A September 28, 2026, sponsored Network World BrandPost by Tata Communications identifies three planning mistakes that can constrain a center’s ambitions: designing the network as an afterthought, committing to infrastructure before defining the capability roadmap, and treating compliance as a checklist. The framing is useful, but the article’s vendor claims and recommendations are promotional context rather than independent comparisons. Read the Network World article.
1. Treating network design as an afterthought
A GCC may need to move data between locations, connect to headquarters and cloud services, integrate systems, and support emerging workloads such as AI. That can call for a different design from a conventional domestic branch office. The sponsored Network World article argues that the network should be planned around the center’s expected work rather than treated as basic connectivity to procure later.
Start by mapping the capabilities the center is expected to deliver and the traffic those capabilities create. Consider where users, applications and data will sit; which systems need to communicate; how cloud access will work; and what security and operational controls apply to each connection. Cross-border links, cloud services and third-party access can all affect architecture.
Network World reports that India-to-headquarters traffic may cross six to eight network hops and add 30–80 ms of latency even on an optimized route. Those figures are claims in a sponsored article, not independently verified benchmarks here. Treat them as a reason to test routes and workloads in your own locations—not as a guaranteed latency range.
Plan for a hybrid network
Do not draw the network boundary around the GCC’s office walls. The article quotes Johannes Sautter, Head of Connectivity and Colocation Services at WACKER Chemie AG, describing a hybrid network that begins at a site but has no clear endpoint. In practical terms, document the connections among sites, cloud environments, headquarters, partners and the services the GCC will operate.

- Identify the applications and data flows the center must support.
- Map users, workloads, cloud dependencies and integration points across regions.
- Define security, monitoring and incident ownership for connections involving multiple providers.
- Validate performance requirements against the actual routes and services the center will use.
2. Committing to infrastructure before setting the roadmap
Data-center selection, ISP contracts and hardware purchases can be difficult or expensive to unwind. Make those commitments after defining the GCC’s business case and capability roadmap, not before. A center intended to expand into new services or workloads may need different capacity, locations, skills and connectivity from one with a narrower initial remit.
Greg Wade, an independent strategic adviser on GCC strategy and development, puts the location issue plainly: “What works in Denver doesn’t necessarily work in Delhi,” as quoted in the sponsored Network World article. Apply that principle to local requirements and operating conditions rather than copying another site’s design.

- Define the business purpose. Specify what the GCC is expected to deliver, for whom, and how its remit may change.
- Set the capability roadmap. Identify the work, technology, data and skills needed at launch and as the center develops.
- Translate capabilities into requirements. Establish the locations, capacity, integrations, cloud access, latency needs and controls each capability depends on.
- Choose infrastructure and contracts. Compare options against those requirements, including delivery dependencies and the effort required to change course.
- Assign operational ownership. Decide who monitors services, handles incidents and coordinates across vendors and regions.
The article reports several adoption and performance figures attributed to BCG and EY, including claims about GCC performance and AI or cloud priorities. The original studies’ publication years, samples and methods are not established here, so those figures should not be treated as independently verified evidence for a particular GCC investment decision.

3. Treating compliance as a checklist
Compliance can change where data is held, how it moves, who can access it, what is monitored and how incidents are handled. Build those considerations into architecture and operating processes from the start. A checklist completed after infrastructure is chosen may miss design choices that are costly to change.
For an India-based center, the Digital Personal Data Protection Act, 2023, Schedule specifies possible maximum penalties for particular breaches: up to ₹250 crore for failure to observe the reasonable-security-safeguards obligation, and up to ₹200 crore for failure to notify the Board or affected data principals of a personal data breach. These are statutory maxima associated with the specified categories, not automatic penalties for any compliance error. See the Act’s Schedule.

The framework’s commencement is phased. The November 13, 2025, notification provides for provisions to begin on publication, after one year, or after eighteen months, depending on the provision. The Rules notification also staggers commencement: Rules 1, 2 and 17–21 begin on publication; Rule 4 after one year; and Rules 3, 5–16, 22 and 23 after eighteen months. Do not assume every obligation took effect at once. Check the current official notifications and obtain advice on which provisions apply to your entity and activities. Read the commencement notification; read the Rules notification.

Make compliance part of the design
- Determine what personal data the center handles and where it is stored or processed.
- Map transfers among the center, headquarters, cloud providers and other third parties.
- Define access controls, monitoring and governance responsibilities across regions.
- Document how breach detection, escalation and notification responsibilities are assigned.
- Review current commencement dates and applicable obligations before finalizing the design.
Turn the three risks into one planning process
The three mistakes are connected: the capability roadmap shapes infrastructure needs; the network enables those capabilities; and data handling and governance constrain how both can be designed. A useful planning review therefore tests each major decision against the same questions:
