establish the policy on blog.example.com. Anthropic specifically says each subdomain to be opted out must carry the directive.

Can robots.txt block ChatGPT-User or other user-triggered fetch agents?

Do not rely on that for OpenAI’s ChatGPT-User. OpenAI says it may fetch pages after a user action and that robots.txt rules may not apply to those actions. Anthropic documents Claude-User separately and says its bots respect robots.txt, but use access controls if the content must be inaccessible.

What if my CDN blocks a crawler even though robots.txt allows it?

The CDN or WAF may be enforcing a separate policy before a request reaches your origin. Check managed AI bot controls, custom WAF rules, path exceptions, the public robots.txt response, and request logs. Cloudflare supports per-crawler allow/block decisions and more advanced WAF rules; capabilities differ across providers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

To preserve search visibility while discouraging AI training crawlers, identify each crawler by its documented purpose, allow the search agents you want, and apply a specific robots.txt rule to training agents you want to exclude. Keep Googlebot unblocked if Google Search matters, use noindex for search-result exclusion, and use authentication for private content. Finally, check CDN/WAF policy and logs: robots.txt is a request, not a security boundary.
